DIRECTOR CORPORATE SERVICES TERM: 5 Year fixed term performance based contract LEVEL: Manager directly reporting to the Municipal Manager CENTRE: uMlalazi Local Municipality, KwaZulu-Natal NOTICE NUMBER: HR20/2022 Annual Total Remuneration Package: • Negotiable in terms of Government Gazette No. 43122 of 20 March 2020, i.e. Upper Limits of Total Remuneration Package Payable to Municipal Managers and Managers Directly Accountable to the Municipal Managers • Minimum • R894 447.00 Midpoint R 1 022 226.00 Maximum R1 133 463.00 • Cellphone Allowance in terms of the Council Policy Essential and Non-Negotiable Requirements (Higher Education Qualification, Work-Related Experience and other Requirements): • Bachelor's Degree in Public Administration / Management Sciences/ Law or equivalent a relevant qualification registered on the national qualifications framework at a NQF Level 7 with a minimum of 360 credits. • Minimum of Five (5) years' experience at senior and middle management level, of which at least 2 years must be at senior management level • In depth knowledge and understanding of relevant policies and legislations. • Compliance with all the requirements as contained in the Municipal Regulations on Minimum Competency Levels, Gazette 29967 of 15 June 2007. • A certificate in Municipal Financial Management Programme (MFMP) or Certificate Programme in Municipal Development (CPMD) is essential; if a newly appointed person is not in possession of this Competency, he/ she must complete it within eighteen (18) months from the date of employment, in accordance with Government Notice Number 91 of 3 February 2017, as promulgated in Government Gazette No.40593, failing which, the employment contract will terminate automatically within one month after the applicable period. • Valid Driver's Licence • Own Transport Added Advantage: • Registration with a recognized professional body. Skills and Competencies: Must meet competency levels for Senior Managers as published in the Government Gazette No 37245 dated 17 January 2014. Which are Good knowledge and understanding of relevant policy and legislation • Good knowledge and understanding of institutional governance systems • Proven successful management experience in administration • Good knowledge of Corporate Support Services, including Human Capital, Legal Services, Information and Communications Technology (ICT), Council Committee Support Services, Registry and Office Auxiliary Services , Communications and Customer Relations management • Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000) • Good Governance • Labour Relations Act, and other labour related prescripts • Legal background and human capital Management • Knowledge of coordination and oversight of all specialized support functions • Knowledge of local government environment, excellent communication and negotiating skills at all levels of local government • Good skills in conflict resolution, problem solving and ability to be decisive. Key Performance Areas (KPA's): perform all delegations by the Accounting Officer in terms of the MFMA. And any other duties of functions that may be assigned by the Accounting Officer. The post operates at strategic level and the main focus is to lead and direct the activities and functions of the various sections of the Corporate Services Department. To be accountable for the general supervision, control and efficiency of the Corporates services Department and to ensure compliance with all the key performance areas as set out in the contract of employment between council and the Director Corporate Service. Which are Strategic Leadership and management • Good knowledge and understanding of relevant policy and legislation • Knowledge and understanding of institutional governance systems and performance management • Engineering management experience • Sound knowledge and understanding of relevant policy and legislation, as well as institution governance systems and performance management • must have extensive knowledge of the public office environment • Good knowledge of the EPWP (Extended Public Works Programme) and labour- based construction methods • Must be able to formulate engineering master planning, project management and implementation. Key Performance Areas (KPA's): perform all delegations by the Accounting Officer in terms of the MFMA. And any other duties of functions that may be assigned by the Accounting Officer. The post operates at strategic level and the main focus is to lead and direct the activities and functions as required of all municipal engineering services. Ensure that all projects identified under DORA are efficiently and effectively implemented while ensuring the existence and implementation of a robust operations and maintenance programme for existing municipal infrastructure.
