DATA ANALYST Based in National Office (Pretoria) Ref: 22/08/03 Cluster: Municipal Capabilities and Governance Remuneration package: A competitive salary package with benefits ROLE OVERVIEW Reporting to the Specialist: Information Solutions, the incumbent will be required to distil reliable knowledge from information already generated through analysis, interpretation, synthesis, evaluation repackaging and dissemination of knowledge products to be utilised by SALGA and municipalities to inform and improve their decision-making processes. THE CANDIDATE PROFILE ▪ Excellent numerical, analytical and problem-solving skills ▪ Ability to create indicators to help assess change ▪ Capacity to use automated tools to extract data from primary and secondary sources ▪ Knowledge of data modelling, data cleansing, and data enrichment techniques ▪ Developing and maintaining databases, data systems – reorganizing data in a readable format ▪ The capacity to develop and document procedures and workflows ▪ The ability to carry out data quality control, validation, and linkages which makes it easy to understand and gain insights about the relationship between various data points ▪ Using statistical tools to identify, analyze, and interpret patterns and trends in complex data sets that could be helpful for the diagnosis and prediction ▪ The ability to produce clear graphical representations, data dashboards and data visualizations. ▪ Preparing reports for the management stating trends, patterns, and predictions using relevant data enabling them to take important decisions based on various facts and trends. ▪ Working with data scientists, engineers, and management heads to identify process improvement opportunities, propose system modifications, and devise data governance strategies. ▪ An understanding of data protection issues ▪ develop and support reporting processes ▪ Ability to communicate findings to a variety of stakeholders ▪ Ability to work individually and in a team setting ▪ Proven working experience in data analysis ▪ Valid Driver’s License. Work with data scientists, architects, engineers to efficiently build data analytics products Research and Benchmarking: Collects, categorises, and tracks relevant information required for specific tasks and projects; Perform support activities to benchmarking exercises under guidance from senior managers and specialists; Conduct research on issues related to municipal challenges within the sector/ professional discipline (Collect data, examine relevance and synthesize). Facilitate knowledge sharing / peer learning sessions/ presentations to SALGA staff and external stakeholders. May include providing inputs to content and packaging of information for the sessions. Programme Monitoring and Evaluation and Reporting: Drive the development of information systems/tool, compilation, and dissemination knowledge products. Engage stakeholders (SALGA Clusters) to determine, support and guide them on their information needs. Facilitate knowledge sharing / peer learning sessions/ presentations to SALGA staff and external stakeholders. May include providing inputs to content and packaging of information for the sessions. Stakeholder Management: Within the scope of area of accountability, the Data Analyst will build and maintain relevant stakeholder relationships/ partnerships in line with the area of responsibility. ADVISOR: COMMUNITY DEVELOPMENT Based in North West (Klerksdorp), Ref: 22/08/01 Remuneration package: A competitive salary package with benefits Reporting to the Senior Advisor: Inclusive Communities, the incumbent’s role and responsibility shall include the following: Key Performance Areas ■Provide advice, support and capacity to member municipalities on disaster management, community safety, migration and social cohesion, community facilities including sport and recreation, libraries, cemeteries, art & and culture as well as heritage and municipal health services ■Facilitate the establishment of related provincial and municipal intergovernmental relations structures for these including Municipal Disaster Management Advisory Fora, technical committees on municipal health ■Provide advice and support to municipalities regarding section 78 processes ■Assist municipalities with Disaster Management to develop municipal disaster management plans and integrate them into their IDPs ■Coordinate and engage sport and recreational activities to contribute to Human Development through municipal games ■Promote and facilitate inter-municipal relations and sharing of human resources between member municipalities through promotion of their participation in the Community Development Working Group and its related technical and Sub –Working Groups ■Conduct status quo reports on programme areas as part of support to municipalities ■Conduct annual capacity building audits and facilitate portfolio based capacity building for officials and councillors ■Coordinate the input of the Human Development Unit of the Community Development Working Group ■ Collecting and documenting best practice on human development issues ■Collating information to support national level SALGA with best practice and current approaches on human development ■Advocacy and lobbying with stakeholders at provincial level on human development issues ■Prepare and submit quarterly performance reports■ Manage the provision of general administrative functions and all other relevant support services within the Unit ■ Attend and ensure that the department’s interests are properly represented at all relevant meetings, working groups, committees, forums or departments. SENIOR ADVISOR: PERFORMANCE MANAGEMENT Based in National Office (Pretoria) Ref: 22/08/02 Cluster: Municipal Governance & Capabilities Remuneration package: A competitive salary package with benefits ROLE OVERVIEW Reporting to the Senior Manager: Municipal Performance Management supports the Senior Manager: Performance Management in providing support, assistance and advice to build and to enhance the capacities of municipalities with the development, implementation and institutionalisation of functional and effective performance management systems and practices; to ensure compliance with the legislative and regulatory environment governing performance management in the local government sector – aimed at driving high performance, good governance, ethical leadership and effective oversight and management for improved service delivery, accountability and consequences management.
