PROJECT MANAGER – RATIONALISATION PROJECT 2 years Contract Position – Based in Midrand Remuneration: R744,255.00 (per annum total cost of employment) The South African Board for Sheriffs (SABFS) seeks to appoint a progressive, service- oriented and results driven individual to effectively project manage the demarcation, reallocation & conciliation of all sheriff jurisdictions in the Republic of South Africa. PURPOSE OF THE POSITION The South African Board for Sheriffs (SABFS) is the regulator of sheriffs, responsible for the maintenance of the esteem, the enhancement of the status, and the improvement of the standard of training of sheriffs in a manner that enhances access to justice. The successful applicant will be responsible for ensuring the successful project delivery of the “Alignment of Sheriff’s service areas with the rationalised magisterial districts project” on time as indicated in the Memorandum of Understanding (MOU), concluded between the SABFS and the Department of Justice and Constitutional Development and restricting the project’s budget to within the MOU outlined scope, and ensuring the MOU is met. The applicant must have business acumen, proven success in budgeting and analysis, as well as experience managing a team. Strong leadership abilities to ensure each member of the project team contributes to overall project success. KEY PERFORMANCE AREAS • Alignment of the sheriff's service areas with the magisterial districts as rationalised, in accordance with the published government notices, relevant to the magisterial districts concerned with the following outcomes:
COMPETENCIES AND ATTRIBUTES • Knowledge of the sheriffs profession, an understanding of the constitutional imperatives impacting on the profession, and the role of the Board in this regard; • Programme and project management; • Survey design and analysis knowledge; • Research and development; • Working knowledge of legal compliance in terms of the Sheriffs Act No 90 of 1986 & Magistrates’ Courts Act (32/1944): Variation of notices in respect of certain regional divisions; • Creating high performance culture; • Technical report writing; • Networking; • Professional judgement; • A valid driver’s licence. QUALIFICATIONS & EXPERIENCE • A tertiary education, with a degree in Law / Developmental Economics / Macroeconomics / Integrated Developmental planning. • Experience managing projects, as a project manager. • High level technical skills, with a solid comprehension of software development. • High level communication skills, with the ability to seamlessly facilitate relations. • Excellent organisational ability, with high levels of attention to details and the ability to prioritise tasks. • Complete aptitude with Microsoft Office, especially Excel, Outlook, and Word. • Exceptional ability to manage a team, so that each person is working efficiently towards the same goal. PROFESSIONAL SURVEYOR 2 years Contract Position – Based in Midrand Remuneration: R744,255.00 (per annum total cost of employment) The South African Board for Sheriffs (SABFS) seeks to appoint a progressive, service- oriented and results driven individual to effectively survey, collate and draft point to point description of each sheriff jurisdiction in the Republic of South Africa. PURPOSE OF THE POSITION The South African Board for Sheriffs (SABFS) is the regulator of sheriffs, responsible for the maintenance of the esteem, the enhancement of the status, and the improvement of the standard of training of sheriffs in a manner that enhances access to justice. The successful applicant will be responsible for ensuring the successful project delivery of the “Alignment of Sheriff’s service areas with the rationalised magisterial districts project” on time as indicated in the Memorandum of Understanding (MOU), concluded between the SABFS and the Department of Justice and Constitutional Development. Reporting to the Project Manager, the successful applicant will perform the following duties: KEY PERFORMANCE AREAS • Plan and perform surveys to solve practical survey problems (challenges) to improve efficiency and enhance safety; • Draft point-to-point descriptions; • Investigate applications on new and existing technologies; • Plan and perform surveys of a complex nature; • Develop cost effective solutions and approve surveys according to prescribed requirements / standards; • Promote safety in line with statutory and regulatory requirements; • Evaluate existing technical manuals, standard drawings and procedures to incorporate new technology; • Provide professional advisory and support services; • Develop tender specifications; • Provide human capital development services; • Ensure training and development of team members to promote skills / knowledge transfer and adherence to sound survey principles and code of practice; • Supervise the survey work and processes; • Administer performance management and development; • Render office administration and budgeting planning; • Manage resources, prepare and consolidate inputs for the facilitation of resource utilisation; • Ensure adherence to regulations and procedures for procurement and personnel administration; • Monitor and control expenditure; • Report on expenditure and service delivery ; • Conduct research and development ; • Provide continuous professional development to keep up with new technologies and procedures; • Research / literature studies on survey technology to improve expertise; • Liaise with relevant bodies / councils on survey related matters. ADMINISTRATION OFFICER 2 years Contract Position – Based in Midrand Remuneration: R218,064.00 (per annum total cost of employment) Remuneration: Market Related Salary The South African Board for Sheriffs (SABFS) seeks to appoint a progressive, service- oriented and results driven individual to provide effective administration duties to the SABFS. PURPOSE OF THE POSITION The South African Board for Sheriffs (SABFS) is the regulator of sheriffs, responsible for the maintenance of the esteem, the enhancement of the status, and the improvement of the standard of training of sheriffs in a manner that enhances access to justice. KEY PERFORMANCE AREAS • Handle routine enquiries from project team and stakeholders; • Distribute documents / packages to various stakeholders as required; • Keep and maintain the filing system for the project team; • Type letters and / or other correspondence when required; • Taking and drafting of minutes; • Provide supply chain clerical support services within the project team; • Keep and maintain the asset register of the project team; • Provide personnel administration clerical support services within the project team; • Maintain a leave register for the project team; • Keep and maintain the attendance register of the component; • Arrange travelling and accommodation; • Provide financial administration support services in the component. • Capture and update expenditure of the component. • Check correctness of subsistence and travel claims of officials and submit to manager for approval. • Handle telephone accounts and petty cash for the component.
