The Public Investment Corporation (PIC) invests funds on behalf of public sector entities including the Government Employees Pension Fund. Applications are invited from dynamic individuals for the following challenging position: SENIOR COMPLIANCE OFFICER (Regulatory Compliance) Job Grade: D3 – D5 (Ref: SCORC) Salary: All-inclusive remuneration package negotiable Division: Compliance Purpose of the role: To assist the business in managing compliance risk and providing assurance to Management, Board, and Regulators that PIC is aware of and takes steps to comply with legislation, regulations, policies, processes and best practice relevant to the PIC. Requirements: • An Honours Degree in Law, Commerce or equivalent related qualification • FSCA approval as FAIS Compliance Officer is an added advantage • At least 4 – 6 years relevant compliance experience in the Financial Sector preferably in the asset management industry and/ or unlisted investments • Registered Persons Exams (RPE) certificates for JSE Compliance Officers is an added advantage • RE1, RE 3 and RE 5 certificates or obtain within 6 months of appointment to the role Duties: • To monitor and review the PIC’s level of compliance with applicable legislations, regulations, policies, client mandates and report findings to the relevant governance structures • To develop compliance monitoring plans and review compliance risk management plans based on relevant legislative requirements; Internal Use Only • Perform tracking of progress made by business units in remediating internal control deficiencies identified and reported through the compliance review reports • To assist with performance of daily pre-and-post trade monitoring of PIC’s holdings in listed equities and collective investment schemes (CIS) funds through Charles River Investment Management System (CRIMS) and report to the relevant stakeholders such as regulators, investee companies and the market; • Maintain and monitor compliance with PIC’s FAIS license conditions, i.e. FAIS profile changes, etc • To compile and facilitate submission of statutory returns to regulators, e.g. FSCA, BBBEE Commission • Provide inputs into the development, maintenance and implementation of the compliance policies and procedures • To assist with the education of internal stakeholders on compliance requirements. • To assist in performing ad-hoc functions, as and when assigned by Management. Competencies and skills: • Audit techniques • Compliance opinions • Excellent communication skills, both verbal and written • Strong analytical skills • Strong presentation skills • Knowledge of and experience in asset classes (financial instruments) relevant to PIC • Knowledge of and experience in legislation relevant to PIC (e.g. Companies Act, FAIS Act, FICA, CISCA, Pension Fund Act (Reg 28), PFMA, Financial Markets Act, JSE Listing Requirements, FSRA, Competition Act, King IV, Properties related legislations) • Good report-writing skills • Project Management skills • Interpersonal skills • Policy development, and the ability to understand and interpret legislations. • Knowledge of and experience in Corporate Governance • Risk Management skills Internal Use Only With the PIC having topped the R2,5 trillion mark in assets under management and in the process of entering the global investment market, it is the best asset manager any serious professional would want to be associated with.
