RAILWAY SAFETY REGULATOR (RSR) The Railway Safety Regulator (RSR) is a public entity established in terms of the National Railway Safety Regulator Act No.16 of 2002 (as amended) (‘Act’), to provide for safety standards and regulatory practices for the protection of persons, property and the environment, among others. QUALIFICATION, SKILLS AND EXPERIENCE: • Post graduate qualification in Engineering or railway related field at NQF 9 • 15 years relevant experience in the transport sector with specific knowledge of rail • 10 years in a strategic leadership/executive management role • Exposure working with Boards and knowledge of corporate governance • Proven experience in strategy development and execution • Knowledge of regulatory management with exposure to safety • Financial management and knowledge of the PFMA • Good understanding of risk and compliance management • Analytical and problem-solving skills • Stakeholder Management KEY RESULT AREAS: • Execute the mandate of the RSR by ensuring that the functions of the Regulator are performed in line with the Act. • Support the Board in the development of strategies and take the lead in its execution. • Ensure service delivery innovation by overseeing the consultation of clients and stakeholders on ways to improve the delivery of services. • Ensure organisational performance by observing the rules, norms, and values governing business processes and functions. • Ensure people management through leading and managing staff to ensure optimal performance of the organisation. • Exercise financial oversight by directing and ensuring the overall delivery of financial management services. • Ensure adequate management of organisational risks in line with the applicable standards. • Ensure that the functions of the Regulator are performed in line with the Act. • Report to the Board on the proper functioning of the Regulator. • Issue safety permits in accordance with the Act. • Report on the activities of the Regulator for each financial year in accordance with the PFMA and submit the report to the Board for approval. • Annually publish and distribute a plan of action for the activities of the Regulator after consultation with the Board and with the approval of the Minister.
