RAILWAY SAFETY REGULATOR (RSR) CLOSING DATE: 22 November 2019.
Key Result Areas • Act as the regional lead for all audits, inspections and investigations within the Eastern Region. • Ensure improved quality on the reporting of all compliance activities within the Region. • Manage the Operational Plan of the Region, set change and monitor the execution of the Region's project plans. • Provide active leadership in executing and managing compliance to the RSR • Conduct quality control on all compliance activity reports prior to submission to the Regional Technical Manager. • Regularly monitor and review processes and propose improvements where necessary. • Maintain productive and cooperative working relationships within the industry through ongoing promotion, monitoring and enforcement of Safety. • Analyse the data collected from investigations and report accordingly. • Manage staff by allocating work, assessing progress, coaching/ training and motivating and managing their performance. POST: INSPECTOR CENTRE: EASTERN REGION (CAPE TOWN) REPORTING LINES : PRINCIPAL INSPECTOR Required qualifications and experience: • A minimum qualification of a National Diploma or B Degree in Engineering or a related field • A minimum of five years' experience in a railway safety background. Required Skills and Competencies: • Excellent knowledge of Regional railway operators/industry. • Sound knowledge of relevant railway legislation and government policies relating to the rail industry. • Extensive knowledge of rail safety management system and applicable audit protocols, including the independent auditing and inspection thereof. • Project Management Principles and Approaches Key Result Areas: • Conduct railway safety audits and inspections as per the regional operational plan and in line with the RSR's compliance policies and procedures. • Document all audit and inspection findings, including recommendations in line with the 's compliance policies and procedures. • Submit accurate and complete reports. • Follow through on all audit and inspection reports to ensure the appropriate and timely closure thereof. • Conduct site visits and inspections to ensure that the recommendations and/or non-compliances have been implemented by operators. • Ensure that recommendations are correctly and accurately implemented to the extent that the identified risks are adequately mitigated. • Promote railway safety compliance and awareness with all railway operators within the region POST: REGULATORY PLANNING SPECIALIST DIVISION: SAFETY MANAGEMENT CENTRE: HEAD OFFICE Required qualifications and experience: • A minimum qualification of a National Diploma or a B Degree in Engineering or a related field. • A minimum of five years' experience within the railway operations and/or operational safety management environment. Required Skills and Competencies: • In-depth knowledge of auditing principles and procedures related to compliance monitoring. • Sound knowledge of risk assessments, risk assessment principles and techniques. • Sound knowledge of railway safety legislation and standards (ISO/SABS). • In-depth knowledge of the rail industry and operators. KEY RESULT AREAS: • Act as a custodian of the RSR's regulatory tools, inclusive of the Regulator's standards and national standards. Ensure that the RSR Inspectors understand and know how to apply the standards. Facilitate the publishing and distribution of new and revised regulations, determinations and standards in line with communication procedures. Liaise with the Department of Transport for the gazetting of regulations. Act as a custodian of the SMS and RSR determination, conducting ongoing research into international best practices relating to railway safety management. Regularly review the RSR standards in line with prescribed timelines. Ensure that training interventions for specialists and inspectors are appropriately planned and executed. POST: LEGAL ADVISOR DIVISION : LEGAL SERVICES REPORTING LINE : EXECUTIVE MANAGER: LEGAL SERVICES Required qualifications and experience: • A minimum qualification of an LLB Degree or equivalent qualification in Law. • Five (5) years' post articles experience in a similar role or environment with at least three year's at a managerial Level. Knowledge and Competencies: • Knowledge of court processes. • Knowledge of risk management and risk management frameworks • In-depth knowledge of Corporate Law and relevant legislation. • Working knowledge of communication and negotiations. • In-depth knowledge of the railway industry, restructuring process. Key Results Areas • Draft legal opinions which evaluate and weigh inputs and the impact of business decisions and its legal implications. • Facilitate alternative dispute resolution of litigious matters with a high impact on the brand and reputation of the organisation. • Keep abreast of legislative changes and developments which impact on the business of the RSR and advise RSR stakeholders accordingly. • Provide expert and strategic legal advice to the Executive: Legal Services and governance structures of the organisation on complex and significant matters. • Advise the Executive: Legal Services, negotiate and draft critical legal agreements entered into on behalf of the organisation to minimise legal risk and maximize legal benefit.
