The OR Tambo District Municipality requires the services of suitable qualified persons to fill the following positions: 1. DIRECTOR: COMMUNITY SERVICES (Ref. No.: HR/10/03/23/01) THE POSITION IS PERMANENT IN LINE WITH: • LOCAL GOVERNMENT MUNICIPAL SYSTEMS ACT 3 OF 2022, GAZZETTE NO. 46740 OF 17 AUGUST 2022 AS AMENDED • GOVERNMENT GAZETTE 47538 OF 18 NOVEMBER 2022 Minimum: R 1,070,906 - Midpoint: R 1,259,888 - Maximum: R 1,448,871 (offer of remuneration will be determined in line with the guidelines as set out in Notice 657 published in the Government Gazette No. 43122, 20 March 2020) for Category 5 Municipality. Position to be based in Mthatha HIGHER EDUCATION QUALIFICATION: Bachelor Degree in Social Sciences/Public Administration/Law; or equivalent. YEARS OF EXPERIENCE: 05 years TYPE OF EXPERIENCE: Experience at middle management level and have proven successful institutional transformation within public or private sector. KNOWLEDGE: Good knowledge and understanding of relevant policy and legislation; Good knowledge and understanding of institutional governance systems and performance management. Understanding of council operations and delegation of powers, as well as health service management, cemetery management, public safety; and parks and recreation management. ADDED ADVANTAGE: Registration with the South African Council for Social Service Professionals (SACSSP), or similar recognized relevant professional body. COMPETENCIES: • Critical thinking and attention to details; • Ethical, integral and professional; • Negotiation, conflict resolution and troubleshooting; • Governance and Risk Management; • Policy conceptualization and formulation; • Institutional financial performance management and accountability; • Strategic financial management and budget guidance. OTHER KEY REQUIREMENTS: • Qualification and SA citizenship checks will be done on all short-listed; • Security vetting will be conducted; • Competency assessments will be done. DIRECTOR: RURAL ECONOMIC DEVELOPMENT AND PLANNING (Ref. No.: HR/10/03/23/02) THE POSITION IS PERMANENT IN LINE WITH: • LOCAL GOVERNMENT MUNICIPAL SYSTEMS ACT 3 OF 2022, GAZZETTE NO. 46740 OF 17 AUGUST 2022 AS AMENDED • GOVERNMENT GAZETTE 47538 OF 18 NOVEMBER 2022 Total Remuneration Package Per Annum (all inclusive) Minimum: R 1,070,906 - Midpoint: R 1,259,888 - Maximum: R 1,448,871 (offer of remuneration will be determined in line with the guidelines as set out in Notice 657 published in the Government Gazette No. 43122, 20 March 2020) for Category 5 Municipality. Good knowledge of performance management system. Good governance. Good knowledge of Supply Chain Management Regulations and Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000). Good knowledge of geographical information systems. Knowledge of spatial town planning and development planning. ADDED ADVANTAGE: Project Management certificate or Diploma. Registration as a Professional Planner in accordance with the Planning Professions Act, 2002 (Act no. 36 of 2002).
