SOCIAL HOUSING REGULATORY AUTHORITY (SHRA) The Social Housing Regulatory Authority (the “SHRA") was established in August 2010 by the Minister of Human Settlements in terms of the Social Housing Act, No. 16 of 2008. The SHRA is classified as a public entity in terms of Schedule 3A of the Public Finance STRATEGY AND RESEARCH POLICY MANAGER (REF: SRPM1901) (Reporting to CEO) Parktown, Gauteng Salary Negotiable Purpose The main purpose of the Strategy, Research and Policy Manager is to facilitate and lead in crafting the five-year strategic plan with annual updates, develop the APP in line with the strategic plan and manage that organisational performance information is collected, collated, accurate and reported on in alignment with the National Treasury reporting framework. In addition, the Strategy, Research and Policy Manager is responsible for managing that sector specific research is conducted, specifically research into policy and legislation, and to disseminate research findings to support sector progress.
• Complete the Strategic Planning Template by complying with the National Treasury guidelines on strategic planning and annual performance planning and submitting to Council, SHRA Executive Management and National Treasury by deadline
• Manage the development of the Strategy by scheduling and coordinating the strategic planning sessions, developing the strategic planning framework, aligning the framework with the shareholder and national priorities and facilitating the sessions by the defined deadline • Compile the Strategy documents and Annual Performance Plan by implementing the National Treasury guidelines, capturing the outcomes strategy session outcomes, submitting for and gaining approval by the deadline • Manage that operational plans based on the approved Strategy and APP are compiled and cascaded down to all units and that quarterly targets are defined by engaging with all units, supporting executives in drafting of operational plans, collecting plans and collating into the SHRA operational plan by the deadline • Develop recommendations on how to align Strategy, APP and Operational Plans with individual performance agreements by allocating responsibility for operational delivery, reporting on delivery and engaging the CEO to allocate accountability by agreed deadlines Organisational Performance and Evaluation • Identify and implement performance indicators that will measure performance against strategic objectives by evaluating Strategy, APP and Operational Plans, defining measurable indicators and implementing in line with National Treasury Guidelines by the agreed deadlines • Implement good practice monitoring and evaluation of performance by developing, updating and implementing the Performance Information Policy annually and monitoring the accurate and complete data collection on performance indicators monthly • Develop an annual Performance Reporting Framework and Schedule by complying with National Treasury guidelines and aligning with the SHRA strategic and APP priorities annually. • Collect data by following the Performance Information Policy procedures and processes by the agreed deadlines • Report on performance indicator findings as per National Treasury Guidelines, highlighting areas of excellence, non-performance and risk on a quarterly basis and distribute the quarterly report to the agreed recipients within defined standards • Identify and engage with CEO and Executive Managers in areas of risk and non-performance by meeting, presenting findings, prioritising areas of risk and motivating for an action plan to be developed within defined standards • Develop SHRA Annual Performance Report by consolidating all quarterly reports, checking alignment with the Strategy and APP and reporting on findings in line with Treasury Guidelines by the defined deadline
Research Management and Dissemination • Develop the Sector Research Plan by identifying research priorities, coordinating, consulting with and aligning with the shareholder research and policy plan, identifying sources and methodologies, consulting with interested parties and the sector, defining dissemination audiences and principles and submitting for approval annually • Commission the state of the sector report by defining the terms of reference, supporting the appointment of service providers, contracting the service provider and managing delivery in line with the contract annually • Source and appoint research partners by defining clear terms of reference and required research deliverables and appointing providers by complying with the procurement policy and procedures as required • Manage the use of secondary research by identifying established sources of research, analysing findings, collating data, validating, developing recommendations, securing approval and disseminating to approved audiences as required • Manage the delivery of primary research in line with the SHRA specifications and requirements by briefing service providers, tracking research delivery, addressing issues and managing that outputs are delivered by deadlines, within budget and to standard • Manage research service provider non-performance by complying with the procurement procedures and terminating contracts when appropriate • Develop research recommendations by analysing research findings, developing reports, securing approval and disseminating to approved audiences within defined standards Policy Research and Advice • Development of the systems and processes for the monitoring and evaluation of research outcomes • Manage that research on Sector specific policy and legislation is conducted by researching policy and amendments or procuring research on same, analysing findings, identifying potential impact and consequences, drafting research papers, securing approval and presenting to relevant stakeholders and approved audiences as required • Maintain sector policy expertise at all times by participating in forums, attending relevant workshops and conferences, collecting insight and clarity on policy and presenting/disseminating policy insight and advice as approved • Provide advice on policy by reviewing policy positions, conducting research, consulting with the sector and interested parties and drafting policy recommendations as required Staff Management • Build capacity within the team through developing skills and competencies, addressing development needs and providing coaching and mentoring support on an on-going basis and in monthly individual performance discussions • Monitor, evaluate and manage the team performance through implementing the HR policy, implementing performance process and, when required, instituting compliant disciplinary action within the defined standards and on an on-going basis • Recruit quality team members to support the team and organisation and the achievement of its objectives and strategy through defining the role requirements, identifying critical competencies, testing for these competencies and appointing within the HR and EE policy guidelines as and when required • Build a cohesive, high performing team through motivating, guiding, coaching, mentoring and leading in a fair and consistent manner to deliver on the organisational performance and strategic requirements.
