SPECIFICATION OVERSIGHT – INSTRUMENT FLIGHT PROCEDURES AND AERONAUTICAL CARTOGRAPHY ORGANISATIONS • Participate in the inspection, auditing and certification of procedure design organisations and aeronautical chart service providers. • Participate in monitoring the compliance of certified procedure design organisation and aeronautical chart service providers as per ICAO SARPS, SA-CARs and CATS. • Participate in external compliance obligations that the SACAA is subjected to. VALIDATION – INSTRUMENT FLIGHT PROCEDURES AND AERONAUTICAL CARTOGRAPHY • Be trained in validating and approving instrument flight procedures and aeronautical charts submitted by certified Procedure Design organisations and aeronautical chart service providers as per ICAO SARPS, SA-CARs and CATS. • Be trained in validating and maintaining information for publication in AIP SUPs, AICs and the AIP. • Be trained in verifying, validating, approving, and certifying aeronautical information printed on the South African WAC charts. DESIGN INSTRUMENT FLIGHT PROCEDURES • Be trained in designing Instrument Flight Procedures aeronautical charts as per ICAO SARPS, SA-CARs and CATS. REGULATION DEVELOPMENT AND REVIEW • Participate in the development and review of local regulations and technical standards in line with ICAO SARPS. • Participate in providing input and recommendations to the SACAA, CARCOM, NASCOM and external clients. • Participate in the development and review the technical guidance material utilised to guide procedure design organisations and aeronautical chart service providers. RESEARCH • Conduct research and benchmark the standards utilised to certify procedure design organisations and aeronautical chart service providers • Conduct research and provide input into the development of specific proposals for standards to be applied in the design of flight procedures, aeronautical charts, and airspace planning. LIAISON AND CONSULTATION • Participate in all safety initiatives in the PANS-OPS section. • Be trained in liaising with certified procedure design organisations and aeronautical chart service providers, on behalf of SACAA • Be an observer in activities of relevant ICAO regional structure and local workgroups (e.g., meetings, symposiums, etc.) on behalf of SACAA. SPECIFICATION Tactical Planning • Develops, implements, and monitors progress of FIU plan. • Creates inspection operating procedures for the effective inspection of navigational aids. • Optimises the use of the flight inspection systems through constant maintenance and their effective utilisation • Implements operational planning of resource requirements inclusive of human, physical, technical, and financial to support tactical plans. • Develops and maintains effective and efficient operational schedules. Operational Management • Manages the delegation and availability of resources applicable to projects and CAA routine requirements. • Ensures ISO 9001 quality compliance for flight inspection operations. • Ensures timeous response to operational demand changes. • Reviews navigational license withdrawals and formally reports same. • Reports on hazards that may endanger flight safety. • Ensures continuous safety awareness through reporting and safety meetings • Produce flight inspection invoices and ensure submission to Finance Client Management • Reviews requests for proposals and manages the compilation of quotations for new and existing clients. • Scopes out client requirements and project costings. • Compiles invoices for client based on actuals • Updates financial and operations database when actuals are completed • Assists in building SACAA market position through FIU business development plan • Ensure client satisfaction. • Safety awareness Accountable for Quality and Safety Standards • Researches, develops and establishes the specific standards to be applied in the field of: • operations of flight inspection of navigational aids, • airworthiness regulatory requirements for maintaining the CAA Flight Inspection System (FIS), • Complies with the relevant regulatory requirements, ICAO and other applicable international standards and practices. • Assists SACAA in developing new standards for air navigation systems. • Implements continuous improvements to remain in line with international flight inspection standards ISO Compliance • Ensures that the Flight Inspection Unit complies with the provisions of ISO certification. • Maintenance of ISO 9001 Quality Management and the Manual of Procedures (MOP) for the Flight Inspection Unit Reporting • Compiles flight inspection operational reports for the Senior Manager. • Compiles mission summary reports including financial assessments for each mission completed. • Assesses all flight inspection reports before dispatching to the clients. • Issues certificates of compliance of navigational aids on behalf of the Director of Civil Aviation. Communications and Safety Promotion • Assist SACAA in developing new standards for air navigation systems. • Project satisfactory image of the SACAA to all stakeholders. • Provide industry feedback to the Authority Unit and People Management • Manage staff members and technical resources applicable to flight inspection operations. • Manage key performance areas direct reports to ensure achievement of their agreed objectives. • Develop of annual budgets, control of expenditure versus income and implementation of control procedures. AVIATION ENVIRONMENTAL COMPLIANCE SPECIALIST COMPANY DEPARTMENT: South African Civil Aviation Authority Aviation Infrastructure REFERENCE #: Aviation Environmental Compliance Specialist CONTRACT TYPE: Permanent SALARY: Market Related LOCATION: Midrand, Gauteng, South Africa INTRODUCTION • To oversee and monitor compliance in the Aviation Environmental Compliance (AEC) function within the SACAA pertaining to airports, airspace, and aircraft. • To coordinate all aspects of AEC interventions with international stakeholders, industry and intergovernmental structure regarding the development of policy, standards and model regulations. • To oversee the implementation of environmental compliance at airports and airspace. SPECIFICATION AEC STRATEGY AND OPERATIONS • Provide input to the development and formulation of the divisional strategy and plans. • Determine key deliverables and actions for Aviation Environmental Compliance from the organisational objectives and goals. • Develop Master Surveillance Plan to ensure comprehensive industry oversight and surveillance in line with the set objectives/performance indicators. • Plan resource requirements including physical, technical, and financial for the Environmental Compliance section. • Plan and execute inspection schedules regarding compliance with aerodrome environmental management in accordance with ISO procedures. • Develop CORSIA-related requirements for aircraft operators. • Evaluate Emissions reports and submit to ICAO. • Provide regional assistance, as part of the ICAO buddy programme. MANAGEMENT OF OPERATIONS • Oversee all work programmes related to ICAO Annex 16 on Environmental Protection. • Lead the development and drafting of new or amendment proposals of regulations and technical standards related to Annex 16 (AI) and develop guidance material, where necessary. • Co-ordinate the development and drafting of new or amendment proposals of regulations and technical standards related to Annex 16 (ASO) and develop guidance material, where necessary. • Maintain Aviation Environmental Protection (AEP) related documentation as necessary and prepare memoranda and reports on AEP related activities. • Monitor, evaluate and advise the industry and Government Departments on developments in other associated fields such as land use planning, noise abatement operating procedures, emission control through operational practices, etc. • Ensure the maintenance of all Quality Assurance standards in compliance with ISO 9001/2000 within the area of AEC. BUDGETING AND CONTROL • Compile the operations annual budget for approval by the Executive: Aviation Infrastructure, in line with the PFMA and other appropriate legislation, policies and procedures and ensure management thereof. • Manage expenditure in line with approved parameters, and report variances as required in line with the PFMA and other appropriate legislation, policies, and procedures. • Manage procurement in line with approved parameters and report deviations as required in line with the PFMA and Supply Chain Management policies and procedures. LIAISON AND CONSULTING • Participate in local, regional national and international structures dealing with AEC related matters, on behalf of SACAA and the State when required. • Monitor developments in other technical/ scientific bodies on AEC and coordinate follow through by SACAA functions. • Participate in the ICAO Committee on Aviation Environmental Protection (CAEP) on behalf of the State. • Act as a liaison to foster partnerships and cooperation with international, regional and industry organisations. • Handle public enquiries on AEP issues. • Assist the Department of Transport by acting as a liaison with other relevant Government Departments on AEP matters. • Provide industry feedback to SACAA.
