SARAH BAARTMAN DISTRICT MUNICIPALITY DIRECTOR: INFRASTRUCTURE DEVELOPMENT AND COMMUNITY SERVICES Permanent All-inclusive annual remuneration package negotiable between minimum, midpoint and maximum as provided for in the Local government regulations for Municipal Managers and Managers directly reporting to the Municipal Manager
REQUIREMENTS Qualifications • An appropriate or relevant bachelor’s degree in Engineering, Technical and Social Sciences or equivalent NQF Level 7 qualification • Professional registration with the relevant body • Completion of minimum competency requirements as gazetted no 29967 2007l in [MFMP Qualification] would be advantageous • Candidates currently studying towards obtaining the required Certificate in Municipal Finance Management 21 Unit Standards with possible completion period of eighteen [18] months. Experience • A minimum of at least five [5] years’ experience at middle and seven (7) senior management level • Experience within local government would be advantageous more specifically in the following field: - Infrastructure Development - Municipal Health - Disaster Management • exposure in human settlements and infrastructure development • A thorough knowledge of Municipal Legislation, procedures and processes pertaining to Local Government • Understanding of legal framework, policies and processes pertaining to infrastructure services, Municipal Health and Disaster Management • A working knowledge of people / community-centered development • Self-starter, hardworking and strong interpersonal skills • Valid code B driver’s license • Extensive computer knowledge in all MS Programme • Good facilitation, presentation and report writing skills. CORE MANAGERIAL AND OCCUPATIONAL COMPETENCIES Leadership, Analytical thinking ability, Managerial experience, Strategic Leadership and Management Skills, Strategic and operational Financial. Management, Governance, ethics and values in Financial Management, Financial and Performance Reporting, Extensive knowledge of both Financial, Human Resources and local government legislative framework. Policy and Implementation, Supply Chain Management, Audit and Assurance, Audit and Risk Management Experience, Programme Management, Labour Relations, Change Management, Stakeholders Relations. Key competencies • Provide strategic direction on Infrastructure and Development in line with government policy • The undertaking of Capacity building and Support of all Municipalities in terms of Infrastructure Projects • The integration of all programmes, projects and activities undertaken by the Department, as well as the compilation of the District Municipality’s Integrated Development Plan and Spatial Development Framework • The compilation and management of Department’s Budget and all relevant Conditional Grants in support of the operations of the Department • Overseeing and assuming responsibility for the operations of the Directorate and the management of the staff • Undertaking and coordination of the projects which includes project management, infrastructure development and operations and maintenance • Advise municipalities on the compilations of Master Plans, Comprehensive Infrastructure Plans and other sectoral plans • Implementation of labour intensive job creation projects • Implementation of projects with regards to roads and storm water, water and sanitation as well as electricity and housing • Undertake Risk Assessment in the District and manage Disaster Management and Fire Services function • Manage the Environmental Health function to ensure and effective service throughout the District • Dealing with consultants from all disciplines as well as sourcing funding through the compilation of Business Plans. The successful candidate will report directly to the Accounting Officer and the appointment will be in terms of the Local Government: Municipal Systems Act 32 of 2000 as amended read together with the Municipal Performance Regulations and the National Treasury Competency Regulations and Regulations on Appointment and Conditions of Employment of Senior Managers. A performance agreement will be entered into with successfully appointed candidate.
