3. Administration of the Selection of Vendors and Service Providers 3.1 Ensure all utilised service providers are registered with the Central Supplier Database; 3.2 Ensure that appointed service providers are tax compliant. 4. Contract Management support 4.1 Assist with contract management and service providers’ performance; 4.2 Assist in the drafting of Supplier/Service Provider contracts. 5. Request for Quotations for goods and services 5.1 Administer the process of quotations, evaluation and selection of suppliers; 5.2 Capture all quotations received in the RFP System; 5.3 Perform supplier selection process. 6. Purchase Order Management 6.1 Follow up with the service providers to confirm receipt of the PO and possible delivery date; 6.2 Ensure Purchase Orders are captured in the RFP System for all tender awards. 7. Goods Received Voucher Management (Transit) 7.1 Receiving ordered goods (by verifying price quoted, quantity, quality, packaging, etc.); 7.2 Ensure that stock and grocery are reasonably stored; 7.3 Invoice Capture; 7.4 Submission of Invoices to Finance for payment. 8. Inventory Management 8.1 Manage stock levels for Grocery and Stationery; 8.2 Issue stock per requisition forms to end users; 8.3 Stock reconciliation; 8.4 Handle discrepancies and disposal. 9. Disposal Management 9.1 Assist with the appointment of disposal committee; 9.2 Assist with the convening of the disposal committee sittings and record keeping.
2. MINIMUM REQUIREMENTS 2.1 Experience and qualification M3+ Qualification in Logistics/Supply Chain Management or equivalent tertiary qualification; A minimum of 3 years’ experience in public sector supply chain management environment (preferable under the Public Finance Management Act environment); Willingness to work overtime. 2.2 Knowledge and Skills 2.2.1 Knowledge and understanding of: Relevant and applicable SCM best practices as incorporated into the SCM field and legislation; Extensive business process design and implementation experience inclusive of workflow aspects; Demonstrable experience of balancing urgent business needs with legislation and internal controls; Work experience in the public sector in all aspects of supply chain management; Comprehensive understanding of internal control in an SCM context; Strong, influential leadership and supervisory skills including providing advice on supply chain management related matters; Project management: demonstrate track record of delivering projects on time, within budget, up to an agreed standard whilst nurturing and fostering excellent relationships; The following legislations: PFMA, Treasury Regulations and Guidelines, National Treasury’s Practice/Instruction Notes, PPPFA, BBBEE, BCEA and other relevant legislation. 2.2.2 Skills Computer skills including MS Word, MS Excel, MS Outlook, MS Power Point and typing skills; Analytical, problem solving and critical thinking skills; Good communication skills (both written and verbal); Consultation and negotiation skills; Planning, monitoring, project management skills; Sound judgment and ability to maintain confidentiality; Effective stakeholder management.
