2. Finance Administration 2.1. Manage functions in line with chamber operational budget; 2.2. Timeous submission of expense items in order to comply with the relevant policy; 2.3. Process stakeholder payment claims in accordance to contract deliverables and communicate any discrepancies to stakeholders; 2.4. Assist with managing chamber contract financial balances, cancellations and surplus declarations. 3. Annual Performance Plan Support 3.1. Identify and support TETA towards the achievements of APP targets, specifically (but not exclusively), unemployed bursaries, small business support, TVET and HET partnerships, and school projects. 4. Flagship Projects and Discretionary Grants 4.1. Coordinate administration of projects by initiating ETD projects within the sector and the relevant province; 4.2. Process grant applications, conduct due diligence and compile reports on chamber projects, activities and expenditure. 5. Mandatory Grants 5.1. Implement mandatory grant processes that include promoting and assessing WSP/ATR; 5.2. Monitor the implementation of the WSP and verify the ATR; 5.3. Report and communicate any findings to relevant parties and recommend for approval or rejection. 6. Workshops and Forums 6.1. Administer, support and conduct SDF, industry and provincial forums; 6.2. Develop and maintain stakeholder database; 6.3. Plan engagement workshops and prepare presentations. 7. Reporting 7.1. Prepare quality assured reports supported by verifiable evidence within set deadlines. 8. Monitoring 8.1. Conduct site visits to verify stakeholder participation and data; 8.2. Submit reports to the chambers within deadline. 9. Administration 9.1. Oversee own office filing systems; 9.2. Managing internal and external audit queries and performance monitoring; 9.3. Effectively manage day to day operations. 10. Manage Personal and Staff Performance 10.1. Manage, monitor and check on performance agreements development and signature; 10.2. Manage, monitor and check on performance assessments and review implementation; 10.3. Manage, monitor and check on personal development plans submission, approval and implementation; 10.4. Coach and mentor subordinates and interns, where required; 10.5. Manage personal time, leave and attendance registers.
2. MINIMUM REQUIREMENTS 2.1 Experience and Qualification M + 3 qualification in ETD/HRM/HRD or relevant qualification; Minimum of 5 years’ experience in the education, training and development sector; Experience in SETA or Transport Sector environment will be an added advantage; Experience in management of WSP and ATR; Experience in low skill levy paying industry or the transport industry; Have a Driver’s license; Own transport/vehicle is essential; Be prepared to work overtime. 2.2 Knowledge and Skills 2.2.1 Knowledge and understanding of: The SETA environment; Contract management; Project management; Education, Training and Development; Transport Industry; The following legislations - Skills Development Act, Skills Development Levies Act, National Skills Development Plan, Public Finance Management Act, Quality Council for Trades and Occupations Act, Protection of Personal Information Act and South African Qualification Authority. 2.2.2 Skills Consultation and Facilitating skills; Analytical, problem solving and critical thinking skills; Planning, monitoring and reporting skills; Administration, project management skills; Good interpersonal skills (both written and verbal); Telephone etiquette skills; Computer skills including MS Word, MS Excel, MS Outlook, MS Power Point.
