UGU DISTRICT MUNICIPALITY Ugu District Municipality, situated at 28 Connor Street Port Shepstone, within the Province of KwaZulu-Natal, invites applications from suitably qualified dynamic and mature candidates whose background and experience match these challenging positions. The Municipality seeks to appoint a highly-motivated visionary and self-starters to the following position: GENERAL MANAGER: ECONOMIC DEVELOPMENT AND ENVIRONMENTAL SERVICES (EDES) (5-year fixed-term performance-based contract) TOTAL REMUNERATION PACKAGE PER ANNUM (ALL INCLUSIVE) Minimum: R 1 188 638 Midpoint: R 1 415 047 Maximum: R 1 596 747 Appointment to the position of the General Manager: Economic Development and Environmental Services (EDES) will be on a fixed-term performance-based contract in terms of Section 54A, 56 and 57 of the Local Government: Municipal Systems Act, Act 32 of 2000, as amended, read together with the Local Government: Municipal Performance Regulations, 2006 and the Local Government: Municipal Finance Management Act: Municipal Regulations on Minimum Competency Levels of 2007.
Key Performance Areas: • Managing a department with the following sections: Local Economic Development (LED) and Environmental Health & Management; • Overseeing the administrative relations between municipal entities known as Ugu South Coast Tourism and South Coast Development Agency; • The assessment, correction, control and prevention of factors in the environment that can adversely affect human health, by ensuring monitoring of food safety, monitoring of water, sanitation and shelter, monitoring of atmosphere and noise, pest and animal control (including dogs), provision of health education, dairy control, disposal of the dead, chemical safety, surveillance and prevention of communicable diseases, health surveillances of premises, Air Quality Pollution Control Services; • To Plan, Regulate and coordinate Economic Planning and Development for Ugu District through implementing Economic Development Programmes, Agriculture and Rural, SMME and Cooperatives Development, coordinate research to support, Agricultural, Rural and SMME/Cooperatives Development, development and implementation of Job Creation and Economic stimulation initiatives; • Overall management of the department, including its staff, finances, systems and controls; • Providing strategic leadership while ensuring attention to detail in all the operations of the department. • Communicating with internal and external stakeholders including Councillors, Amakhosi, other spheres of government, civil society and development practitioners. • Managing the implementation of the District Growth and Development Strategy, Integrated Local Economic Development, Co-operatives development strategy and the Comprehensive Rural Development Strategy; and • Creating partnerships with economic development role-players within the district and outside of the district.
