Qualifications: • Bachelor Degree in Public Administration/ Management Sciences/ Law or equivalent • Management or Law postgraduate qualification will be an added advantage • Certificate Program in Management and Development (Municipal Finance) • Driver’s License Code B Other Requirement • SAPS certified declaration by the applicant that he/she does not hold a political office position Work Related Experience • 5 years’ experience • Middle management level in a municipality • Proven successful management experience in administration Core Competencies • Good knowledge and understanding of relevant policy and legislation; • Good knowledge and understanding of institutional governance systems and performance management. • Good knowledge of corporate support services, including; • Human Capital Management • Legal Services • Facilities Management • Council support • Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No.5 of 2000); • Good governance; • Labour Relations Act; and other labour-related prescripts • Knowledge of co-ordination and oversight of all specialised corporate support functions. • Full grasp of functioning of all functional areas of a municipality Other functional areas • Compilation of the Departmental SDBIP • The planning, organizing, coordinating, delegating and control of all activities of the staff of the Corporate and Management Services department, inclusive of secretariat, communication, committee work, records, human resources, public relations and liaison, legal services, community upliftment and training, community participation strategies, public facilities and amenities. • The approval and review of all agenda, minutes, correspondence annual budgets, leave and actions emanating from various meetings. • Attendance of meetings such as Full Council, Executive Committee, relevant Portfolio Committees any other committees, • Representing the Municipality at conferences, missions, functions, etc. as directed by the Municipal Manager. • Recruitment and selection. • Arrange for induction courses for new employees and handle correspondence in terms of staff resignations. • Training and development of staff –control of all functions i.e. update the Training needs Analysis, develop a Career Path Mode for all staff members, arrange required training and development programmes, liaise with SETA, liaise with external consultants to provide training, arrange Councillor training and orientation programme submit quarterly reports to EXCO on all training undertaken, compile reports on seminars/ courses attended and administer the Municipality’s study bursary loan scheme. • Consultation and Liaising with Council Attorney and SALGA for legal advice and position • Ensuring development and maintenance of a Municipal Code, Information strategy and all public participation legislative requirements.
