SOUTH AFRICAN LIBRARY FOR THE BLIND (SALB) The South African Library for the Blind is a Schedule 3A Public, an agency of the National Department of Sports, Arts and Culture, and is governed by the provisions of the South African Library for the Blind Act, 91 of 1998. Located in Makhanda (Grahamstown) in the Eastern Cape, the South African Library for the Blind (SALB) provides a national library and information service to blind and print-disabled readers in South Africa. It is a national institution with an international reputation. SALB invites applications from suitably qualified South African citizens for the following positions to commence on 1 September 2023 or earlier:
CHIEF FINANCIAL OFFICER (CFO) (5-Year Fixed-Term Contract) Requirements / Attributes: • A minimum of a relevant NQF 8 or higher-level degree in Accounting, Auditing, and or Business Management; • 10 years of working experience in a related field of which 5 years should be at the middle to senior management level in a similar environment; • Solid working knowledge and understanding of the PFMA, Treasury Regulations, IFRSs, GRAP, SCM, and related Acts and prescripts; • Extensive Auditing experience (Knowledge of the internal and external audit function) within the public sector; Strong management and strategic leadership capabilities; • Extensive working knowledge of the Pastel Accounting package and MS Office; • A valid and unendorsed Code B driver’s license. • The incumbent must be willing and able to relocate to Makhanda in the Eastern Cape to take up the position. Main Tasks (Not an exhaustive list): • Compile the annual budget and monitor the monthly cash and expenditure flow for the Library; • Compile the financial section of the Strategic Plan and Annual Report of SALB, as well as the quarterly financial reports to DSAC; • Head the risk committee of SALB and conduct regular risk assessments; • Attend meetings and liaise closely with the Audit Committee, Internal Auditors, External Auditors, DSAC Corporate Governance, National Treasury, etc.; • Prepare the Annual Financial Statements (AFS) for approval by the Board of SALB and submit same to DSAC and the Auditor General South Africa (AGSA) by the stipulated deadlines; Complete and submit the Annual Financial Template to National Treasury and DSAC; • Complete and submit in collaboration with the CEO the annual Estimated National Expenditure Template to National Treasury and DSAC; • Attend to the performance assessments of staff reporting directly to the CFO position; • Approve financial orders and payments of creditors; Remuneration: Total Cost to Employer of R1 064 772 per annum SENIOR MANAGER: INFORMATION & COMMUNICATIONS TECHNOLOGY (ICT) (5-Year Fixed-Term Contract) Requirements: • NQF Level 7 qualification in ICT/Computer Science or relevant qualification coupled with 8+ years’ work experience in an ICT role, of which 3+ years should be on a management level; • A senior qualification, CISM, COBIT, CISCO, and Project Management or other relevant certifications will be an added advantage. • A valid and unendorsed Code B driver’s license. Competencies: • Strong Management and leadership skills, with solid technical knowledge, web technology, ICT principles, and practices, as well as ICT Risk Management; • An excellent understanding of ICT Governance and practices within the Public Sector would be a distinct advantage. • A thorough working knowledge of network infrastructure and server environments, cloud-based hosting environments, and the security management thereof; website development and protocols; • Social media environment management, SQL databases, etc. Excellent English written and verbal communication, presentation, and report writing skills. Good interpersonal skills; • Ability to meet deadlines; conduct and direct research into ICT-related issues and products; and take initiative in the development and completion of projects; • In-depth knowledge of the current and up-and-coming trends in the IT field. Working knowledge, skills, and experience to develop goals and strategies to ensure the IT department runs smoothly and effectively; • Good knowledge of computer software and hardware is required; • Knowledge of management of Service Level Agreements; • Proven skills in project and financial management and managing staff resources. Remuneration Package: Total Cost to Employer of R 853 620,00 per annum ICT AND GENERAL SUPPORT TECHNICIAN (PERMANENT) Requirements: • National Diploma in Information and Communication Technology or equivalent relevant qualification with 3 years working experience in first line Desktop Support, Basic Networking & Electronics experience; or Grade 12 with an N+ and A+ qualification, coupled with at least 5 years relevant working experience in an ICT support role. • Advanced understanding of Microsoft Office, Windows platforms, and Web technology, and excellent knowledge of server and end-user products. • Strong working knowledge of hardware configurations, software installations, and the installation of LAN, security systems, and infrastructure. • Excellent knowledge of the Microsoft Office software family and Windows installations. • A valid and unendorsed Code B driver’s license. Attributes: • The candidate must possess strong ICT technical skills for troubleshooting and problem-solving. • He/she must be deadline driven with strong attention to detail. Excellent interpersonal skills with strong English verbal and written communication skills. • He/she must be able to learn new technologies and apply knowledge effectively; work well within a team and individually; effectively manage time; and maintain high levels of confidentiality.
