OVERBERG WATER CHIEF FINANCIAL OFFICER (CFO) The Overberg Water Board is a water board established in terms of section 28 of Water Services Act, (No 108 of 1997) and is classified as Government Business Enterprise as per Schedule 3B of the Public Finance Management Act (No. 1 of 1999) as amended.
Operating as a member of the Executive Committee, reporting directly to the Chief Executive Officer and based at Head Office in Somerset West, Cape Town the successful candidate will be required to lead and manage the following functions: The incumbent will direct, oversee, lead, guide and efficiently manage the Supply Chain Management (Procurement) and Finance Business Unit to achieve the Entity’s Corporate Objectives. The role includes the following: • Provide strategic planning, revenue management and guidance for financial sustainability of the entity. • Provide the accounting practices and policies of the entity in compliance with, general recognized accounting practice, standards and applicable laws and regulations. • Facilitate and lead the development of annual budgets, costing systems and tariff modelling. • Prescribe systems and procedures to be followed in the compilation, reporting and storage of accounting information. • Facilitate the design and implementation of appropriate financial risk management controls, internal controls and accounting systems and procedures. • Develop and administer capital, operating budgets, financial statements; project financial management, and investments. • Develop regular financial reports in any prescribed financial format and template as determined by the Chief Executive Officer from time to time. • Monitor financial performance and provide meaningful analysis to support business decisions. • Ensure the management of assets of the entity. • Provide leadership and management of Supply Chain and its activities. • Mobilise financial resources for the funding of the entity. • Provide regular financial, procurement and investment advice to the Chief Executive and Management. Qualifications and Experience: Postgraduate qualification or NQF 8 in accounting preferably at the NQF 9 level. An MBA or relevant management degree will be an added advantage. Professional Registration as a Chartered Accountant with SAICA and/ or any South African recognized professional body is required for further consideration purposes. 10 years relevant work experience of which 05 years should be at senior management role in the similar function. Competencies and attributes: Extensive knowledge on financial management including financial statements preparation, auditing, procurement, change management, project & programme management, strategic management, peoples management, and financial management including financial statements preparation• must have experience of working in a public entity / public sector environment • Working knowledge and experience with both internal and external auditing / Excellent negotiation skills, report writing, presentation and mathematical skills. • Excellent interpersonal and communication skills at all levels• strong team leadership • commercially astute and sound business acumen • good planning & organizing skills • sound problem solving & analytical skills • sound working knowledge of the PFMA, applicable legislation and regulations • computer literacy with specific reference to accounting systems. In addition to the above, the candidate must be in possession of a valid driver’s licence.
