KNOWLEDGE, SKILLS & COMPETENCIES: Superior knowledge in multi-disciplines is essential and would include amongst others: Treasury Regulations, Budgeting, Human Resources Management, Local Government Legislation, in particular Labour Law and Transformation KEY PERFORMANCE AREAS/RESPONSIBILITIES: The core focus will be: Reporting directly to the Municipal Manager, the overall responsibility will be the management of the Corporate Services Department within the Municipality • Setting up of Human Resources Programmes and management processes • Provision of sound administration and good governance, including Portfolio Committees and Committee Division. Promotion of organizational development and intergovernmental relations, including Internal and external communications and the election processes; • Effective and efficient departmental budget planning and implementation thereof; • Formulation of relevant policies, including a policy register, and compliance with relevant legislation; • Staff recruitment, selection, training, capacity building, supervision within the Corporate Services Department and overall corporate support to the Municipality; • Liaison with National and Provincial Government Institutions; • Establishing a Performance Management System and strict adherence thereto; • Provision of institutional support to all Councillors; • Provision of corporate strategic planning and communication for effective decision-making and • Organizational discipline and Consequence Management EXECUTIVE MANAGER: COMMUNITY SERVICES (CONTRACT POSITION) REFERENCE NUMBER : HR39/2017/2018 TOTAL RENUMERATION MINIMUM : R973, 759/R1 145.598/R1 317.437 PER ANNUM POST IDENTITY NUMBER : MCDC22CMS001 POSITION REPORTS TO : MUNICIPAL MANAGER MINIMUM REQUIREMENTS: Bachelor Degree in Social Sciences/Public Administration/Law; or equivalent • Minimum of (5) five years' experience at Middle Management and • Have proven successful institutional transformation within public or private sector. KEY PERFOMANCE AREAS/RESPONSIBILITIES: The core focus will be: Reporting directly to the Municipal Manager, the overall responsibility will be the management of the Community Services Department within the Municipality • Identifying with the immediate, short and long term objectives/plans in respect of maintaining synergy between the outputs of the Department and associated organizational functions • Directing and controlling outcomes associated with utilization, productivity and performance of personnel within the Community Services Department • Preparing capital and operating estimates and controlling expenditure against the approved budget allocations • Continuous improvement of Social Services through formulating and/ or managing the evaluation and review of the Community Services Plan against critical deliverables as identified in the organization's Integrated Development Plan • Planning and monitoring sequences associated with the implementation of statutory Laws and By-Laws- related to Development & Planning • Disseminating functional and operational information on immediate, short and long term objectives and current developments, problems and constraints.
