Internal /External Advertisement DIVISION: Strategy and Business Enablement DEPARTMENT: Security Services VACANCY: Vetting Officer SALARY BAND: Hay Level: 15 POST STATUS: Permanent Position REF NO: IVESTIGOFF02V2 Job profile: To conduct vetting field work investigations in line with the prescripts of Necsa and relevant legislation to ensure Necsa’s classified information is secured, no unauthorised access is gained to both Necsa’s restricted installations as well as important Nuclear material/products; which may lead to negative national and international repercussions. Key Performance Areas Principal Accountabilities 1. Conducting vetting fieldwork investigations to determine security competence of Necsa employees or prospective employees. •Gather relevant information (i.e Credit history checks, criminal background checks, and personal interviews with past and current associates, recruit and interview references and subjects) •Evaluate, analyse and provide recommendations based on information collected and escalate red flags •Compile and submit reports to management and SSA on all vetting files and reports completed on a regular basis. •Complete number of files as agreed upon 2. Conducting personnel suitability checks & screenings to verify the reliability of persons who have access to the Necsa site as well as classified information. •Prompt reaction to Personnel Suitability Checks & screening •Compile and finalise reports that are accurate •Provide accurate and objective feedback to Manager Vetting & Investigations •Evaluate, analyse and verify the authenticity of information obtained during investigation •Screening of personnel of high security risk and assist with the personnel suitability for appointment •Conduct a security clearance assessment and make a recommendation on an individual's suitability to hold a security clearance. 3. Provide inputs for the development & implementation of policies, guidelines, norms & standards in vetting investigations to ensure compliance to the State Security Agency and other relevant legislation. •Analyse, research and evaluate all vetting related information. •Assist in the development, implementation and maintenance of vetting operating procedures. •Provide advice and guidance on the interpretation and application of legislation, policies and procedures •Comply to standard operating procedures in line with vetting processes and procedures, •Keep abreast of developments pertaining to policies, procedures that impact vetting field work 4. Maintain effective communication channels & systems with internal and external stakeholders to keep abreast with current developments in vetting. •Liaise regularly with various stakeholders, internal & external for advice, assistance and to obtain additional information on vetting related matters. •Establish and promote relationships with external stakeholders to access information. •Liaison with relevant sources and stakeholders and establish contact network •Comply with communication protocols developed for the Necsa Group and its subsidiaries and associated companies 5. Perform general administrative duties to ensure the consistent flow of applicable vetting and screening processes. •Develop and drive vetting & screening awareness campaigns to ensure consistency and understanding relative to the processes •Compile vetting investigation action plan •Recruit and interview references and subjects •Plan vetting investigation activities, coordinate the necessary documents needed for investigations Knowledge and Skills

It is situated in the Northern Cape about 100km South of Springbok and is currently managed and operated by Nuclear Liabilities Management department (NLM) of Necsa. The National Radioactive Waste Disposal Institute (NRWDI) is in the process of obtaining a nuclear installation license for Vaalputs and, once this has been accomplished, the incumbent will be reporting within the NRWDI structures Job profile: To take responsibility for creating a secure environment for employees, vendors and company visitors according to all statutory prescriptions, policies and security requirements for strategic NECSA/ Vaalputs buildings. Qualifications and Experience: General • Valid driver’s licence: code B or higher. • Meets vetting requirements for post. • SAPS firearm competency for all NKP specified types. Academic • Grade 12 with English at least first or first additional language or relevant. • Mathematics or mathematics literacy will be an added advantage. Professional • NKP certificate of competency (national certificate general security practices SAQA 58577 NQF 3 with NKP and applicable specialisation part qualifications). Minimum experience required • At least 5 years’ experience in the Security environment.
