PROJECT MANAGER: GENERAL PROJECT MANAGEMENT Programme: Programme 4 Division: Energy Secretariat Location: SANDTON Period: Fixed Term Contract - 1 year Background of SANEDI and the Energy Secretariat Programme The South African National Energy Development Institute (SANEDI) was established in 2011 under the National Energy Act, 2008 (Act No. 34 of 2008) (NEA). The Act provides for SANEDI to direct, promote energy research, and technology innovation as well as undertake measures to promote energy efficiency throughout the economy. The Energy Secretariat is responsible for supporting the successful implementation of the four energy Research Development and Innovation (RDI) flagship programmes, namely the: • Coal CO2-X RDI flagship programme; • Energy storage RDI flagship programme; • Hydrogen South Africa (HySA) programme; and • Renewable Energy Hub and Spokes Programme. SANEDI, through the Energy Secretariat acts as the Programme Manager for the RDI Flagship Programmes on behalf of the Department of Science and Innovation (DSI). 1. About the position The mandate of the position is to assist the Head: Energy Secretariat to manage the implementation of the various alternative energy research, development, and innovation (DSI) initiatives on behalf of the Department of Science and Innovation (DSI), including the implementation of the Hydrogen South Africa Programme, the. Qualifications and experience Qualifications: • Minimum 4 year B-tech or bachelor’s degree in science or engineering 3. Experience: Minimum of five years in Project Management or engineering-related working experience in the energy sector. 4. Job Knowledge • Knowledge of the DSI flagship programmes. • Knowledge of research, development and innovation activities in the energy sector. • Knowledge of Government science, technology and innovation (STI) systems, in particular the National System of Innovation. • Knowledge of the 2019 White Paper on STI • Good understanding of the corporate governance systems, policy and strategy analysis development and implementation. • Knowledge of the relevant policies and legislations, such as the Intellectual Property Rights from Publicly Financed Research and Development Act, National Development Plan and the Public Finance Management Act. • In-depth understanding of the South African energy system; and global energy system; and • Well-developed understanding and knowledge about hydrogen and fuel cell technologies and renewable energy technologies. 5. Responsibilities of the role 7.1 Project Management and co-ordination of the Energy RDI Flagship Programmes • Manage all DSI deployments and projects in various sites • Identify opportunities for technology localization and demonstration • Facilitate technology demonstration projects through facilitating partnerships between industry partners and academics/researchers working on the DSI programmes. • Engagement of various stakeholders as and when required. • Support the Head of the DSI Energy Secretariat in management and coordination of various DSI projects and programmes. 7.2 Management and coordination of the energy RDI deployments Tracking and monitoring of the implementation of project plans for the deployments • Updated project plans Platinum Valley, the Hydrogen Society Roadmap (HSRM) and the Energy Research and Development Strategy. • Ongoing engagements with the Project Manager and the relevant key stakeholders Progress reports provided on a weekly basis • Required inputs provided • Implementation of the Call for Proposals for RDI deployments • Terms of Reference drafted and advertised • Call for Proposals implemented • Ensure contracts for the implementing agencies are in place and updated accordingly 7.3 Management and coordination of the Platinum Valley • Facilitate ongoing engagements with the Hydrogen Valley Consortium and implement DSI-related agreed actions emanating from these engagements • Presentations conducted • Required inputs to Memoranda of Understanding, Memoranda of Agreement, Non-Disclosure Agreements provided • Facilitate ongoing engagements with industry, civil society, other government departments, etc • Minutes of meetings drafted • Synthesis of relevant documents and required inputs provided (i.e. Memoranda of Understanding, Memoranda of Agreement, Non-Disclosure Agreements, Policy Briefs, Policy documents and Strategy documents) • Facilitate DSI-led planned HCoordinate the process of Identifying and exploitation of RDI opportunities in Platinum Valley/Hydrogen Valley • he DSI’s position/role in the Platinum Valley/Hydrogen Valley • Facilitate prioritisation of RDI opportunities and recommend for support by the DSI • Synthesis of relevant policy and strategic documents and required inputs provided • Implementation of Platinum Valley/Hydrogen Valley-related as well as other DSI programmes Call for Proposals. 8. Responsibilities of the role Establishment and management of partnerships and collaborations in the Energy RDI Flagship Programmes: • Initiate and manage collaborations and partnerships amongst researchers working in the DSI flagship programmes. • Follow up on international missions aligned to the DSI flagship programmes after engagements (workshops, conferences, meetings) • Link national and international researchers to respond to calls for proposals • Putting together and maintaining a database of strategic partners within the national system of innovation in South Africa and internationally. • Participate in national and international events to identify collaboration opportunities. • Engage the entities within the National System of Innovation to familiarize the work that the Energy Secretariat is doing. Contracting and contracts management: • Initiate and draft contracts between centres of excellence and SANEDI for implementation of the DSI RDI Flagship programmes. • Initiate and draft contracts addendums as and when required. • Contracts management including ensuring that reports are aligned to the contract deliverables before invoices are paid. • Follow up with SANEDI COSEC and Legal on draft contracts • Initiate the process for signing of the draft contracts once they are concluded, including loading of the contracts on docusign with associated relevant documents for the attention of the Head of the Energy Secretariat and the CEO. PROJECT MANAGER Programme: Programme 2 Division: Smart Grids Sub-Programme Location: SANDTON Period: Fixed Term Contract - 2 year Background of SANEDI and the Smart Grids Sub-Programme: The South African National Energy Development Institute (SANEDI) was established in 2011 under the National Energy Act, 2008 (Act No. 34 of 2008) (NEA). The Act provides for SANEDI to direct, promote energy research, and technology innovation as well as undertake measures to promote energy efficiency throughout the economy. The Smart Grids division is a sub-programme within SANEDI’s Applied Energy Research & Development programme (Programme 2). This sub-programme is tasked with assessing and demonstrating the benefits of deploying intelligent electricity system infrastructure within the distribution network as an enabler for municipal sustainability. In addition, contribute towards sustainable energy solutions, providing thought leadership in the space of smart grids and building energy expertise and competence across the industry. About the position: The smart grids division requires a project engineer with electricity distribution network experience to support pilot projects within municipal distribution networks, in addition to general applied energy research and development knowledge to support smart grids development in South Africa. This individual must be ready to lead and coordinate operations of project and research activities within the division in addition to other responsibilities as required. Project management coordination will be pursued through the undertaking of appropriate actions, systems thinking in the formulation, implementation and evaluation of any undertaken. Performance reporting and quality assurance is key to the successful delivery of projects within this strategic area. This position requires an individual able to engage with executive management, senior officials from public entities, industry stakeholders on day-to-day basis. The project manager will report to a General Manager and senior project manager, receiving strategic and technical guidance in fulfilling the requirements of the role. Qualifications and experience: Bachelors of Science (Hons) Electrical Engineering / Mechatronics / information technology engineering Minimum 3 years’ experience in electricity distribution networks Knowledge of the electricity distribution industry ICT and systems engineering knowledge Knowledge in Project Management (PMI) Knowledge of the Smart Grids Knowledge of electrical South African engineering standards, good practices, policy and regulations. Registered with the Engineering Council of South Africa (ECSA) in any of the professional categories is an added advantage except Professional Technician. Job Requirements: Have an extensive understanding of smart grid technologies, and advanced metering infrastructure deployment. Experience working with municipalities and understanding of municipal energy environment (Electricity infrastructure, systems and processes). Engineering projects management and project finance experience. Have an understanding of back-office management systems and metering, communications and control protocols technologies. Have strong computer skills, using appropriate electrical modelling software applications, mastery of all applications of the MS Office Suite package. High level of problem solving and analytical skills Strong leadership, managerial and coordination skills, with a demonstrated ability to effectively coordinate the implementation of large multi-stakeholder projects, including financial and technical aspects. Ability to coordinate and supervise multiple Project Implementation teams in their implementation of technical activities in partnership with a variety of stakeholder groups, including local community and government. Responsibilities of the role: The project manager will lead, coordinate and manage electrical, engineering and technology project related activities, including all administrative requirements. The project manager shall be responsible for the overall coordination and delivery of all aspects of the projects he/she is assigned to. Responsible for the delivery of all managerial, technical and financial reports from and on behalf of the assigned projects in the required format. Plan the activities of the projects and monitor progress against the approved annual workplan, and multi-year workplan as per the scope of work.
