EMPLOYEE RELATIONS SPECIALIST Permanent Post The South African Medical Research Council is looking for a competent and proactive individual to support and enhance the skills of managers and other staff members within the organization in applying and utilizing Employee Relations (ER) policies, processes, and procedures in accordance with relevant labor legislation. The incumbent of this position will be responsible for directing and managing HR functional areas related to Employee Relations (ER) and Employee Wellness, ensuring that the SAMRC complies with labor and employment legislation and practices while maintaining effective and efficient business operations. Key Responsibilities Areas will include the following: • Compliance, HR Governance and Risk Management. • Co-ordinating development and review of HR policies. • Collective bargaining and Recognition Agreement. • Active stakeholder engagement. • Training of managers and employees on employee relations processes. • Advising HR Business Partners on corrective and progressive discipline. • Advising and co-ordinating Wage Negotiations. • Manage the Employee Wellness portfolio. Core Requirements: • Bachelors' degree in Human Resources, Employee Relations or related field • 8 – 10 years Employee Relations related experience • Solid working knowledge of the principles and practices of employee and labour relations • In-depth knowledge and application of local labour and employment law and regulations • Knowledge of CCMA and Labour Court processes • Demonstrable experience in developing and executing programs that measurably impact positive employee relations Added Advantage • Postgraduate degree in Labour / Employment Law / Postgraduate diploma in Employee Relations • Handling negotiations & consultations in unionized environment • Litigation skills Terms & Conditions: The SAMRC retains the right not to make an appointment. Office Manager: Office of the Executive Director Human Resources Permanent Post The Office of the Executive Director Human Resources plays and integral support function in enabling the organisation to fulfil and achieve its vision in ‘building a healthy nation through research’. To this end we require a dynamic, assertive, well-spoken and experienced person to function as an Office Manager to the Executive Director. Envisaged for appointment, is a dedicated, motivated person who can take initiative and function responsibly and effectively under pressure. Key Responsibilities Areas will include the following: • To oversee and ensure the efficient functioning of the Office of the Executive Director: Human Resources, including administrative, operational and governance support. • Manage the diary of the ED: HR, while liaising with and/or sensitizing the HR Executive regarding priority appointments. • To support the strategic projects of the ED:HR as implemented by the Organisational Development portfolio. • To oversee the communication and change management strategy for all HR-related initiatives. • Support HR role players and facilitate the continuous communication of HR deliverables. Payroll Manager Permanent Post The Payroll Manager optimally directs the Payroll Division in accordance with the South African Medical Research Council’s strategic objectives, policies, procedures, and legislative requirements. Overseeing the entire payroll operations, where all staff members are paid accurately and on time, as well as, ensuring that the organisation remains compliant with all Tax and Financial regulations. Supervising the payroll team to ensure accurate, on-time and compliant payroll. Strategically staying abreast of latest trends in the field of payroll in order to direct development of up to date payroll SOPs and systems. Direct the integrating Payroll systems with other key HR systems to reduce complexity, redundant data, and risk errors. Responsibilities: • Develop an integrated Payroll strategy that optimizes the benefits of integrating Payroll systems with human resource systems to provide one system employee record, making reporting easier and faster. • Oversee timeous processing of payroll changes (e.g. new hires, terminations, raises) and system upgrades. • Determine the payroll setup and infrastructure to support the business and employees. • Ensure that final payroll reports are accurate and processed before deadline. Reviewed reports are signed off, and monthly variances are explained and documented. • Review and approve MRC4 for all deduction reports for month end pay overs and third-party cheque, requisitions for Finance to process payments for e.g., PAYE, SDL, UIF, Pensions, Medical Aid Union fees etc. ensuring that the amount requested agree to the payroll reports and that differences are clearing identified and explained. • Oversee monthly updating and reconciling of SARS statement and payroll tax submission schedule to prepare for mid and year-end tax submission. • Liaise with auditors and oversee payroll audits. • Oversee Payroll related queries attended to by Payroll Specialist and relevant staff on SAMRC Payroll notifications informed. Core Requirements: • 3-year National Diploma or Degree in Financial Accounting or relevant field. • Strong strategic planning and budget management skills. • At least 10 years Payroll Experience in the management of Payroll Division. Advantageous • Postgraduate Qualification in related field. • Proficiency in Windows operating systems as well as Analysis and Reporting. • Proven ability to lead and support a team of Payroll Professionals. • Excellent communication and interpersonal abilities.
