Enquiries: Mr L Molefi (022) 701 6830 DIRECTORATE: FINANCE DEPARTMENT: REVENUE VALUATION OFFICER Applicants must be in possession of a Diploma in Property Valuation or property related qualification as prescribed by the SACPVP • Registered with the SACPVP as a Professional Associated Valuer/Professional Valuer NQF Level 6 • At least 5 years’ experience in a Municipal or valuations environment • Valid code B driver’s licence • Computer literate in MS Excel and Word• High level of responsibility • Organisation and supervision skills • Good human relations, interpersonal, management and communication skills • Good communication skills in two of the three official Western Cape languages •Ability to write reports and compile presentations •Knowledge of the Municipal Property Rates Act, Act6 of 2004 and regulations • Knowledge of GIS Systems • Knowledge of Municipal Financial Systems Duties will entail: •Provide guidance and advice on specific valuation related matters regarding improvement initiatives with due consideration given to legislation, policies and standards • Provide inputs on the development and review of policies related to the functionality • Monitor the contractual progress of the appointed external valuation contractor, appointed by Council •Oversee and control over the process followed prior to, and up to the compilation of the General Valuation Roll and Supplementary Valuation Rolls •Oversee the incorporation of the valuation roll data with the property owner data on financial system. •Tend to all electronic mail received on the Collaborator system and IMIS to ensure that pending matters are dealt with professionally and effectively without any time delay• Investigate property valuations compiled following property related enquiries.• Assist with the compilation of budgetary requirements for the Property Valuation section• Oversee the effective and efficient level of performance of service provider •Communicating with external departments and agencies on complex issues pertaining to property valuations • Provide valuations on municipal property for selling and leasing purposes. Duties will entail: Uphold the Building Regulations and applicable by-laws, policies and guidelines in the approval of building plans • Coordinate tasks/activities associated with the implementation of procedures • Monitors compliance with standards and specifications with regards to new building additions and renovations to existing structures • Check and verify design details and construction specifications detailed on building plans conforms with regulations prior to approval • Interact and communicate internally and externally regarding activities associated with the functionality • Perform specific administrative tasks/activities associated with the updating and maintaining records/information of work in progress and completed work • Develop the technical know how and understanding of emerging contractors on specific applications, procedures and sequences applicable to building contracting and maintenance work • Informal and formal reporting • Interacts with certain departments and councillors • Interact with the public, architects, developers, engineers and consultants • Perform any other related duties as instructed by the supervisor. Salary scale: T12 (R 337 867.08 – R 438 548. 64 p.a.)
