SAFETY AND SECURITY, SECTOR EDUCATION & TRAINING AUTHORITY (SASSETA) Safety and Security Sector Education and Training Authority (SASSETA) is a public entity, established in terms of Section 9(1) of the Skills Development Act of 1998, as amended. The following four contract positions exist in the organisation The first 3 contracts expire on 31 March 2025
• analysing, validating and approving reports submitted by monitoring and reporting staff;
• liaising with the Learning Programmes Manager to ensure that recommendations derived from monitoring reports are implemented; • managing central information centre of SASSETA; • setting standard operational procedures (SOPs) in terms of the best practices with regard to monitoring functions according to approved policies; • rendering advice to Executive Management on all performance monitoring and reporting issues; • developing new and/or reviewing existing tools used to gather necessary data for assessing programmes effectiveness in order to measure the progress of the achievement of expected outcomes, outputs and activities defined in the grants documents; • designing, testing and providing technical guidance, training and support to monitoring and reporting team on implementation of data collection tools for data collection, analysis and use as a control mechanism to improve the quality of the collected information used for projects management improvement; • managing evaluation and impact assessment studies; • compiling and consolidating quarterly performance information reports for the organization; • identifying appropriate monitoring and evaluation methodologies for objective-specific relevant activities; • ensuring that the indicators and outputs developed for monitoring and evaluation plans are pertinent and measurable; • ensuring that overall quality control measures on monitoring reports are developed; and • performing any other duty(ies) that may be delegated by the Executive from time to time. 2. ICT MANAGER ALL INCLUSIVE ANNUAL REMUNERATION PACKAGE (TCTC): R1 071 841 Reporting directly to the Executive Manager: Corporate Services, the incumbent shall be responsible for: • developing and/or reviewing, implementing and monitoring the ICT Strategy and ICT operational plans through the development and implementation of ICT business plans that are aligned to the SASSETA business strategy; • driving the development and implementation of Digital Transformation Strategy and 4th Industrial Revolution Strategy and agenda within SASSETA in collaboration with other relevant stakeholders; • managing and upholding the Governance of ICT in line with good practices based on best practice models and regulations through the development, implementation and review of ICT Strategies, ICT Policies, Frameworks, Business Processes and Standard Operating Procedures (SOP’s) required for the proper functioning of the ICT department; • facilitating the development, implementation and maintenance of Business systems that support the Business units within SASSETA, whilst ensuring the integration of systems to provide proper decision making within SASSETA; • developing and regularly updating of ICT risk registers and implementation of risk mitigating strategies and plans including control measures to manage the risks; • developing and managing the ICT departmental budget to support achievement of the ICT strategy; • managing ICT service providers to ensure that all Service Level Agreements (SLA’s) are being complied with and regular reports are received; • developing, managing and maintaining the ICT Disaster Recovery Plan (DRP) to support the SASSETA Business Continuity Plan (BCP) in line with the needs of the business and good practices, including management of online backups and restores; • driving the implementation, support and maintenance of secure ICT Infrastructure (Hardware and Software - System and Application) that supports the business through managed access and availability, reliability and scalability of the systems; • developing, implementing and regularly updating the Enterprise Architecture including the Technology Architecture (Infrastructure and Networks), Application Architecture and Data Architecture. • implementing, monitoring and maintaining of ICT security systems and structures and related access controls and take corrective action to address identified security and vulnerability risks, exposures and breaches; • monitoring and ensuring that all systems security requirements are up to date and deliver required levels of performance; • monitoring and ensuring that all software is licensed and up to date in order to achieve adequate security levels; • managing the implementation, support and maintenance of all operational systems to facilitate and enable the core business to properly plan and execute the implementation and rollout of operational objectives; • managing the implementation of all external ICT systems according to defined and approved standards, contracts and methodologies in accordance with assurance requirements; • compiling and distributing reports as required; • preparing required reports for the ICT Steering Committee, Risk Management Committee (RMC) and Audit and Risk Committee (ARC) and attend meetings of these governance structures; • identifying and developing strategies to optimise key stakeholder relationships; • managing the implementation of stakeholder relationship strategies and building sustainable and resilient relationships with stakeholders; • dealing with all internal and external audit issues within the division; • ensuring efficient management and development of human resources in the department; • building SASSETA’s credibility and reputation in the sector; and • performing any other duty(ies) that may be delegated by the Executive Manager from time to time. PERSONAL ASSISTANT TO THE EXECUTIVE MANAGER: CORPORATE SERVICES ALL INCLUSIVE ANNUAL REMUNERATION PACKAGE (TCTC): R343 611 Reporting directly to the Executive Manager: Corporate Services, the incumbent shall provide professional and administrative support to the Executive Manager by: • managing the Executive Manager's diary; • organising and maintaining the filing system of the Executive Manager; • planning and making travel and accommodation arrangements for the Executive Manager; • drafting meeting documentation including minutes, agenda's, matters arising, resolutions and meeting invitations, submit for approval and distribute within agreed turnaround time; • preparing memoranda, correspondence and other documents; • ensuring smooth daily functioning and operations of the Executive Manager's office; • distributing tasks, monitoring and reporting on the progress of projects and the completion of assigned tasks; • collating and organising information in the format required by the Executive Manager; • compiling reports as required by the Executive Manager; • liaising with staff responsible for the organisation's governance, management and operations; • representing the corporate services and its subdivisions (HR, Marketing, Auxiliary and ICT) on first contact including responding to communication professionally and building professional and supportive relationships with stakeholders that engage with the Department on a regular basis as required; • building influential relationships with stakeholders to support effective and efficient processing of SASSETA requirements as required; • resolving stakeholder queries and complaints in a manner that maintains stakeholder relationships; • performing all the additional functions ordinarily required of a secretary including, but not limited to, preparation of forms and other documents for consideration by executive management; • ensuring that the quality of all documentation being submitted to the Executive Manager's office is of a required standard and format; • checking the accuracy of documents to be signed by the Executive Manager; and • performing any other duty(ies) that may be delegated by the Executive Manager from time to time. JOB REQUIREMENTS • A relevant NQF Level 5 qualification in Public Administration, Business Administration or any other equivalent is required; • At least 3 years' experience as a personal assistant to a manager; • At least 1 year experience in a support service division; • A formal qualification in Project Management will be an added advantage; and • Proficiency in the use of Microsoft Office package and other commonly used office software. EDUCATION AND TRAINING QUALITY ASSURANCE (ETQA) MANAGER ALL INCLUSIVE ANNUAL REMUNERATION PACKAGE (TCTC): R1 071 841 Reporting directly to the Executive Manager: Learning Programmes, the incumbent shall be responsible for: ● managing the quality assurance and certification functions at SASSETA; ● providing strategic direction to the ETQA department; ● ensuring accreditation of training providers in the sector and monitoring their compliance to ETQA policies and guidelines; ● developing and implementing SASSETA ETQA policies, processes and procedures; ● developing and implementing the ETQA operational plan; ● ensuring ETQA APP targets are achieved; ● compiling and submitting comprehensive ETQA reports to the Executive Manager, QCTO and ETQA Committee; ● serving as a key liaison / link between SASSETA and QCTO; ● facilitating registration of moderators and assessors in the sector; ● identifying areas of overlapping with other SETAs and facilitate the process(es) of negotiating and concluding Memoranda of Understanding (MoUs) with other SETAs and Professional Bodies; ● capacitating key personnel among stakeholders on recognition of prior learning (RPL); ● ensuring an implementation of SASSETA’s responsibilities in terms of the SLA with QCTO; ● managing the development of occupational qualifications in line with the legislative framework; ● quality assuring all site visits reports, verification and certification reports; and ● performing any other official duties that may be delegated by the Executive Manager from time to time.
