EMPLOYEE RELATIONS JOB LEVEL: SPECIALIST REPORTS TO: SENIOR MANAGER: HUMAN RESOURCE MANAGEMENT AND DEVELOPMENT REMUNERATION (CTC per annum): R881 415.48 DIVISION: CORPORATE SERVICES DEPARTMENT: HUMAN RESOURCE MANAGEMENT AND DEVELOPMENT LOCATION: PARKTOWN Job Key Purpose: The Specialist: Employee Relations is responsible for effective revision and implementation of employee relations policies, processes and procedures. The role focuses on responsible implementation of employee relations programs, including acting in an advisory capacity to any disciplinary action taken and ensuring the procedural and substantive fairness of the disciplinary action taken. Whilst supporting the Senior Manager and line managers in order to achieve business objectives, the incumbent must objectively identify collective bargaining issues; assist in negotiating union contracts; provide recognition agreements with unions, investigate grievances and recommend grievance responses. The incumbent will also represent Service’s SETA at the CCMA and advises management and staff on employee relations matters including corrective discipline. Lastly, the incumbent must ensure the development and achievement of employment equity plans for Service’s SETA. SECTION B: MINIMUM QUALIFICATIONS AND EXPERIENCE REQUIRED • Matric + 3 Year Diploma or Equivalent in Human Resources Management, Employee Relations or related field required. A post-graduate degree in the related field will be an added advantage. • At least 5 years working experience, of which 3 must be supervisory experience and at least 2 must have been in an employee relations role. line with overall SSETA’s strategic objectives • Design and implement employee relations system methodology, technology, and process for the organisation • Build and maintain effective relationships with relevant Labour Unions • Oversee the existence of agreements with various unions regarding the way that employee / labour relations issues will be dealt with at the workplace • Consult with registered / recognised unions regarding various workplace issues and implement a committee where these issues can be discussed • Develop employment contracts for employees • Implement an annual collective bargaining / negotiation process with HR management and the Executive management team • Oversee and support to the negotiation team during the negotiation process • Manage and oversee the Furthermore, the employee must ensure that the department’s operations are aligned to the aims of the SAQA and QCTO, while operations meet the set national and Services SETA target and standards through quality assurance. In so doing, the employee must lead the accreditation of training providers as well as the process of quality assurance of learner achievements. In this regard, he/she must ensure that capacity building and the development of training providers is achieved to enable quality delivery of learning interventions. The employee is also responsible for Provincial Operations and Certification. SECTION B: MINIMUM QUALIFICATIONS AND EXPERIENCE REQUIRED • Matric + a Bachelor’s degree in Education or related field required. An Occupationally Directed Education, Training and Development Practitioner (ODETDP) qualification will serve as an added advantage • 7 years working experience of which 5 must be in Management position and at least 3 must have been in skills development and/or stakeholder management. SECTION C: KNOWLEDGE & SKILLS REQUIRED • In-depth knowledge of skills development legislation, policy and frameworks, • Understanding of functioning of other sector institutions in the skills development space • Strategic thinking and capability • Programme management • Financial management • Change management • People management • Risk management • Knowledge management • Problem solving and analysis • Compliance and governance structures • Stakeholder management and the ability to develop and maintain stakeholder networks, • Communication, negotiating and influencing skills, • Planning and analysis • Ability to manage and lead operations management function for the organization • Strong management ability DUTIES Statutory and Regulatory Compliance • Ensure that the Quality Management Division (QMD) performs its functions in line with the Skills Development Act, Public Finance Management Act No. 1 of 1999 (PFMA), Treasury Regulations (TR), Workplace Based Learning Programme Agreement Regulation (WBLPAR) of 2018, The Occupational Qualifications Sub framework (OQSF), QCTO Policies, Forms, Templates, and other related legislation. • Ensure that the Quality Management Division implements its QCTO delegated function in line with the Service Level Agreement between the Services SETA and the QCTO. • Attend all monthly meetings with the QCTO and timeously update the action list, which will form part of the Services SETA Monthly Report. • Address all findings and issues raised by the QCTO. • Provide a secured File Transfer Protocol for the transfer of computer files between the QCTO, Services SETA, and any other authorised stakeholder. • Report in writing to the QCTO at least seven calendar days in advance if the QMD is unable or anticipate that it may be unable to meet agreed timelines or conditions. • Compile and maintain a list of Historically Registered Qualifications (HRQ), and report learner uptake for the past three years on both HRQ and Skills Programme. • Identify in collaboration with the Quality Development Partner (DQP) HRQs for deregistration where Occupational Qualifications exist and there has been no uptake for the past three years. • In collaboration with the DQP recommend qualifications, part qualifications, and skills programmes to the QCTO for deregistration/deactivation. • Submit learner reports to the QCTO according to standard QCTO template. • Ensure that compliant data uploads to the NLRD takes place in line with the deadlines set by the QCTO. Accreditation • Develop and review quality assurance policies and procedures for accreditation of Skills Development Providers (SDPs) and Assessment Centres (ACs). • Develop and review quality assurance policies and procedures for registration of constituent assessors and moderators. • Manage accreditation evaluations of SDPs and ACs and recommend accreditation to the QCTO. • Recommend de-accreditation of non-compliant SDPs and ACs to the QCT. • Manage the training of appointed verifiers. • Identify and compile a database of qualified and competent Subject Matter Experts (SME). • Submit accreditation reports to the QCTO according to standard QCTO templates. • Ensure the distribution of accreditation letters/certificates to the applicants. Assessments • Develop and review quality assurance policies and procedures for assessment of Occupational Qualifications, Part Qualifications and Skills Programmes. • Plan and manage the coordination and conducting of all required final assessment activities for the External Integrated Summative Assessments (EISA) for qualifications and part qualifications within the Services SETA jurisdiction. • Ensure that all historically registered qualification within the Services SETA jurisdiction have a Final Integrated Summative Assessments (FISA). • Ensure the receipt and quality assurance of learner enrolments from SDPs/ACs to capture final assessment results. • Conduct final assessments (EISA and FISA) monitoring using standard templates • Manage the conducting of external moderations. • Submit learner achievements and required evidence to the QCTO for approval of results. • Enforce correct update of Learner’s Enrolments by all providers for qualifications, part-qualifications, and skills programmes. • Ensure that all Services SETA employees, SMEs, Facilitators, Assessors, Moderators and SDPs are fully trained and capacitated to implement QCTO policies. • Ensure that there is a Recognition if Prior Learning (RPL) mechanism and process in place for RPL candidates. • Submit assessment reports to the QCTO according to standard QCTO templates. • Record assessment outcomes as approved by the QCTO. Certification • Develop and review quality assurance policies and procedures for certification qualifications. • Manage the issuance of learner certificates and statement of results for legacy Qualifications and Skills Programmes. • Ensure that learner achievements are certified within prescribed turnaround times and certificates distributed to SDPs/Learners. • Participate in QCTO Annual Certification Workshops. • Submit certification reports to the QCTO according to QCTO templates.
