BUSINESS ANALYST (FIXED TERM CONTRACT) COMPANY DEPARTMENT: South African Civil Aviation Authority Information and Communication Technology REFERENCE #: Business Analyst CONTRACT TYPE: 3 years fixed-term contract SALARY: Market Related LOCATION: Midrand, Gauteng, South Africa INTRODUCTION • The post holder will be responsible for gathering and documenting business requirement specifications and mapping business processes and ensure that solutions meet business requirements by conducting quality assurance using test cases and overseeing the User Acceptance Testing and End-user training. SPECIFICATION BUSINESS ANALYST • Identify business needs and do the costs benefits analysis of implementing a business solution. • Analyse existing processes and designs. • Map integrated business processes. • Gather and document Business and User Requirements Specifications. • Develop Functional Requirements Specifications. • Conduct of gap analyses. • Evaluate opportunities to improve business processes. • Document business case for enhancement. • Develop and run mock-ups. • Develop test cases and test plans. SYSTEMS DEVELOPMENT • Provide system design proposals for new systems/solutions. • Partake in development of functional specifications in preparation for system development or improvements. • Eradicate tedious workflows and duplications. • Prepare and maintain detailed documentation for business solutions. • Perform user acceptance testing. BUSINESS SOLUTION DELIVERY • Oversee the delivery of business solutions to agreed quality, time, and cost scales. • Oversee the delivery of well-tested and quality assured business solutions. • Oversee and/or conduct the end-user training. • Identify problems and address functionality gaps with business lead. • Update, implement, and maintain standard operating procedures time to avert crises. LIAISON AND COORDINATION • Liaise with external companies/contractors/suppliers and internal clients to coordinate services and future options. • Work with users to interpret requirements for application enhancements and creation. • Coordinate development efforts with technical staff. • Providing support for projects during installation and post implementation. SPECIFICATION Oversight activities – inspections, audits and surveillance • Plan and execute inspections and oversights and other types of monitoring activities in line with functional Procedures • Conduct oversight and other types of monitoring activities as assigned by the Manager, make appropriate recommendations, and submit comprehensive reports • Conduct follow-up inspections or audits to ensure the resolution of identified non-compliances • Process applications for the approval of security programmes or manuals, air operator certificates, and other such applications • Evaluate, validate and review Security Programmes, and other relevant security Manuals for Air Carriers, Aerodromes, and General Aviation • Process applications for the validation of appointed Officials for Aviation Security • Participate in development and continuous improvement of procedures and quality management documents Administration • Perform job-related administration tasks • Create and maintain a client database • Create and maintain a database for non-compliances on the findings register • Maintain non-scheduled operations and general aviation data and information repositories on business system(s) • Maintain the AVSEC Documents management system in line with the records management procedures Enforcement and Compliance • Follow up and evaluate the implementation of corrective action plans and effectiveness of corrective measures to ascertain resolution of non-compliances • Initiate enforcement action for cases of non-compliances meriting enforcement action in line with the Enforcement procedure • Prepare a memorandum and attach all necessary documents with recommendations to submit to the Enforcement unit. SPECIFICATION INVESTIGATIONS – SAFETY AND SECURITY ACCIDENTS AND INCIDENTS • Analyse mandatory occurrence reports on dangerous goods and security incidents and breaches. • Conduct investigations where required. • Compile and disseminate the investigation report. • Evaluate and monitor the implementation of the recommendations and/or corrective action plan. • Participate in the air safety accident investigation, when required. CREDIT CONTROL OFFICER COMPANY DEPARTMENT: South African Civil Aviation Authority Finance REFERENCE #: Credit Control Officer CONTRACT TYPE: Permanent SALARY: Market Related LOCATION: Midrand, Gauteng, South Africa INTRODUCTION • To manage the debt of creditors and ensure compliance with SACAA's credit control policies and procedures. SPECIFICATION MANAGE DEBTORS • Generate invoices and receipt payments relating to allocated debtor accounts. • Submit debit/credit notes and refund applications relating to allocated debtors. • Ensure timeous debt collection. UNALLOCATED DEPOSITS • Follow up on unallocated deposits daily with a view to reduce receivables and unallocated listing. CREDIT CONTROL ENVIRONMENT (RECONCILIATION) • Manage allocated debtor’s book in terms of the relevant receivables policies and procedures. • Reconcile allocated debtor accounts monthly. • Follow up on outstanding accounts and initiate debt collection enforcement of outstanding amounts older than 30 days.
