MASTER PORT OPERATIONS TCTC R 452 485,46 – R 633 479,64 P9 The vacancy of Master Port Operations exists at Robben Island Museum (RIM) and invite qualifying applicants to apply. The purpose of the job is to ensure that all RIM vessels are operated effectively and efficiently to achieve all Ferries departments objectives. Responsibilities: • In command of the vessel ensuring safe navigation following all the VTS and Port regulations; • Ensure that all navigational equipment is fully operational and in good working order prior to departure and while en-route; • Ensure that the crew are fully familiarised with their duties including use of LSA and FFE equipment and vessel emergency procedures; • Ensure that all passengers are safe and comfortable at all times; • Ensure the weather conditions are monitored and report to the Harbour Master at all times. • Ensure safety and proper stowage of all cargo on board; • Ensure that proper record keeping is carried out (Both OLB & Daily Logbook) as required by SAMSA and the Merchant Shipping Act; • Ensure that all vessel and crew certificates are valid and that the vessel is seaworthy and complies with SAMSA and/or Classification Society regulations at all times; • Ensure that the maintenance plan is followed and all records are made including reporting of defects to the Unit Managers; • Carry out conflict resolution amongst the crew on board and report to the Unit Managers of any disciplinary actions required; • Ensure that regular drills, tool box talks and safety training sessions are carried out and recorded Minimum requirements: • Minimum: Master (Port Operations) Certificate of Competence or equivalent as issued by SAMSA. • Master Coastal. Certificate of Competence or equivalent as issued by SAMSA is also ACCEPTABLE. • Must have 1 years' experience on twin-screw vessels or Minimum of 3 years’ experience as Master Ports, • STCW and other certificates as follows: (Preference may be given to candidates who have certificates as per the Manila 2010 amendments) Advanced Marine Fire Fighting; First Aid at sea; • Competency in Survival Crafts • Personal Safety and Social Responsibilities with Personal Survival Techniques; • Ship Security Officer; • Electronic Navigation Systems; • Electronic Chart Display & Information System (ECDIS) • Ship Handling; • Long Range Radio Certificate or GMDSS General Operators Certificate; • 2 Year SAMSA Eyesight Certificate; • SAMSA Medical Certificate; • ND: Maritime Studies would be ADVANTAGEOUS Technical and Behavioural skills: • Have knowledge of local sea conditions and weather; • Navigation, bridge watch-keeping and be familiarized with various bridge equipment; • Operation and maintenance of various navigational equipment especially Magnetic Compass, Radar, VHF Radio and AIS; • Technical knowledge of ferry operations (preferred); • Crowd management and Passenger Safety STCW V/2(Preferred); • Exhibit knowledge of, and Management skills; • Must be fluent in English, written and oral. P 8 The above position is available in the Ferry Operations Department at Robben Island Museum. The purpose of the job is to provide strategic direction, manage the harbour, crew (Ratings) and the surrounding area to ensure it functions efficiently and all safety requirements are met. Manage the ferry’s operations and ensure the safety of the tourists at all times. Monitor fuel consumption of RIM boats and submit monthly reports. As well as managing the Workshop at RIM Responsibilities: • Record all vessels movements; • Record number of passengers and crew on arrival and departure; • Ensure vessels operate in accordance with collision regulations; • Monitor weather and sea conditions, and communicate with the masters on current conditions and forecasts; • Report to management on prevailing weather conditions or when unsuitable/unsafe to operate tours; • Facilitate induction and orientation of new staff, and charter vessels operating in Murrays Bay; • Ensure safe berthing plan for all vessels; • Ensure vessels meet the limitations of the harbour; • Manage the crew (ratings); • Ensure compliance of all legislation on all vessels; • Perform compliance ad hoc duties on all RIM and charter boats; • Serve as a Master on board when required; • Monitor fuel consumption of all boats and submit consumption reports monthly; • Manage boat Workshop i.e. Spares, tools, paints, etc.; • Ensure the infrastructure of the harbour is maintained • Ensure all safety regulations are met and that safety equipment in the harbour meets approved standards; • Manage the use of berths for ferries, working vessels, cargo vessels and barges; • Prevent pollution around the harbour and within 1 nautical mile of the island; • Manage and co-ordinate the dockings, sailings and shifting of ferries, work boats, cargo boats and barges; • Ensure all moorings, jetty’s, floating jetty’s and berths are clear of obstruction and safe for use; • Monitor the condition of the fenders and ensure they are in place; • Monitor all navigational quay lights and leading lights and make sure they are in working order; • Approve and monitor all diving and construction procedures happening within the harbour and around the island; • Manage the clearing of debris that has been washed up onto the perimeter roads; • Pilot any vessel which needs assistance into Murray`s bay harbour; • Report and record above information; • Ensure safe access is used for all vessels and passengers; • Manage the implementation of strict safety and security regulations in and around the harbour and vessels in accordance with ISPS level 1; • Assist the Ferry Operations department as and when required to ensure business continuity. Minimum requirements: • Master Port Operations or Master Coastal or Master Unlimited or equivalent marine qualification or higher academic qualification – Certificate of Competency must be valid and a National Diploma in Maritime studies – Deck. MSc in Maritime will be preferable • Port operations experience will be advantageous. • GMDSS or Long – Range radio will also be advantageous • Demonstrate knowledge and experience in managing a small harbour, crew and fleet management. • 3-5 years’ experience as a Master or Chief Mate on a vessel or 5 years working as a Marine Manager ashore dealing with the navigational aspect, servicing of LSA and FFE,• Demonstrate knowledge of local sea conditions and weather; • Technical knowledge of ferry operations. • Must be fluent in English, written and oral. • Understanding of Port Control Lights and VTS • Electronic Navigational Systems such as Radar, Radios, GMDSS, Navtex, Global Positioning Systems, Chartnav, Auto Pilot, Compass, SART and EPIRB. • Computer Literate; MS word/excel/power point/outlook, and be able to write up reports. • Knowledge of the below: • SAMSA/Class Surveys, • Dry Docking. • Hull integrity. • Regular safety drills, which include Fire Drills, Man Overboard Drills, Dropping of Anchor, First Aid at Sea Drills, Search and Rescue Drills and Evacuation Procedures of a ferry. • Demonstrate knowledge of Publications required to be carried on board • Understanding of International Safety Management (ISM) and Safety Management Systems (SMS). • Budget management. • Ability to analyze Synoptic chat and interpretation of it. • Ability to work under pressure. • Good communication skills.
