2. Contract Administration 2.1. Monitor budgets accordingly. 2.2. Manage projects as per TETA strategy and Annual Performance Plan (APP). 3. Accreditation of Providers 3.1. Evaluate new provider applications for accreditation in line with TETA requirements. 3.2. Conduct accreditation site visits in line with TETA requirements. 3.3. Recommend accreditation of providers as per TETA processes. 3.4. Recommend providers to move from provisional accreditation to full accreditation. 3.5. Evaluate provider applications and recommend for extension of scope. 3.6. Evaluate provider applications and recommend for E-learning approval. 3.7. Evaluate provider applications and recommend for accreditation of assessment centres. 4. Registration of Assessors and Moderators 4.1. Evaluate and recommend assessor applications for Initial registration and extension of scope. 4.2. Evaluate and recommend moderator applications for Initial registration and extension of scope. 5. RPL Accreditation 5.1. Evaluate provider applications for accreditation of RPL Centres. 6. Monitoring and Auditing 6.1. Conducting regular monitoring visits to all Employers and Training Providers that act as workplace training providers in the industry in order to ensure that training runs effectively and efficiently. 6.2. Implement projects to ensure the availability and monitoring of Assessors, Moderators, accredited Training Providers. 6.3. Ensure the availability and monitoring of Mentors and Coaches for learnerships, etc. 6.4. Monitoring administration of learner information, Learnership agreements, on the job training, logbooks, disbursement of allowances etc. 6.5. Monitor effectiveness of Employer and Provider QMS. 6.6. Monitor the adherence of employers and training providers in respect of accreditation requirements (quality assurance of providers, training programmes, etc.). 6.7. Monitor the adherence of Employers, Employees, training providers and learners in respect of learnership training against the provision, regulations, and conditions applicable in terms of the Skills Development Act and Basic Conditions of Employment Act. 7. Information and Document Management 7.1. Maintain records and file for all ETQA activities. 8. Reporting 8.2. Coordinate reporting on APP targets in consultation with respective colleagues. 8.3. Prepare reports for approval by ETQA Manager. 8.1. Prepare and submit monthly, quarterly and annual reports to ETQA Manager on accreditations, registration of assessors and moderators, monitoring, projects in line with TETA’s reporting requirements. 9. Management of Provider Database 9.1. Updating and maintaining provider database and TETA System. 9.2. Provide inputs and coordinate the development of system specifications, testing and implementation. 10. Development and Maintenance of ETQA Related Documentation 10.1. Development and maintenance of ETQA related documentation i.e. policies, procedures, criteria, forms and template. 10.2. Facilitate processing of learner achievements within set criteria. 10.3. Conduct external moderation of training activities and assessments. 10.4. Evaluate learning programmes and recommend for approval. 11. Workplace Approval 11.1. Conduct workplace approvals for the employer sites to place learners. 11.2. Evaluation of learner logbooks. 12. Audit and Risk 12.1. Prepare for internal and external audits and submit evidence within agreed timeframes. 12.2. Ensure no repeat findings in the AG Management Report and implement corrective action of existing findings. 13. Implementation of QCTO Service Level Agreement 13.1. Coordinate implementation of transitional requirements as per QCTO guidelines. 13.2. Facilitate the implementation of QCTO SLA in relation to all QA functions for legacy and occupational qualifications. 13.3. Schedule of EISA and coordinate marking, moderation, and submission of results to QCTO for certification. 13.4. Facilitate the registration learnerships for legacy and occupational qualifications. 13.5. Support SDPs implementing occupational qualifications. 14. Management Responsibility 14.2. Manage, monitor and check on performance assessments and review implementation. 14.3. Manage self and staff time, attendance and leave according to the Leave Policy. 14.4. Manage, monitor and check on personal development plans submission, approval and implementation. 14.5. Ensure Job profiles are updated and signed annually. 14.6. Coach and mentor subordinates and interns, where required. 14.1. Identify and agree on team and individual goals (Signed Performance Agreements).
MINIMUM REQUIREMENTS 2.1 Experience and Qualification • M + 3 qualification in ETD, HRM, HRD or relevant tertiary qualification. • Assessor and Moderator competence (Statement of Results). • Minimum of at least 5 years’ relevant working experience in Training, Education and development environment with regards to quality assurance matters including accreditation, assessments, moderation and related aspects. • Experience in Quality Management Systems. • Experience in SETA or Transport Sector preferable • Experience in Monitoring, Moderation, Evaluation and Auditing of learning programmes. • Working experience in learning programmes development and management. • Qualification in Quality Management Systems will be an added advantage. • Have at least code 8 Drivers license. • Willingness to travel and work overtime. 2.2 Knowledge and Skills 2.2.1 Knowledge • Knowledge of standard office procedures. • Working independently and in a team. • Knowledge and in depth understanding of the SETAs. • Demonstrate understanding of relevant legislation, applicable regulations, government plans/ strategies and quality assurance policies – National Skills Development Policies and strategies, Skills Development Act, Skills Development Levies Act, Public Finance Management Act, Protection of Personal Information Act; Workplace-based agreement regulations, National Skills Development Plan, National Qualification Framework, South African Qualifications Authority as well as Quality Council for Trades and Occupations Policies. 2.2.2 Skills • Analytical, problem solving and critical thinking skills. • Consultation and facilitating skills. • Planning, monitoring and reporting skills. • Presentation, communication and writing and administrative Skills. • Project Management skills. • Effective cross functional communicator with planning and organisational skills. • Able to organise own work priorities without constant supervision. • Computer skills including MS Word, MS Excel, MS Outlook, MS Power Point.
