INFRASTRUCTURE AND PUBLIC WORKS MANAGER: ROADS, STORM WATER AND TRAFFIC ENGINEERING Task Grade (16) R575 621.76 – R747 190.92 per annum plus the normal fringe benefits Requirements: • B-Tech: Engineering: Civil Urban Engineering • 4-5years’ experience with 3 years managerial experience • Computer Literacy • Code EB driving licence. Responsibilities: Manages the key performance areas and result indicators associated with the rehabilitation and maintenance of road infrastructure, storm-water drainage, the adequacy of traffic signage and road markings, and building inspectorate, through investigation, analysis and interpretation of developmental requirements against the capacity and capability of the department to accomplish immediate, short- and longer-term service delivery objectives. Representing the Municipality, management and the objectives of the I.D.P. • Keeping abreast with technological developments in the rehabilitation and maintenance of roads, storm-water drainage, traffic signage/ markings and building inspectorate regulations. • Analyzing and aligning requirements with operating capacity and capability. • Evaluating and commenting on the applicability of specific key performance indicators and measures against outcomes detailed in the departments Business and Strategic Plans. • Presenting reports of current and future interventions necessary to achieve acceptable levels and standards of service delivery to the Director: Infrastructure & Public Works for consideration and inclusion into the department’s short/ medium term performance and service delivery plans. • Attending technical and community meetings for roads projects (construction and rehabilitation) • Control of maintenance programs regarding the following:- • Roads and Streets; sidewalks and storm water including kerb and channelling. • Liaising with Consultants and contractors regarding construction, rehabilitation, resurfacing of roads, construction of storm water drainage systems, construction of new developments. • Defining/ adjusting the key performance indicators and role boundaries of personnel against service delivery requirements. • Implementing Human Resources policies and procedures to control/ regulate workplace conflict and/ or instituting corrective measures and consultation processes to address deviations from standards. • Analyzing statistical information pertaining to staff attendance/ absenteeism, overtime, lost time due to accidents and/ or incidents and downtime and proposing specific remedial measures aimed at improving productivity and reducing personnel related costs. • Establishing key performance indicators and measures for determining/ assessing the level and appropriateness of service delivery with respect to road maintenance (routine, planned and unplanned) and repair work, storm-water drainage and traffic signage and markings. • Managing the operational functions and resources (materials, plant and vehicle, depot operations) and monitors utilization and cost effectiveness of activities against operational plans. • Monitoring the adequacy of procedures and compliance with departmental guidelines with respect to trench re-instatements resulting from excavations, the construction and installation of drainage, traffic signage/markings and building inspections • Evaluating interventions and/ or the design and construction of Road, Storm-water Drainage and Traffic Signage Infrastructure contemplated or affected through external sources and, providing comments on constraints/ applicability with regards to ongoing maintenance. • Assessing material design, introduction of new materials and equipment and its impact on the functioning and level of service delivery.
OFFICE OF THE CHIEF FINANCIAL OFFICER MANAGER: SUPPLY CHAIN MANAGEMENT Task Grade 16: R575 621.76 – R747 190.92 per annum plus the normal fringe benefits Requirements • B Degree in Finance / Accounting or SCM as a major, • MFMP certificate will be an added advantage. • At least seven (7) years’ experience of which 3 years be in managerial position in the Procurement / SCM processes. • In depth knowledge and understanding of the PPPFA, MFMA, and all Treasury regulations on SCM. • Sound Financial and Management accounting skills coupled with people development and management skills. • Excellent analytical, organizational, management and leadership skills, business acumen and the ability to deal with ambiguity and meet demanding deadlines. • Advanced computer skills including power point presentations and high level of written and verbal communication. • Proof of valid code EB driver’s licence.
