The South African Diamond and Precious Metals Regulator, established in terms of Section 3 of the Diamonds Amendment Act, 2005 (Act 29 of 2005), aims to regulate the industry to ensure that the diamond resources and precious metals of the Republic are exploited and developed in the interest of the people of South Africa, to promote equitable access to local beneficiation and ensure compliance with the Kimberly Process Certification Scheme. National Treasury rules and regulations. Knowledge and understanding of government planning and reporting. Diamond Act as amendment. Rules and Regulations pertaining to diamond and precious metals. Knowledge and understanding of the government macro-economic and social policies. Understanding the mandate of the Department of Mineral Resources and knowledge of government priorities. Duties: Manage and oversee functioning of operations within the Diamond Exchange and Export Centre (DEEC). Liaise with the General Manager: Diamond Trade on operation within the DEEC. Receive, investigate and resolve queries on the day to day running of the Diamond Exchange & Export Centre (DEEC). Implement, monitor and continuously improve the Standard operating procedure manual for the DEEC. Enforce full compliance with legislation and policies as well as Kimberley Process Certificate. Facilitate equitable access to precious minerals for improved beneficiation levels. Maintain a register of all exports and imports polished and unpolished diamonds and precious metals. Ensure that records of collection of diamonds export levies for SARS are accurate. Foster a client-centric department that is able to deliver efficient and effective service-promoting Batho Pele principles. Implementing and administer control system on all matters relating to the purchase, sale, beneficiation, import and export of diamonds. Supervise, appraise and facilitate training and development within the division. Monitor morale and motivate staff. Ensure that deadlines are met by the General Manager e.g. correspondence, meetings and reports. Advise the General Manager of what is urgent and provide feedback on all activities and actions for the specific. Requirements: Minimum requirements, Bachelors Honours Degree (NQF level 8) in Mining/Geology/Metallurgy/ Mineral Law or equivalent qualification with extensive experience in the mining and minerals sectors. Minimum of 5 years at senior management level. The candidate must be in possession of a valid driver’s license. Duties: To develop and implement strategies and policies; direct and oversee operations; • Coordinate and lead the team within the Programme: Regulatory Compliance (Licencing; Precious Metals and Diamond Inspectorates; and Transformation). Plan key deliverables and ensure implementation and delivery of Annual Performance Plan and targets for the Programme Regulatory Compliance • Ensure promotion of beneficiation & transformation in the diamond and precious metals industries • Ensure implementation of the SADPMR Beneficiation Strategy • Guide and advice personnel on implementation of the legislation, policies and procedures • Compile and manage budget, control and monitor expenditure • Manage and oversee the empowerment and facilitation of skills development initiatives for personnel to improve service delivery • Conduct regular performance appraisals for personnel • Report progress to the CEO and the Board of Directors regularly • Establish and maintain appropriate internal controls and reporting systems in order to meet performance expectations • Oversee the implementation of Diamond & Precious Metals Act, by ensuring licensing is undertaken in accordance with the law as well as enforcement thereof • Drive transformation in the Diamond & Precious Metals industries through the implementation of the BBSEEC (Mining Charter) • Ensure implementation of NEMA and compliance to the requirements thereof • Ensure effective transformation of diamonds and precious metals industries • Ensure compliance with legislative requirements • Ensure competitiveness, sustainable development and job creation in the diamond and precious metal industries • Facilitate sound stakeholder relationships with the industry and other relevant stakeholders • Ensure the promotion of corporate governance and review of strategic and operational risks.
