KEY PERFORMANCE AREAS/RESPONSIBILITIES: The core focus will be: Reporting directly to the Municipal Manager, the overall responsibility will be the management of the Financial Services Department within the Municipality by; • Managing and controlling all financial functions of the Municipality, which includes, inter alia, the administration of the budget • Advising the Municipal Manager on the exercise of powers and duties assigned to the Municipal Manager in terms of the MFMA • Assisting the Accounting Officer in the administration of the municipality's bank accounts and in the preparation and implementation of the municipality's budget • Advising senior managers and other senior officials in the exercise of powers and duties assigned or delegated to them in terms of sections 78 or 79 of the MFMA, respectively • Performing duties such as budgeting accounting, analysis, financial reporting, cash management, supply chain management financial management as well as review other duties as may be delegated to him/her by accounting officer in terms of section 79 of the MFMA • Developing a medium term financial accountability and ensuring it is applied effectively • Managing and controlling the auxiliary support services so that there are efficient and effective financial systems in place.
EXECUTIVE MANAGER: ECONOMIC DEVELOPMENT & PLANNING (2 YEAR CONTRACT POSITION) REFERENCE NUMBER: HR54/2019/2020 SALARY RANGE: R1,055,080/ R1,241,269 /R1,427,459 PER ANNUM. (the pay Scale will be determined by competence assessment results) - POSITION REPORTS TO: MUNICIPAL MANAGER MINIMUM QUALIFICATIONS / REQUIREMENTS: • Bachelor of Commerce in Economics/Agriculture/Town and Regional Planning/Development Studies or equivalent • Five years' (5) experience at a Middle Management level • Registration with the relevant professional body will be an added advantage • Project management certificate will be an added advantage • Experience in dealing with Land Reforms and land redistribution issues. KNOWLEDGE, SKILLS & COMPETENCIES: • Good knowledge and interpretation of key and related local government legislation and regulations • Good knowledge of Local Government Performance Management Systems. • Good Governance and • Good knowledge of Municipal Supply Chain Management Regulations and Preferential Procurement Policy Act, Knowledge of Geographical Information Systems; and Knowledge of Spatial, Town and Development planning. • Good knowledge of agriculture and agricultural processing sectors. • Considerable experience in working with Development Agencies will be an added advantage. • Good understanding of major corridor development projects will be an added advantage • Exposure in agricultural projects will be an added advantage. KEY PERFORMANCE AREAS: The Executive Manager- Economic Development and Planning shall be reporting directly to the Municipal Manager and shall perform the responsibilities which include amongst others, inter alia, the following: • Managing and supervising the Development and Economic and Development Planning Department. • Identifying and defining the immediate short and long term objectives/plans associated with the Development and Economic and Town Planning functionality. • Directing the key performance indicators and outcomes of personnel within the Municipal Development and Economic Town Planning functionality. • Preparing and reporting on capital and operating estimates and controls expenditure against the approved budget allocations. • Directing and controlling the planning and operational efficiency of specific approaches associated with the delivery of core services associated with functionality by strategic management and policy formulation. • Directing specific administrative and reports requirements associated with the performance result indicators of the functionality of the department. • Preparing and submitting reports to relevant portfolio committees and council. • Formulating Trade and Investment Strategies. • Managing Local Economic Development initiatives. • Managing Land Reform and Land Transformation Programs. NOTE: Qualifications and SA citizenship checks will be conducted on all short-listed candidates. Where applicable, successful candidates will be subjected to additional checks.
