INTERNAL AND EXTERNAL ADVERTISMENT VACANCY: SENIOR SUPPLY CHAIN MANAGER The Office of the Ombud for Financial Services Providers (FAIS Ombud), is established in terms of the Financial Advisory and Intermediary Services Act, 37 of 2002 (the FAIS Act). Its objective is to consider and dispose of complaints in a procedurally fair, informal, economical and expeditious manner and by reference to what is equitable in all circumstances. The FAIS Ombud seeks to appoint the following: Senior Supply Chain Manager to provide support and effective functioning in the office of the Ombud in the successful execution of the FAIS Ombud Strategic Supply Chain objectives. Key Responsibilities: • Design and implementation of Supply Chain Management (SCM) and Asset Management strategies and procedures and policies in the department; • Design and implementation of SCM and Asset Management policies; • Overseeing of the SCM processes from planning to supply management; • Overseeing of the Executing the procurement plan; • Overseeing all SCM reports to the various stakeholders (internal and external); • Contract Management; • Compilation of Asset Management Reports; • Management of Asset Disposal processes; • Management of human resources in the unit including performance assessment of the official in the department; • Provide training to staff on new developments; • Management of risk within the department; • Ensure compliances to SCM prescript, processes and procedures; • Direct the activities of the Supply Chain Management department; • Update the institutional Asset Register and ensure compliances to Asset Management Policies and directives; • Compile monthly reports to management regarding asset movement, acquisitions and losses; • Facilitate auction or re-allocation of redundant assets; • Other duties that may be assigned from time to time. Qualifications and Experience: • An Honours Degree in Finance, Accounting, Supply Chain Management or similar; • MCIPS registered; • 5 – 7 years working experience in the area of Supply Chain Management; with extensive knowledge and experience in Asset Management, Public Finance Management Act, National Treasury Regulations, BBBEE, PPPFA and procurement policies and procedures; • Proven supervisory and managerial experience; • Experience in acquisition of goods and services; • Demand and contract management. Candidate must have: • A high level of proficiency in computer skills (Knowledge and application of MS Office (Word and Excel) is required; • Be in a possession of a driver’s license. In order to discharge its mandate, the FAIS Ombud seeks to appoint a Legal Assistant who will, inter alia, be required to: • Provide administrative and logistical support to the Adjudication Department; • Maintain an effective and efficient administrative support system for the Adjudication Department; • Follow up on ongoing complaints, applications for reconsideration in terms of Section 213 of the FSR Act in the Financial Services Tribunal and proceedings in the Superior Courts until final resolution; • Manage the receipt of Section 213 (FSR Act) applications to the Tribunal and review applications to the High Court as well as responses due to both the Tribunal and the High Court in respect thereof within the prescribed timeframes; • Maintain the litigation report, outlining various matters in respect of which the Office is engaged in ongoing litigation; • Manage the CRM system for the incumbents in the Adjudication Department including the closure of complaints and uploading documents; • Receipt of pleadings, preparing notes to the line manager and Ombud regarding received pleadings and noting dies applicable to all litigation matters; • Providing overall performance monitoring and analysis support to the Adjudication Department, by facilitating the submission of quarterly performance reports and supporting evidence and verifying submitted evidence against reported progress for reliability, relevance and accuracy; • Manage all dedicated tasks within the allocated timeframes; • Set up meetings to manage matters attended to by the Assistant Ombuds; • Generate reference tools for easy use by the Office; • Prepare and format legal and management reports; • Maintain and update databases and tracking systems; • Various other duties as may be determined from time to time by the FAIS Ombud. Minimum requirements for the position: • Grade 12/Matric; • Diploma in Law (NQF 5A); • At least 2 years job specific experience; • Ability to conduct legal research and analysis; • Ability to maintain an effective and efficient administrative support system; • Sound knowledge and understanding of legal concepts; • Awareness of financial services and alternative dispute resolution mechanisms; and • The ability to communicate in two or more official languages will be an advantage. In order to discharge its mandate, the FAIS Ombud seeks to appoint an Assistant Ombud who will be, inter alia, responsible for: • Analysing complex problems, drawing correct conclusions and establishing a clear and focused direction in the resolution of a complaint; • Ability to extract the essence of a complaint; • Facilitating the resolution of complaints through mediation and conciliation; • Drafting recommendations and/or determinations to resolve complaints; • Ability to draft other legal documents such as affidavits, pleadings and subpoenas in accordance with legal requirements; • Providing initiatives for the complaints handling processes in terms of the relevant pieces of legislation; • Assist the Ombud with policy development, public relations, staff management; • Making recommendations on how to improve the effectiveness, efficiency, and delivery of services relevant to the mandate of the FAIS Ombud, using technology and technical methods and methodologies; • Drafting information circulars following the issuing of determinations, for circulation, awareness and education purposes; • Compiling manuals and industry practice notes on product improvements; • Participating case law and providing legal opinions; • Liaising directly with the Tribunal in relation to matters before the Tribunal for reconsideration from the FAIS Ombud; • Representing the Office at various forums; and • Various other duties as may be determined from time to time by the FAIS Ombud. The ideal candidate must have: • LLB or BProc Degree; • Admission as an Attorney or Advocate; • A minimum of 8 years’ post admission experience; • Extensive knowledge and understanding of the financial services regulatory environment; • A minimum of 5 years’ experience in the financial services industry; • Extensive experience in legal drafting; • The ability to conduct an impact analysis of any impending regulatory challenges and advise on changes required to adapt to any such changes in legislation; • Sound report writing skills; and • Ability to communicate in two or more official languages will be an advantage.
