STELLENBOSCH LOCAL MUNICIPALITY MANAGER: BUILDING DEVELOPMENT MANAGEMENT BUILDING DEVELOPMENT MANAGEMENT PLANNING AND ECONOMIC DEVELOPMENT The successful incumbent will report to the Senior Manager: Development Management
Duties: Managing the Building Development Management Section to ensure efficient service delivery and optimal output ● Responsible for the rendering of an efficient service by administering the relevant legislative processes and procedures required by the subject and prevailing laws, by-laws, plans, policies and guidelines ● Building institutional capacity in response to the changing legislative environment by ensuring a well-trained, innovative effective and empowered workforce and designing and managing appropriate institutional arrangements focusing on building control management and efficient customer services ● Ensuring compliance to and alignment with all relevant legislation, plans, policies, guidelines and requirements ● Responsible for the preparation and quality control of reports referred to Management and Council ● Making informed decisions in terms of any approved delegations regarding Building Development Management matters ● Advising Management regarding all Building Development Management matters ● Ensure seamless integration of the Building Development Management functions with that of Land Use Planning, Spatial Planning, Heritage and Environmental Management ● Providing strategic leadership to the Building Development Management Section ● Responsible for the preparation of capital and operating budgets and control of expenditure in terms of the MFMA ● Undertake performance evaluations of personnel through regular review of individual KPA’s and KPI’s and implement quality control ● Responsible for the development of any needed by-laws, policies and guidelines to regulate and manage the Building Development Management functionality ● Risk management of the Building Development Management Section ● Identify, analyses and develop new systems to deliver services that contributes to the improvement of organizational processes in order to improve service delivery and in order to create a department renowned for good practice and excellence ● Implement, monitor, measure and ensure compliance to council decisions, by-laws and regulations and rectify contraventions ● Ensuring that the Building Development Management stay abreast with the latest building development philosophies and trends by undertaking research and attending conferences and workshops on behalf of the section● general office and human resource management.
