THE ENERGY EFFICIENCY PROJECT SUPPORT UNIT (EEPSU) COORDINATOR Programme: Programme 3 Division: Energy Efficiency Location: SANDTON Period: Fixed Term Contract - 2 years 10 months 1. Background of Programme South Africa’s Greenhouse Gas (GHG) emissions are high, in both absolute and per capita terms and this is mainly due to a primarily coal-based electricity supply industry, combined with a prevalent inefficient use of energy across many sectors. Moreover, the country is experiencing electricity supply shortages and has a high unemployment rate. Public infrastructure, such as buildings, public lighting and water/ waste-water treatment plants, owned by and/or managed by municipalities, provinces, national government and State-Owned Entities (SOEs), contribute to the country’s GHG emissions. Despite potential financial savings, and energy and emission reductions that could be achieved through the implementation of demand-side energy efficiency interventions, uptake and implementation to date has been limited. This is due to a range of factors including capacity and resource constraints, data shortages, government procurement complexities, and access to finance. To address these challenges and to fast track the large-scale roll out of energy efficiency across public institutions, the Department of Mineral Resources and Energy (DMRE), have developed the Energy Efficiency in Public Buildings and Infrastructure Programme (EEPBIP). The objective of the EEPBIP, which commenced in 2019, is to reduce GHG emissions in South Africa by catalysing an energy efficiency transformation within the public-sector environment. This will be achieved through the provision of appropriate technical and financial support, and a programmatic approach to identifying, developing, financing and implementing energy efficiency interventions in a consistent and replicable manner. Energy Efficiency projects developed through the EEPBIP will be implemented by Energy Service Companies (ESCOs) via an Energy Performance Contracting (EnPC) model with public sector entities. Through funding from the Mitigation Action Facility, combined with Technical Assistance from the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, the South African National Energy Development Institute (SANEDI) has been appointed to coordinate the Energy Efficiency Project Support Unit (EEPSU) for the EEPBIP. The role of the EEPSU will be to support public sector institutions in identifying and developing bankable energy efficiency projects that can be tendered to ESCOs under an EnPC model. 2. About the position The Energy Efficiency Project Support Unit (EEPSU) Coordinator will be responsible for the day-to-day operational activities of the EEPSU and providing specialist technical advice to public sector institutions in developing bankable energy efficiency projects, to be tendered to private sector Energy Service Companies (ESCOs) for financing and implementation. 3. Qualifications and minimum requirements • Minimum of a Bachelor’s degree in any of Engineering or related fields • Minimum 10 years’ experience in a senior project development role • Working knowledge of energy efficiency project development requirements, including experience with preparation of bankable feasibility studies • Working knowledge of key energy efficiency technologies in buildings, public lighting and waste-water treatment plants • Project management skills • Team leader skills • Advanced MS Excel skills 4. Responsibilities of the role 5.1 Manage the establishment and operation of the Energy Efficiency Project Support Unit (EEPSU), including day to day management and oversight on work- streams, budgets, and the project team. 5.2 Oversee the delivery of the technical assistance components of the Energy Efficiency in Public Buildings and Infrastructure Programme (EEPBIP) under the EEPSU to support public sector institutions identify, develop and implement large-scale energy efficiency projects under and EnPC model. 5.3 Provide guidance in the development and implementation energy efficiency regulations, policies, strategies and plans to reduce energy usage in the public sector and support investment in energy efficiency interventions. 5.4 Ensure effective monitoring of the implementation of EEPBIP and achievements of energy savings in the public sector in line with the programme framework. 5.5 Support the EEPBIP Project Management Team (DMRE and GIZ), SANEDI, and other key partners and stakeholders to ensure alignment of the EEPBIP with related existing and planned initiatives. 5.6 To support and conduct research activities as and when required on technical projects. 7. Purpose of the position The Energy Secretariat Programme requires a Senior Project Officer to drive the four (4) Flagship RD&I programme coordination, administration, and support components. The tasks of the incumbent will include the following: • Assist the head of the energy secretariat in developing and executing a commercialization strategy for the Intellectual Properties (IP) emanating from the Department of Science and Innovation’s Research, Development and Innovation programmes as well as IP emanating for the general South African National Energy Development Institute’s Research programmes. • Classify IP in terms of technology readiness levels and determine the best route towards commercialization (e.g., licensing, /spin off company etc). • Project manage all Research, Development and Innovation technology commercialization projects and report regularly on progress achieved as and when required. • Conduct commercial Pre-feasibility studies to establish the feasibility of technology/product or process for commercialization • Co-ordinate the process of bankable feasibility studies for large scale deployment of various technologies, both in-bound and locally developed IP. • Conduct market research and provide the necessary market information for locally developed IP, both publicly funded and private sector funded IP. • Conduct technology assessments for IP developed by both the private and public sector, which are presented to SANEDI and/or the DSI by inventors for assistance in taking the technologies forward. • Identify and advise on funding opportunities available for technology/product and process development, and innovation at national and international levels. • Assist with the development of business plans/funding proposal and/or start up support for SMMEs and other companies that will be taking the various IP to the markets. • Undertake market monitoring for various energy-related technologies and keeping a database of the latest technology costs.
