The South African Diamond and Precious Metals Regulator, established in terms of Section 3 of the Diamonds Amendment Act, 2005 (Act 29 of 2005), aims to regulate the industry to ensure that the diamond resources and precious metals of the Republic are exploited and developed in the interest of the people of South Africa, to promote equitable access to local beneficiation and ensure compliance with the Kimberly Process Certification Scheme. We invite self-motivated and suitably qualified individuals who wish to stand out in their field to apply for the following vacancy: - Division: Diamond Valuation Diamond Valuator (Ref. 2023/05/03) Salary: Negotiable All Inclusive package Requirements: NQF Level 6/ 3 years tertiary qualification with extensive experience in Rough Diamond Evaluation, Diamond Sorting and Diamond Polishing and Grading. Skills and Abilities: Excellent communication and listening skills. Aptitude for visualization of diamond possibilities/outcomes. Computer literacy. Industry knowledge. Meticulous – attention to detail. Ability to execute your duties with impartiality and not allowing prejudices, family and friend or political sentiments influence your decisions. Ability to always be strictly honest and truthful. Maintaining your allegiance to the Regulator and to our country as a whole. Be able to maintain good human relations. Confidentiality, tact and discretion when dealing with people and sensitive matters. Knowledge: Knowledge of Diamond Act 56 of 1986; Diamond Amendment Act, 2005; Diamond Secondment Amendment Act, 2005; Rules and Regulations pertaining to diamond and precious metals; Diamond Export Levy Act, 2007. Diamond Export Levy (Administration) Act, 2007 and Industry knowledge. Duties: Render technical advice to the SADPMR and relevant industry stakeholders on valuations, pricing and market fluctuations of Diamonds in accordance with the Diamond Act 56 of 1986. Adjust and update price book accordingly. Maintain records of final pricing, including final outcomes reached by the Independent Diamond Valuators. Conduct valuations to verify the fair market value of all goods in the DEEC to control export value for state revenue. Accurately evaluate all inbound (imports) and outbound (exports) diamonds. Assess and value all goods parcels submitted at the Diamond Export and Exchange Centre (DEEC). Conduct monthly post tender analysis. Verify compliance to ensure that it is truly representative of the total production. Ensure that valuation of 10% production allocation is completed to determine fair market value and provide to the State Diamond Trader and producers evaluation certificates on evaluations completed. Conduct diamond evaluations for SAPS. Conduct mine profiling in accordance with Mining Companies (Producers) to analyse production information. Ensure that external regulations and internal procedures are followed and complied with across the organization. Regularly perform analytical reviews on the financial information to establish any deviations and trends. Ensure that resources are utilized efficiently and economically. Make practical recommendations for the improvement of systems and internal controls and processes. Generate reports and assist with fraud identification and co-investigations. Follow-up with SADPMR management on the implementation of outstanding recommendations. Demonstrate compliance to the Professional Code of Ethics and the Standards for the Professional Practice of internal auditing according to the Institute of Internal Auditors. Duties: Manage and oversee functioning of operations within the Diamond Exchange and Export Centre (DEEC). Liaise with the General Manager: Diamond Trade on operation within the DEEC. Receive, investigate and resolve queries on the day to day running of the Diamond Exchange & Export Centre (DEEC). Implement, monitor and continuously improve the Standard operating procedure manual for the DEEC. Enforce full compliance with legislation and policies as well as Kimberley Process Certificate. Facilitate equitable access to precious minerals for improved beneficiation levels. Maintain a register of all exports and imports polished and unpolished diamonds and precious metals. Ensure that records of collection of diamonds export levies for SARS are accurate. Foster a client-centric department that is able to deliver efficient and effective service-promoting Batho Pele principles. Implementing and administer control system on all matters relating to the purchase, sale, beneficiation, import and export of diamonds. Supervise, appraise and facilitate training and development within the division. Monitor morale and motivate staff. Ensure that deadlines are met by the General Manager e.g. correspondence, meetings and reports. Advise the General Manager of what is urgent and provide feedback on all activities and actions for the specific.
