PROPERTY PRACTITIONERS REGULATORY AUTHORITY (PPRA)
OFFICER: INVESTIGATIONS MEDIATION ADJUDICATION – HEAD OFFICE OVERALL RESPONSIBILITY: The Officer: Investigations Mediation Adjudication is responsible for conducting investigations on complaints against Property Practitioners and institute disciplinary proceedings against offending Property Practitioners where required and manage and control the Property Fidelity Fund. REQUIREMENTS: • Minimum Bachelor of Laws (LLB) degree or equivalent • An admitted Attorney • Minimum 3 years’ working experience, in a similar environment • Knowledge and experience in mediations, investigation and adjudication • Good knowledge and understanding of the Property Practitioners Act, 22 of 2019 and the Estate Agency Affairs Act 112/1976 • A working knowledge and understanding of the legislation governing the Real Estate sector and Framework skills development • Good background knowledge and understanding of government policy and legal compliance issues in the Public sector. KEY RESPONSIBILITIES: • Review and accurately categorise complaints from the Public and the Property Practitioners • Investigate and consider complaints from the Public and Property Practitioners • Ensure submitted complaints are completed within set turnaround times • Mediate and adjudicate complaints from the Pubic and Property Practitioners • Establish disciplinary proceedings required for the respective complaints • Conduct disciplinary meetings and prosecute before disciplinary committee • Prepare detailed factual findings reports on investigations, mediation and adjudication • Compile and manage legal correspondence and required reports. REMUNERATION: Market related remuneration will be negotiated with the successful candidate CHIEF AUDIT AND RISK OFFICER – HEAD OFFICE OVERALL RESPONSIBILITY: The Chief Audit and Risk Officer contributes to PPRA’s strategic objectives through the provision of oversight and leadership for the management of internal audit and risk management in the organization. The incumbent is also responsible for ensuring the implementation of internal audit strategies and methodologies for the PPRA. REQUIREMENTS: • Masters Degree in Risk Management or equivalent NQF level 9 • 10 years’ working experience, at least 3 of which must be at senior management level • Extensive knowledge of King IV and all relevant governance statutes and policies • Knowledge of legislation applicable to PPRA, FICA and NQF • Sound understanding of the industry and business environment • Sound understanding of compliance and risk management methodologies • Sound understanding of business procedures, rules and processes • Financial Management, strategic leadership and planning, corporate governance, stakeholder and people management • Resilience, emotional intelligence • Accountability, commitment and ethical conduct • Analytical, task and deadline orientated. KEY RESPONSIBILITIES: • Manage and deliver a strategic direction to the operations division and ensure that they deliver uniformly in terms of the performance expectations for each department and section • Contribute to the development of the PPRA Strategic Plan and Annual Performance Plan and provide input based on a review of Risk and Compliance related issues, trends and best practice in the market • Oversee the development and implementation of operational plans of all risk and compliance units • Identification, assessment and monitoring of strategic and operational risks of the organisation • Identify stakeholders, collaborators and business partners, synergistic to projects and programmes, to support the execution of the Risk and Compliance’s strategy • Oversee the internal audit function. CLAIMS OFFICER HEAD OFFICE OVERALL RESPONSIBILITY: The Claims Officer is responsible for receiving, investigating and facilitating the consideration of claims lodged against the Fidelity Fund in order to reduce fraudulent claims against the fund and assist in recovery claim ratios. REQUIREMENTS: • Bachelor of Laws (LLB) degree • Admission as attorney or advocate would be an advantage • Minimum 3 years’ working experience, in a similar environment • A working knowledge and understanding of the legislation governing real estate • Knowledge of Fidelity Fund governance and its ambit for the property sector • Good knowledge of principles of South African civil and insurance law • Good background knowledge and understanding of property law and the property industry • Understanding of the PPRA policies and procedures • Knowledge of Claims investigation and assessment • Legal report writing and case presentation • Research, presentation, facilitation and organizational skills. KEY RESPONSIBILITIES: • Implement effective and efficient claims administration and processes for PPRA • Retrieve complaints documentation from IT systems • Assess the nature of the claim for compliance with legislative and legal requirements • Investigate claims and ensure probity of evidence furnished • Liaise with claimants to assist them to prove their claim against the Fidelity Fund • Comply with all claims policies and procedures • Engage with the claimants with updates, progress investigation and outcome • Liaise with South African Police Services, Court officials, Government agencies and banks to obtain information pertaining to claims under investigation, where necessary • Present claims for consideration and adjudication to relevant persons / committees • Prepare approved claims for submission to finance for processing • Prepare claims and statistical reports. IT BUSINESS ANALYST – HEAD OFFICE OVERALL RESPONSIBILITY: The incumbent is expected to work and liaise with the PPRA’s stakeholders and IT users to elicit and analyze their requirements for changes, business processes, policies and information systems. The role is expected to haver an understanding of business problems and opportunities in the context of requirements and recommend solutions that will enable the Authority to achieve its strategic goals. REQUIREMENTS: • Minimum Bachelor’s Degree in Information Technology (NQF 7) or equivalent • Minimum 5 years’ of working experience as a business analyst compiling specifications and documents (URS, BRS, FRS, business cases, process analysis, process flow diagrams, procedures, use cases, test cases, use manuals etc.) • Business Analyst certification (BABOK will be advantageous) • Excellent understanding of available IT training programmes and systems • A fair understanding of PPRA policies and procedures relating to ICT • Research, presentation, facilitation and organisational skills • Stakeholder and results orientated. KEY RESPONSIBILITIES: • Develop business cases and create detailed documentation, including workflow, program functions, and steps required to develop an application system • Analyze the PPRA’s business unit’s activities and trends and compare analyses against the service standards and best practice • Research and recommend innovative solutions to address operational and strategic objectives • Maximize opportunities to use information and technology to improve strategic objectives delivery • Develop business, functional and user specifications for specified applications • Development of test cases and conduct user testing • Develop policies, configuration documents, and standard operating procedures • Conduct and Implement quality assurance practices and procedures • Conduct training. IT SECURITY OFFICER – HEAD OFFICE OVERALL RESPONSIBILITY: The Information Security Officer is responsible for planning, coordination, and implementation of the PPRA’s information security processes. The incumbent will also be responsible for ensuring the confidentiality, integrity, and availability of PPRA’s assets, information, data and IT Services. REQUIREMENTS: • 3 years National Diploma in Information Technology (NQF 6) or equivalent • Information Security Certification such as (Security+, CISSP, CISM, SSCP, CASP+) • Minimum 3 years working experience in IT Security • Experience working with IT Security tools • Working knowledge of legislation affecting the organisation • Knowledge of Hacking, Viruses, worms, overloading of servers, 'Phishing'; hijacking, abuse of permissions by authorized system users • Knowledge of national and international network security standards. KEY RESPONSIBILITIES: • Implement security controls that support the Information Security Policy and eliminate risks associated with access to services, information and systems • Conduct classification, registration and licensing of Networks, applications, computers etc. • Maintain the security of information held or conveyed by computers and networks • Facilitate communication and awareness training for all IT users of PPRA • Proactively improve security controls and security risk management • Implement an IT security risk management plan and frameworks for the organisation • Implement IT security governance strategy and associated frameworks for the organisation • Facilitate suppliers and contracts in respect of access to systems and services, in conjunction with the Supplier Management function • Process and prevent all security breaches and incidents • Provide security aspects that are integrated into all other IT security management processes. IT TECHNICIAN – HEAD OFFICE OVERALL RESPONSIBILITY: The role is responsible for installing, configuring and supporting software, hardware and network infrastructure. The role will also be responsible for supporting the organisation’s IT applications. REQUIREMENTS: • Certificate in Computer, Networking Engineering • Possession of an A+ and/or N+ would be advantageous • Minimum 5-years of IT experience • Working knowledge of SAP as a financial and business software application in order to drive strategy and roll-out of the system • Office 365, Microsoft Exchange and Microsoft Active Directory and Mimecast administration are a requirement • Hardware and software support and maintenance • LAN and WAN experience • SAP system administration. Understanding PPRA business environment. KEY RESPONSIBILITIES: • Support and maintenance of the Operating system, O365, and MS active directory • Support and maintenance of software and hardware • Support and maintenance of network infrastructure • SAP system administration. MANAGER: ICT GOVERNANCE, SECURITY, RISK AND COMPLIANCE – HEAD OFFICE OVERALL RESPONSIBILITY: The Manager: ICT Governance, Security, Risk and Compliance is responsible for developing frameworks, strategies, policies, standards and procedures for the creation and maintenance of users on PPRA ICT system. The incumbent is responsible for developing and ensuring compliance with set requirements for performing transactions on PPRA systems, ensuring implementation of a framework for handling requests for access to PPRA information, and ensuring that the organisation’s policies, processes, practices and technologies proactively protect, shield and defend the organisation from Cyber threats and Risk, and prevent the authorised users’ of information systems from performing unauthorised activities. REQUIREMENTS: • Bachelors’ Degree in Information Technology (NQF 7) or equivalent • Valid COBIT 5 or COBIT 2019 or CGEIT Certification and CISM or CISSP Certification and a relevant Graduate degree • CISA, ISO 27001 certifications would be advantageous • Minimum 5 years of working experience In IT Security and IT Governance, 3 of which must be at the supervisory level • Knowledge and understanding of ISO processes, IT Governance, Security Management and Corporate governance principles • Policy conceptualisation and implementation • Proven experience in IT planning, Governance, organisation and development • Experience with systems design and development from business requirements analysis through to disaster recovery plans to day-to-day management • Excellent understanding of project management principles and solid understanding of data analysis, budgeting and business operations • Superior analytical and problem-solving capabilities. KEY RESPONSIBILITIES: • To manage the ICT Governance and Security within the Information Technology service, ensuring that set performance expectations are met • To maintain and build relationships with all stakeholders and service providers to ensure service level requirements are met • To manage the development and implementation of ICT Governance and Security policies, processes and procedures • To perform risk and compliance service for PPRA’s IT Systems and Infrastructure • To perform awareness on Cyber Security and IT Governance • To perform relevant people management functions within the allocated section and annual departmental budget. MARKETING AND COMMUNICATIONS MANAGER – HEAD OFFICE OVERALL RESPONSIBILITY: The Manager: Marketing and Communications is responsible for managing the implementation of marketing and communication processes, plans and strategies within PPRA to increase brand awareness and recognition of the organization, including engaging all employees and ensuring information sharing across the whole organization. REQUIREMENTS: • Bachelor’s degree in Marketing and Communications (NQF 7) or equivalent • Minimum 6 years’ experience in a similar environment (3 years of which must be at a supervisory level) • Knowledgeable about Marketing and Communication tools • Good background knowledge and understanding of government policy and legal compliance issues in the public sector • Understanding of the PPRA policies and procedures relating to strategy development and implementation • Knowledge of current trends, research, presentation, facilitating, organizational skills and People Management. KEY RESPONSIBILITIES: • Manage the Marketing and Communications unit within the Corporate Support Services Department ensuring that set performance expectations are met • Contribute to the development of operational plans for the unit • Develop and implement an internal and external communication plan • Develop marketing and branding strategies, initiatives and campaigns • Develop, manage the implementation of stakeholder relations strategy and plans • Manage the communication flow between internal and external providers • Manage PPRA internal and external communication platforms • Manage the conceptualization of advertising material and facilitate appropriate placement of advertisements • Ensure the development and implementation of a corporate identify manual and guidelines • Develop and review policies and processes. OFFICER: RISK AND COMPLIANCE – HEAD OFFICE OVERALL RESPONSIBILITY: The Officer: Risk and Compliance is responsible for the maintenance and execution of a comprehensive process to facilitate the identification, assessment and monitoring of risks that may impact on PPRA’s overall performance. The role is also responsible for the profiling of risks for the entire Authority and to register identified risks into the risk register. REQUIREMENTS: • Minimum National Diploma (NQF 6) or equivalent qualification majoring in internal or risk management • Minimum 2 years’ working experience in a similar environment • Knowledge of risk management and controls frameworks • Knowledge of PFMA and National Treasury Regulations • Sound understanding of compliance and risk management methodologies • Sound understanding of business procedures, rules and processes • Excellent written, verbal and presentation skills • Understanding of PPRA policies and procedures. KEY RESPONSIBILITIES: • Contribute to the development of operational plans in the unit • Conduct project administration, record keeping and produce project related reports • Operational planning and management of audit projects and preparation of quality audit program • Contribute to the development of Internal Audit strategic and operational plans • Prepare draft reviews for Internal Audit charter annually or when it is required • Implementation and maintenance of the PPRA’s risk management framework and procedures to mitigate potential risks and coordinate risk assessment project • Identify issues and problems within allocated area and make recommendations to implement changes • Deliver optimal customer service to customers that adds value to the business. EXECUTIVE PA – HEAD OFFICE – PERMANENT OVERALL RESPONSIBILITY: The Executive PA is responsible for providing administration assistance and support to the Executive. The main focus of the incumbent in this role is to manage, support and assist the Executive with diary management, office management and co-ordination as well as the execution of various administrative functions such as gathering information and compiling reports. REQUIREMENTS: • A relevant post Grade 12 Secretarial qualification • Minimum of 2 years’ working experience in a similar environment • Understanding of administration/administrative processes and procedures • Good background knowledge and understanding of Government policy and legal compliance issues in the Public Sector • Fair understanding of the operations of the PPRA • Computer literacy - MS Office (Word, Excel, PowerPoint, Outlook and Internet Explorer) at an advanced level • Verbal and written communication • Interpersonal, customer facing and organisational skills • Quality focus, high accuracy, and attention to detail • Creativity and innovation • Values and integrity Commitment and results orientation • Provide information using judgement, knowledge and sound interpretation to ensure proper handling of confidential and sensitive matters. KEY RESPONSIBILITIES: • Manage and control the diary and office of the Executive • Communicate daily with the Executive to discuss meeting requests, upcoming engagements, invitations and other requests • Prepare draft responses on correspondence and queries from internal and external parties, including draft Executive summaries • Receive, check and collate all reports submitted to the Executive • Schedule meetings on behalf of the Executive and his direct reports, committees and groups to which he is a member • Compile presentations and reports based on instructions from the Executive • Take, compile, and type minutes and agendas • To provide efficient logistical functions • Review documents to be approved by the Executive • Regularly engage with internal clients to understand their requirement and thereby adding value • Identify issues and problems within allocated area and make recommendations to implement changes as and when required. PROPERTY SECTOR RESEARCH MANAGER – HEAD OFFICE OVERALL RESPONSIBILITY: The Manager: Property Sector Research is responsible for integrating the Research needs into a systematic programme and ensuring that research is conducted to identify predetermined areas of Transformation in the property sector. REQUIREMENTS: • Minimum Bachelors’ Degree in Research studies (NQF 7) or equivalent • Minimum 4 years’ relevant working experience, 3 of which must be at supervisory level • Project Management experience • A proven track record within a broad business area with specific exposure to research • A working knowledge and understanding of the legislation governing the real estate sector • Good background knowledge and understanding of government policy and legal compliance issues in the public sector • Knowledge of current trends, research methods and practice • Knowledgeable about educational regulations and standards • Understanding of the PPRA policies and procedures relating to training and education and excellent understanding of available education and training programmes and systems • Research, presentation, facilitating and organizational skills • Resilience and emotional intelligence. KEY RESPONSIBILITIES: • Manage the Property Sector Research unit • Build and maintain relationships with all stakeholders and service providers to ensure service level requirements are met • Ensure that the research agenda receives the required priority • Conduct quality research, analyze data (qualitative and quantitative research), interpret and report research findings and recommendations • Ensure the provision of information that analyses and provides new insights on developments within the sector • Develop a PPRA research quality management system and continuously review the quality management system • Develop PPRA consumer awareness campaigns and ensure proper implementation thereof • Establish knowledge management base for the PPRA • Develop and ensure implementation of knowledge management infrastructure, policies and procedures for PPRA • Ensure that the Property Sector Research unit serves as the center for distribution and safeguarding of information and knowledge. SUPERVISOR: EMPLOYMENT CREATION AND RETENTION (One Learner, One Property Practitioner) – Head Office OVERALL RESPONSIBILITY: The role is responsible for employment creation and retention particularly for the placement of intern Property Practitioners in the service of and management by registered Property Practitioners. REQUIREMENTS: • Minimum National Diploma (NQF 6) or equivalent • Bachelor's degree would be of an advantage • Minimum 2 years’ working experience in a similar environment • A working knowledge and understanding of the legislation governing the real estate sector • Good background knowledge and understanding of Government policy and legal compliance issues in the public sector • Understanding of the PPRA policies and procedures relating strategy development • Research, presentation, facilitation, organizational and people management skills. KEY RESPONSIBILITIES: • Identify transformation initiatives from the transformation agenda and implement • Implement employment creation and retention programmes • Develop and compile internships specifications • Prepare advertisements and notices for One Learner, One Property Practitioner programmes • Conduct project administration, record keeping and produce project related reports • Monitor and evaluate the sector performance on the implemented transformation initiatives • Contribute to the development and management of operational plans in the unit • Maintain and build relationships with all stakeholders and service providers to ensure service level requirements are met.
