CHIEF CONVENTION BUREAU OFFICER 5 YEAR FIXED TERM CONTRACT A role exists for a Chief Convention Bureau Officer. The successful incumbent will be Key advocate for the brand: South Africa (as a business events destination); to develop business-relating, and events strategies to create and drive business related travel/tourism opportunities locally and abroad, and maximise the brand (SA) execution in support of the strategies. Key Outputs: Strategy development Develop the sales, bidding and event strategy and plans to determine which approach will be used to go to market against KPI and performance targets to be met; Stay up to date on new and changing marketing and advertising mediums and platforms, and co-develop strategies for activating the SA Business Tourism offerings using these platforms in the various markets; Develop and annually review the relevance, and applicability of the bidding and sales approaches and strategies to manage and measure execution performance. Business Development & Sales Oversee and manage all business development initiatives as part of the business tourism strategy and execution plans; Develop the sales strategy and oversee the response to various bids and opportunities; Develop and oversee the end-to-end bidding process, and identify opportunities for improvement according to market trends and needs; Oversee and manage the development and follow-through of leads locally and in-country; Report on sales performance stats against sales targets. Meetings, Incentives, Events, and Exhibitions Execution Management Oversee the execution of all business-related PR activities and on-site services; Ensure that activities are delivered within the strategic mandate; Oversee the development of all leads and plans within the MICE space, which will be used to drive the planning and execution of all Indaba and related platforms and events; Develop the plans to drive delegate boosting and oversee the management of collateral; Understand and leverage consumer and execution team passion points, needs, and performance drivers across the various markets and channels; Manage and monitor the strategy, sales, and the bidding budget against set targets; Conduct post-campaign reviews of all activities and events to identify lessons learned, and facilitate alignment and continuous improvement of these business tourism-related programmes/initiatives in-country. Strategy Execution Monitoring and Reporting Ensure that all events within the business unit are managed within the Project Management principles and framework guidelines; Account and evaluate for all events, project budget, and reporting against financial plans and targets; Drive and oversee the coordination and support of the execution teams for all business related events and activities on and off-site. Qualifications and Experience A three-year Commerce (major in Marketing/Tourism/Economics would be preferred); Excellent understanding of marketing principles, especially business events; A postgraduate qualification in business management and previous project management experience would be an advantage; 8-10 years’ work experience in Marketing and Advertising and communications field, or a similar environment, of which 5 should be in management. Key Outputs: Strategy Planning and Execution • Provide advice and guidance into the financial aspects of SA Tourism’s strategic plan and Annual Performance Plan (APP) and ensure translation into the finance business unit’s annual strategic and operational plan; • Oversee and manage the development and implementation of business unit operational plans for SAT from a financial perspective (e.g. Strategic Financial, Annual Performance, Operational, and Procurement Plans); • Ensure SA Tourism’s strategic plans are consistent with relevant legislation and frameworks (e.g. the MTEF, PFMA, Treasury Regulations); • Support the CEO and other business unit heads in the execution of their functions in terms of the PFMA and National Treasury Regulations etc; • Compile delegations of authority in respect of financial, administration and procurement matters of SA Tourism; • Measure and monitor achievement of strategic objectives of the Business Unit and take corrective actions where required; • Build organisation wide commercial competence to effectively manage the organisational budget and resources. Financial Management • Oversee, manage and report on the execution of all duties implicit and implied in the PFMA and National Treasury regulations as they relate to financial management and administration; • Experience in having turned around companies or organizations with adverse audit report history; • Track record in leading a public entity towards consecutive unqualified external audit reports; • Provide oversight and management of capital expenditure policies and procedures; • Establish and maintain the financial management and administration system and ensure strict control measures are in place to mitigate risks; • Oversee and manage Payroll processing function. Financial reporting and budgeting • Oversee SA Tourism’s budget allocations, the process and related financial activities; • Ensure measurable outputs are specified in SA Tourism’s organisational budget; • Ensure sound budgetary control and expenditure management practice across the business; • Oversee the allocation of funds in alignment to SA Tourism strategic direction; • Manage the business forecasting and expenditures for the financial year; • Provide guidance and advice around MIF strategy implementation; • Develop and oversee the execution plans to establish procedures facilitating effective performance monitoring, evaluation and corrective action in respect of financial services; • Lead annual, quarterly, monthly and ad-hoc financial reporting processes (both internal management reporting and external reporting). Supply chain and asset management • Oversee, manage and report on the execution of all duties implicit and implied in the PFMA and National Treasury regulations as they relate to supply chain management, asset management and logistical administration services; • Establish and maintain the procurement system and ensure strict control measures are in place to mitigate risks; • Maintain South African Tourism’s asset register; • Oversee, manage and report on all service provider performance against contract/SLA agreements across the business units. Qualifications and Experience B. LOGISTICS MANAGEMENT OFFICER X2 Fixed Term Contract (06 months) An exciting opportunity exists at our Head Office in Sandton, to join our Finance business unit as Logistics Management Officer reporting to the Supply Chain Management (SCM) Compliance Manager. Purpose of the Role Responsible for maintaining reconciliations for debtors’ books and travel lodge cards held by the TMC’s and follow up on long outstanding invoices or queries Key Performance Areas: Manage operations to achieve planned outcomes Ensure that Supply Chain Management procedures are followed in Logistical Services Orders on an ongoing basis. Ensure that all logistics management documentation adheres to provisioning rules and regulations on a permanent basis. Assess existing logistics operations systems and advise on corrective measures to be undertaken. Ensure the implementation, monitoring, and evaluation of new initiatives and procedures related to logistics. Ensure timely processing of delivery services invoices. Review monthly statistics. Provide technical and operational support and advice on the application of logistics management best practices, systems, and procedures Check the accuracy and compliance of invoices and supporting documents submitted for processing Coordinate procurement of travel across the business. Maintain debtors’ books and travel lodge cards held by TMCs to ensure payment of invoices are within agreed payment terms. Device and implement efficiencies to improve booking behaviours to maximise cost efficiencies Ensure SAT contracts with reputable Travel Management Companies TMCs) to deliver on all travel requirements including corporate travel and hosting of foreign trade and media (hosted buyers) Maintain reconciliations for debtors’ books and travel lodge cards held by the TMC’s and follow up on long outstanding invoices Stakeholder Engagement and Communication To build and maintain good relationships with external stakeholders in order to ensure the organisation’s interests are adequately represented regarding inter-agency logistics activities. Deal with suppliers on a daily basis. Engage with the Supply Chain Management Compliance Lead and other business unit heads to provide logistics advisory support. Establish and maintain relationships with key stakeholders to promote the South African brand through collaboration and partnerships with business heads, trade and broader industry/sector players, and the world. Qualifications and Experience: A Tertiary Qualification: Diploma in Logistics / Travel /Finance Management or equivalent. Minimum 2 years’ experience in Logistic/Finance/ Travel Management Knowledge and Understanding of: Knowledge and understanding of Government procurement regulations, PFMA, Treasury Regulations and other relevant legislation Ability to implement and follow governance and compliance procedures Knowledge and understanding of procurement processes and reporting requirements ERP System: ORACLE Skills and Competency Requirements: Ability to plan, prioritise and time manage activities. Superior verbal and written communication skills. Fluency in English, additional languages an advantage.
