SOCIAL HOUSING REGULATORY AUTHORITY (SHRA) The Social Housing Regulatory Authority (the “SHRA") was established in August 2010 by the Minister of Human Settlements in terms of the Social Housing Act, No. 16 of 2008. The SHRA is classified as a public entity in terms of Schedule 3A of the Public Finance FINANCIAL MANAGER (REF: FIN MANAGER 2023) (Reporting to the Corporate Services Manager) Parktown, Gauteng Market Related Salary GENERIC INFORMATION POSITION TITLE: Financial Manager DEPARTMENT: Corporate Services REPORTING TO: Corporate Services Manager GRADE LEVEL: D Band LOCATION / CENTRE: Johannesburg Purpose The main purpose of the Financial Manager is to manage that the SHRA operational, project and grant financial processing is completed accurately and submitted according to policy, the PFMA, Treasury regulations and statutory requirements. Key stakeholders the Financial Manager will engage with are: • CEO • Corporate Services Manager • Senior Management • Staff • Service Providers • National Treasury • Government Departments • Bank • Auditors (internal and external) ORGANISATIONAL STRUCTURE
KEY PERFORMANCE AREAS – ACTIVITIES Financial Planning and Operational Management • Reviews, updates and enforces operational financial policies and procedures and suggests improvements • Creates a process flow for the management of departmental expenditure including forecasting, tracking of expenditure and cost savings measures • Oversees and is responsible for the management and adherence to policies and processes relating to Financial management Financial Reporting • Submits accurate and timely monthly and quarterly management accounts by extracting relevant reports from the system and preparing the reports in compliance with the Accounting Standards and PFMA Treasury regulations on a monthly basis • Prepare management account variance report by maintaining a working knowledge of daily financial activities, analysing transactions and reports, identifying anomalies and addressing issues on a monthly basis • Resolve queries and issues as identified from the variance report and implement corrective action on a monthly basis • Compile and present management accounts and recommendations report to Exco by collating all reports and recommendations identified on a monthly basis • Produce SHRA financial reports by extracting relevant reports from the system and preparing the reports in compliance with the Accounting Standards and PFMA Treasury regulations, comparing and evaluating against monthly management accounts, identifying and addressing any issues or anomalies arising and finalising the financial statements on an annual basis • Compile and present financial reports and recommendations report to Exco by collating all reports and recommendations identified and verifying that the reports have been prepared are compliant with the Accounting Standards and PFMA Treasury regulations on an annual basis • Submit all external financial reporting on time by developing and maintaining a reporting annual plan detailing all required reports to individual institutions and the required deadlines annually • Prepare statutory financial compliance and progress reports by extracting relevant and compliant (Accounting Standards and PFMA Treasury regulations) financial reports, analysing information and variances, completing required institution reporting templates (if required), obtaining approval as required (monthly, quarterly, annually etc.) • Maintain strong stakeholder relationships by engaging with stakeholders, providing feedback, responding to queries and meeting deadlines annually Budget management • Support and manage the budget development process by providing budget guidelines and supporting line managers annually • Contribute to the development of the annual SHRA budget by submitting required reports and budget inputs and provide insights based on lessons learnt, historical trends and good practice on an annual basis • Manage that all transaction processing is completed in line with statutory compliance requirements by checking processed transactions, reviewing audit (internal and external) reports and implementing required recommendations on a monthly basis • Assess and manage the risk exposure for SHRA on outstanding payables and other financial transaction and provide support to resolve as required on a monthly basis Audit and Risk • Prepare for external and internal audit by preparing files and required documentation on an annual basis or as per the audit plan and strategy • Support the audit process by managing the preparation of the audit file, managing, tracking and addressing queries, reviewing and answering audit findings and reviewing management comments as required • Manage the risk profile of the department by reviewing the Unit risk register, developing and implementing action plans and reporting on progress against action plans on a monthly basis • Address identified actions on Audit and build business compliance and resilience to facilitate an unqualified Audit annually • Implement the corrective action as arising from audit recommendations by developing and implementing action plans to address and resolve audit issues on an annual basis Revenue management • Monitor the use on interest is in line with policies and procedures and ensure that the use of interest have been authorised by all required individuals • Monitor interest earned, ensure that interest earnings is maximised. • Review classifications of grant income and accurate capturing Accounts Payable and Receivable Control • Defines processes and payment of correspondents’ terms • Takes full accountability for the invoicing and payments received • Reviews and manages all actions carried out with regards to accounts receivable to ensure that processes were complied with and accuracy of data • Responsible for ensuring that the accounts receivable function is run optimally and that lock up is maintained at defined levels (accounts receivable and work in progress) Asset management • Review and submit change in useful life and impairments • Review the annual depreciation • Review the fixed asset write offs on a regular basis • Maintaining the fixed assets register • Insuring of assets Payroll management • Review of monthly payroll • Final release of staff claims into payroll system • Manage that payroll is processed and released by the defined deadline monthly by receiving payroll data, checking for accuracy and completeness, checking that changes are implemented as requested by HR, managing that terminated staff are removed and required final payments are made as legislated and reconciling and reporting monthly and annually • Review and signoff annual bonus and leave pay accrual • Query and dispute management regarding payroll • Review and initial release of approved payroll batches in the banking system Expenditure management • Quality control and manage that all SHRA transactions are accurately captured and allocated against appropriate budget line items by managing the capturing of the approved budgets into the system and reviewing transactional capturing, allocation and variances on a monthly basis • Review a reconciliation between the general ledger drawdowns and the PD&F unit’s projected grant payments • Review the payment batch file for authorisation before payment • Manage that the delegations of authority are implemented appropriately by reviewing transaction processed and verifying authorisations on a monthly basis • Relationship management between service providers and staff to have an oversight that all queries are resolved timely in a professional manner and escalations to be resolved • Process first release on payments by reviewing captured payment batch against supporting documents, addressing errors and approving payments on a weekly basis Project and Grant Accounting • Oversee that projects and grant financials are managed and reported against project and grant financial management policy and procedure by reviewing and approving accurate progress reports and payment schedules on a monthly basis • Oversee project and grant accounting by managing attendance at progress meetings, reviewing progress reports and financial status reports on a monthly basis • Develop project and grant financial analysis reports by collating required information, implementing project and grant relevant reports manager reports, analysing trends and variances and preparing recommendations and/or outcomes on a monthly and bi-annual basis • Manage the overall process between project and grant accounting and project / grant operations by identifying and addressing gaps and creating improved efficiencies and effectiveness across the two departments on a monthly basis Cash and banking management • Oversee the management of petty cash and performing spot checks • Maintain professional relationships with banking institutions • Oversee the administration and management of bank accounts Cash flow management • Develop cash flow projections by collecting and collating information from line departments, reviewing the commitments register and submitting cash flow projections to National Department of Human Settlements monthly • Monitor the cash flow actuals against the projections Filing • Automation of filing system by using cloud based or electronic methods to reduce time spent on filing and to make the searching for documents more efficient during audits. Staff Management • Build capacity within the team through developing skills and competencies, addressing development needs and providing coaching and mentoring support on an ongoing basis and in monthly individual performance discussions • Monitor, evaluate and manage the team performance through implementing the HR policy, implementing performance process and, when required, instituting compliant disciplinary action within the approved defined standards and on an ongoing basis • Recruit quality team members to support the team and organisation and the achievement of its objectives and strategy through defining the role requirements, identifying critical competencies, testing for these competencies and appointing within the HR and EE policy guidelines as and when required • Build a cohesive, high performing team through motivating, guiding, coaching, mentoring and leading in a fair and consistent manner to deliver on the organisational performance and strategic requirements REQUIREMENTS Qualifications/Knowledge (including most relevant field of study) • 3 years Accounting or equivalent tertiary qualification (NQF 7) is required • Articled Accountant (or equivalent) is required • Extensive PFMA knowledge required • Competent computer literacy levels Experience • 5 years Management experience • 3 years Financial Management experience • 5 years Public Sector experience Note: SHRA reserves the right not to make an appointment or withdraw the advertisement.
