Setting up and establishment of baselines: a) Propose any amendments that might be required on the regional Masterplan through high-level value engineering exercises. b) Identify all the key stakeholders that would be critical for the successful implementation of the regional portfolio, and clarify their roles and their requirements; 2. Planning Processes for the Overall Development: a) Develop an integrated regional portfolio Implementation Strategy and Implementation Plan for the overall development, in line with Project Management best practices; b) Develop the Programme Management Plan with all the Subsidiary Plans, per the Programme Management Best Practice; c) Set up the Programme Management Structures for the requisite reviews and approvals within their defined mandates and delegated authorities; d) Facilitate establishment of a Programme Management Office for the regional portfolio, defining the Project Management Methodology to be applied, processes, platforms and requisite systems; e) Identify work-packages, define functional requirements and performance standards for each of them; f) Develop high-level Sequencing, Phasing and Interface Management Strategy, with defined protocols and processes; 3. Securing of Resources: a) Finalization and approval of the Organogram for the portfolio; b) Develop Resource Plan in line with the approved regional portfolio Organogram and the Role/Job Descriptions for the Programme Directors, as direct reports; c) Set Financial Management Framework for the regional portfolio in line with Transnet Group Finance Budget Guidelines and secure the requisite Programme Budget; d) Facilitate mobilisation of key Human Resources and relevant tools of trade for the regional portfolio development programme; 4. Statutory requirements applicable in the Public Sector are adhered to, especially on procurement-related matters. iii. Development and implementation of an Inclusive Socio-economic Development Strategy for the regional portfolio, and ensure realisation of its objectives, specifically as it pertains to inclusion of previously marginalised groups. f) Ensure that best value for money technical solutions that are fit-for-purpose are pursued. g) Ensure implementation of best practice Document Management Systems. h) Ensure that Commissioning of all the works/deliverables takes place as part of the Validation and Quality Control Processes. 5. Hand-over Processes: a) Develop and implement the Hand-over Protocols and change management processes of completed Work-packages / deliverables to Operations and ensure effective implementation thereof. Qualifications & Experience: As a minimum, a post matric tertiary degree from a duly recognised institution in any of the Professions in the Built Environment. • Registered Professional with a recognised and relevant Professional Body is a prerequisite. • Masters Degree in Project/Programme Management AND/OR Certified Project/Programme Manager from a reputable institution or professional body. • Post graduate qualifications in Business Management or Masters in Business Administration (MBA) qualifications, or similar, would be an added advantage. • A person of integrity, very sound ethics and credible orientation is required.
