2. Finance 2.1. Ensure alignment of the budget with the costed APP. 3. Workplace Based Learning Programmes Strategy Implementation 3.1. Ensure that the organisation fulfils statutory requirements linked to implementation of Workplace Based Learning programmes; 3.2. Manage process of registration of Workplace Based Learning Programmes as per related regulated regulations and with relevant authorities; 3.3. Support and guide the implementation of Work Place Based learning programmes; 3.4. Develop relevant intervention strategies and guide internal stakeholders accordingly; 3.5. Develop and facilitate implementation of the learning programmes management plan to achieve defined targets and priority skills areas; 3.6. Keep stakeholders informed and updated about implementation of learning programmes as per related regulations. 4. Learner Registration System and Procedures 4.1. Manage learner registration processes; 4.2. Develop and facilitate implementation of learning registration policies, procedures and processes; 4.3. Monitor and manage alignment between learning programme data and learner registration data; 4.4. Manage overall enrolled learner data quality and report on compliance to policies, procedures and processes. 5. Strategic and Annual Performance Plans 5.1 Provide support to the SD&LP Manager ensuring the smooth running of the strategic planning function by: Managing the process of consultations for Strategic and Annual Performance Plans; Compiling and consolidating inputs into the Strategic and Annual Performance Plan in-line with the DPME Framework; Ensuring approval is obtained from all required structures; Ensuring submission to DHET and all other relevant organisations. 6. Manage the Implementation of NSDP 2030 in the Organisation 6.1 Manage the alignment of the Strategic Plan to the Sector Skills Plan in line with related frameworks (DPME & National Treasury frameworks); 6.2 Support the updating of OFO codes; 6.3 Compile draft Annual Report. 7. Manage Skills Development Policy Development 7.1 Develop and review skills development policies and standard Operation Procedures in relation to implementation of Workplace Based Learning Programmes; 7.2 Ensure optimisation of controls and processes in order to maintain sound administrative and governance service; 7.3 Ensure and maintain an up to date filing system of all documentation in support of registration of Work Place Based Learning Programmes; 7.4 Maintain sound risk management. 8. Manage Personal and Staff Performance 8.1 Set performance target for the sub-unit and regularly monitor achievement thereof in line with the Organisational Performance Management Policy and Procedures; 8.2 Manage / monitor and check on performance agreements development and signature; 8.3 Manage / monitor and check on performance assessments and reviews implementation; 8.4 Manage / monitor and check on personal development plans submission, approval and implementation; 8.5 Monitor and check on employee capacity needs; 8.6 Coach and mentor sub-ordinates where required; 8.7 Build capacity within the team.
2. MINIMUM REQUIREMENTS 2.1 Experience and qualification M+3 qualification in ETD/HRM/HRD or relevant qualification; Minimum of 4 years’ experience in the Education Training and Development Environment; Experience in audit in the public sector; Experience in audit of Performance Information will be an added advantage; Experience in the public service and/or skills development sector preferably within the SETA environment; Have at least code 8 Drivers license; Be prepared to travel and work overtime. 2.2 Knowledge and Skills 2.2.1 Knowledge and understanding of: The changes taking place in the skills development landscape; The Transport industry will be an added advantage; Relationship Management knowledge; Office equipment usage and documents management Good customer service; The following legislative Frameworks; Skills Development Act, Skills Development Levies Act, National Skills Development Plan 2030, Public Finance Management Act and National Treasury Regulations (Planning and Reporting Frameworks. 2.2.2 Skills Organizational and Strategic Planning skills; Presentation, communication and report writing skills; Analytical, problem solving and critical thinking skills; Consultation, facilitation and decision making skills; People management skills; MS Office skills (Excel, Word, PowerPoint, Project); Project management skills.
