RESPONSIBILITIES: The successful candidate will be responsible to lead, direct and manage staff within the Corporate Services Department so that they are able to meet their departmental and Organizational objectives. The incumbent will be responsible and accountable for the following: Development, Implementation and Management of Strategic Goals, Policies, Procedures and Plans for his/her Department and advice thereon, Provide Administrative Support and Records Management Services, including Secretarial/ Committee Services; Co-ordinating Legal Advisory Services; Compiling and Updating Delegated P6vers and Policy matters related thereto; Overseeing all facets of Human Resources Management. Efficiently manage and control the Budget for the Department; Prepare and submit required reports to the Municipal Manager and relevant Political structures; Develop and implement the Department's Service Delivery and Budget Implementation Plan (SDBIP); Perform any other related functions as requested by the Municipal Manager. DIRECTOR: COMMUNITY SERVICES This Position is a five (05) years term contract which is based in Lydenburg Head Office. The incumbent will be subjected to signing an Employment Contract, a Performance Agreement, Disclosure of Financial interest and undergo Security Vetting. TOTAL REMUNERATION PACKAGE: As per Government Gazette No 42023 of 08 November 2018 on the Determination of Upper Limits of Total Remuneration Package payable to Municipal Managers and Managers directly accountable to Municipal Managers. R932, 548 (minimum); R1, 078,089 (midpoint) and R1, 223,632 (maximum). REQUIREMENTS: Bachelor Degree in Social Sciences/Public Administration/Law or equivalent. Five (5) years' experience at middle management level and must have proven successful institutional transformation within public or private sector, a post-graduate degree in a related field or registration with the South African Council for Social Services Professions (SACSSP) or similar recognized relevant body will also be an added advantage. POSITION: MANAGER INTERNAL AUDIT AREA: LYDENBURG X1 LEVEL: 1 SALARY: R529 699.56 DURATION: PERMANENT REQUIREMENTS: Grade 12. B/Degree / National Diploma in Internal Auditing / Accounting / Equivalent. Registration with the Institution of Auditors as a certified Internal Auditor (CIA), will be an added advantage. The incumbent will be expected to have sound knowledge of computer packages (Ms Word, Excel, PowerPoint etc.) Good interpersonal relations, presentation, communication and organizational skills. Minimum three (03) to five (05) years' experience in Internal Audit management environment. Code B Driver's License. KEY PERFORMANCE AREAS: Manage and guide audit staff. Manage the monitoring and investigative Audit Procedures and any decision or action necessary to facilitate such process guided by policy or guidelines issued by Audit Committee. Coordinating specific processes to support formulation or rolling 3-year strategic. Audit Plan. Development of an effective and professional relationship with Audit Committee. Provide secretarial function to Audit Committee. Monitoring compliance and conducting investigations to determine extent of variation or non-conformance to statutory requirements, policies and procedures. Advice departmental and unit managers on designing and implementing cost effective control systems. Audit standards and expectations of Audit Committee and Management. Inform and advise management of best practice regarding fraud prevention and risk management. Ensure that administrative support functions of Audit Committee are effective and efficient. Ensure procedure, systems and controls are capable of minimizing and / or eliminating incidence of judgemental and application errors or non-conforming actions. Ensure a consistent and valid method is used in determination process and findings are professionally formulated to facilitate interpretation. CORPORATE SERVICES POSITION: ASSISTANT LEGAL MANAGER AREA: LYDENBURG LEVEL: 02 SALARY: R 464 193.42; R466 381.58; R487 819.95 DURATION: PERMANENT REQUIREMENTS: Grade 12. LLB Degree or equivalent Legal qualification. At least three (03) to five (05) years of legal experience in the field of law (either in private or municipal legal environment). Must be admitted as an Attorney/Advocate, Masters in Law would be an added advantage. Legal experience which includes experience in Municipal Legal Environment; preferably in Management position, Litigation, Public or Local Government Law, Preparation of contracts, Contracts Management Administrative Law. KEY PERFORMANCE AREAS: Comment on reports and recommendations to Council. Drafting, amendment and/ or repeal of Council By-Laws, drafting, editing and perusing of contracts and other legal documents of Council and ensure compliance with legislation, attend Council and Committee meetings and give legal advice or obtain input on matter for further processing to ensure that Council takes well informed and valid decisions. Consider research and comments on matter with legal impact. Give legal written or verbal advice and support to Council, Speaker, Executive Mayor, Portfolio chairpersons, Council Committees, Municipal Manager and other co-officials on all matters which may have legal implications. Constantly peruse Government and Provincial Gazettes for new or amended legislation and update the legal library. Liaise with public and other officials, attorneys and advocates on various legal issues. Receive and attend to all access to information in terms of PA and requests to reasons in terms of PAIA.
