RAY NKONYENI LOCAL MUNICIPALITY MUNICIPAL NOTICE NO: 068 of 2022 The Ray Nkonyeni Municipality, an equal opportunity employer, requires the services of a suitably qualified, motivated, assertive and result driven candidate to appoint to the following post: MUNICIPAL MANAGER Total Remuneration: R1 277 473 .00 to R1 698 573 .00 Duration of Contract: 5 Years fixed term performance-based contract Requirements: Bachelor Degree in Public Administration / Political Science / Social Sciences / Law; or equivalent NQF Level 7 qualification • A Certificate Program in Management Development for Municipal Finance (CPMD / MFMP) or attainment of the qualification within a specified time frame in terms of Treasury Regulations • Five (5) Years relevant experience at a Senior Management level • Professional registration with a recognized relevant professional body will be an added advantage · Valid Code B driver’s license · Computer Literacy. Competencies: Have proven successful institutional transformation within the public or private sector • Advanced knowledge and understanding of relevant policy and legislation • Advanced understanding of institutional governance systems and performance management • Advanced understanding of council operations management • Advanced understanding of council operations and delegation of powers • Advanced knowledge and experience in respect of: Good governance; Audit and risk management establishment and functionality and Budget and Finance Management. Ability to be an innovative and strategic leader. Responsibilities: As an Accounting Officer, the incumbent will be overall in-charge of the municipality’s administration in accordance with all applicable pieces of legislation. This includes inter alia: • Development and implementation of the municipal strategic plans with the IDP and PMS being central to such planning •To ensure sound, effective and proper management systems • Management of provision of services to the local community in a sustainable and equitable manner •To enhance meaningful community participation • Ensuring that the municipality prepares proper reports to different institutions and departments as prescribed by application legislation and regulations • To promote sound labour relations and compliance of the municipality with applicable labour legislation • Communication with internal and external stakeholders, including Councilors, Amakhosi and other spheres of government, civil society and development practitioners • To ensure oversight on the development and implementation of operational policies • To co-ordinate Transformation and Organizational Development Programmes for the municipality.
