PORTFOLIO ADMINISTRATOR LEVEL 2 Based in National Office (Pretoria) Ref: 23/11/02 Cluster: Finance and Supply Chain Management Remuneration package: A competitive salary package with benefits ROLE OVERVIEW Reporting to the Senior Manager: Financial Control and Strategic Support, this role will provide and maintain high-level professional administrative support in an administrative and office operational capacity to ensure and contribute to the overall success of the organization. THE CANDIDATE PROFILE ■Basic project administration ability; ■Innovative and team player; ■Results-driven individual; ■Strong analytical ability coupled with sound problem-solving skills; ■Uses the functional and technical knowledge and skills to perform routine clerical and administrative duties within policy and procedural requirements; ■Under supervision, performs work that is varied and that may be somewhat difficult in character, but usually involves limited responsibility; QUALIFICATIONS AND EXPERIENCE ■ 3 year tertiary qualification in Office Management /Finance/Auditing; ■ A Valid Code 08 drivers’ license (Travel could be required); ■ 3 years’ experience in Administrative/ Finance capacity at a similar level ■ Ability to maintain high-level of accuracy and confidentiality is essential; KEY PORTFOLIO AND PERFORMANCE FOCUS AREAS ■ Technical Ability: Handles all confidential information with the necessary sensitivity and responsibility. Independently applies functional or technical knowledge in order to perform higher level clerical, administrative and secretarial duties well within policy and procedural requirements. ■ Secretarial Services: With minimum supervision, schedule internal & external meetings with higher levels of complexity (diary management, professional communication with participants, booking venues & equipment; handle all relevant logistical arrangements) according to SALGA requirements and within budget. Drafts, prepares and edits responses to correspondence. This includes circulating various notices emanating from the Office of the Chief Officer and monitor adherence to relevant instructions therein. ■ Event Management: Independent coordination of small to medium-sized events adhering to all quality and budgetary requirements. With some supervision, coordinate some aspects of large (local and international) events/ conferences adhering to all quality and budgetary requirements. ■ Administrative Services: Ensure accuracy and completeness of administrative records and committee files and ensure a functional and user-friendly filing and record management system. Make recommendations to improve administrative and filing systems, processes and practices for increased effectiveness and efficiency; With minimal supervision, provide higher level confidential administrative services to compose and administer e-mails & correspondence, reports, memoranda and other materials (independent judgement as to content, accuracy and completeness); Monitoring of office supply stocks (e.g. paper, stationery, printer cartridges etc.); Perform regular stock taking exercises to ensure office supplies are readily available to employees. ■ Cluster Secretariat Services: Meeting coordination and scheduling; solicit inputs for agenda items for staff, management and other executive meetings, record and disseminate minutes of meetings within a set timeframe. ■ Shared Secretariat support: Provide shared secretariat, administrative and support services to various Portfolios within the Cluster (including tracking of compliance requirements such as performance reviews, gathering and uploading of evidence). ■ Research and Analysis: Within the research framework and criteria for municipal profiles perform desktop research in line with research agenda. SENIOR ADVISOR: ECONOMIC DEVELOPMENT & PLANNING Based Western Cape (Cape Town) Ref: 23/10/33 Cluster: Municipal Finance, Fiscal Policy & Revenue Enhancement Remuneration package: A competitive salary package with benefits ROLE OVERVIEW Reporting to the Provincial Director of Operations, the incumbent shall facilitate the implementation of key National, Local Economic Development and Planning related programmes/ projects/interventions; and ensure timeous completion of it, within budgets. Provide advice, support and build institutional capacity in municipalities to drive economic development and Planning at local levels. THE CANDIDATE PROFILE Knowledge of the SALGA business and sustainability requirements Sound understanding of policy and legislative frameworks in area of responsibility Understanding of expense management principles and regulations Understanding of project management principles Sector Knowledge and a sound understanding of the policy, legislative and regulatory frameworks governing the sector; and in particular those applying to the LG Sector and SALGA Staying abreast of new developments in the area or responsibility Working Knowledge of SALGA Mandate, value chain, business model; and core business objectives Working knowledge of the developments (globally and in South Africa) in the related professional disciplines reporting to the position Working Knowledge of the LG Sector and the relevance of SALGA in the space Regional and local economic planning QUALIFICATIONS AND EXPERIENCE Relevant Post-graduate qualification at Hons level (Development Planning, Town and Regional Planning or related discipline} Registered Professional Planner or eligible for registration as a Professional Planner with SACPLAN At least 6 years’ experience in Development Planning dealing with Spatial Planning, Land Use Management Integrated Development Planning and Economic Development, of which three years must be at managerial level. Thorough understanding of Municipal Planning in relation to Land Use Management, Spatial Planning and IDPs. Knowledge of the various tools and techniques used when implementing development planning initiatives and the linkages between Spatial Planning and Economic Development Business processes re-engineering in relation to Municipal Planning and its linkages to Economic Development Well-developed administrative and management capacity in a programme related environment. Own car and driver’s license KEY PORTFOLIO AND PERFORMANCE FOCUS AREAS Advocate Local Government positions on national development planning matters. Provide professional support to municipalities on matters dealing with IDPs, Spatial Planning, Land Use Management and Rural Development Represent the interests of local government on various forums where development planning matters that fall within the competencies of local government are discussed. Ensure that issues that impact on the developmental role of local government are correctly articulated when engaging with other spheres of government. Build partnerships with relevant stakeholders to ensure coordinated and sustainable support to municipalities. Identify and work with key partners in the execution of SALGA’s capacity building initiatives on development planning matters. Undertake and or manage research initiatives leading to the development of local government position on development planning matters. Undertake and or manage research on land development matters in order to assist the competitiveness of municipalities. Facilitate knowledge sharing between municipalities on development planning matters. Identify potential funders. Present detailed project proposals and plans to funders for consideration Manage project funding and suppliers. identify project risks - economic, stakeholder, political and social. Develop and maintain programme risk register and ensure that mitigation steps are applied. Assign values to risks in order to understand financial implications of risk. Highlight variances against programme budget. Ensure expenditure against target. Prediction of cash flow needs Ensures that detailed timesheets are kept to ensure control of all supplier payments Develop terms of reference for identified programmes Participate in procurement committees as required.
