DIVISIONAL MANAGER: BUDGET AND EXPENDITURE UNIT: FINANCE WORK STATION: Nkangala District Municipality Office Middelburg SALARY: R591 936.00 – R606 786.00 p.a. (Plus Contribution to Medical Aid, Pension Fund, Group Life, Housing, Cell Phone and Travelling Allowance of 650km per month). TERM OF OFFICE: Permanent Level: 3/9 QUALIFICATION REQUIREMENTS: Grade 12. A relevant 3-year tertiary qualification, preferably a National Diploma or B. Com with Financial Accounting as at major subject. Computer Literacy: MS Office. Valid Driver’s License. Possession of an MFM Certificate on Minimum Competency Regulations for Financial Officials will be an added advantage. EXPERIENCE REQUIREMENTS: 5-8 years’ relevant experience, of which 02 years must be at a supervisory level. Sound knowledge of technical and financial accounting Sound knowledge of Local Government Legislation and Regulations. DUTIES: Advising/assisting the Chief Financial Officer and other General Managers on budget and financial planning strategies. Responsible for preparing and consolidation of draft, final and adjustment budget. Responsible of monthly, quarterly and mid-year in-year reporting. Ensuring effective control and management of the Council’s expenditure (staff, creditors and service providers). Carrying out of decision from Top management and the political structures applicable to the section Budget office. Monitor consolidated cash flow performance reports on each project and on regional programme collectively. Approval of expenditure (signing of cheques and approval of electronic payments) in terms of delegated authority. Informing all managers and heads of department of budget deviations and overspent votes. Reporting to the Manager Finance any shortfalls in budgeted revenue, overspending of budget votes. Assisting the Accounting officer in the implementing of the approved budget and taking all reasonable steps to ensure revenue and expenditure are properly maintained. Coordinating and administering the annual multi-year budget process. Adjust the revenue and expenditure estimates downwards if there is material under collection of revenue during the year. (STIPEND) TERM OF OFFICE: Fixed term contract – 3 years’ Level: N/A QUALIFICATION REQUIREMENTS: Grade 12. Basic Ambulance Training Course (BAA). Fire Fighter 1 and 2. Hazmat Operations and Awareness. Hazmat Awareness and Operations. Valid Registration with the Health Professional Council South Africa (HPCSA), and, Valid Code EC driver’s license. EXPERIENCE REQUIREMENTS: NONE DUTIES: Respond to incidents to render emergency and other relevant services. Perform watch room duties. Complete registers and take corrective actions. TERM OF OFFICE: Permanent Level: 9/9 QUALIFICATION REQUIREMENTS: Grade 12. Valid Registration with the Health Professional Council South Africa (HPCSA). Fire Fighter 1 and 2. Hazmat Operations and Awareness. Basic Ambulance Training Course (BAA). Further Education & Training Certificate in Fire and Rescue operations. Pump Operator / Aerial Appliance qualification. Fire Prevention course. Fire Investigation. Fire Service Instructor 1. High Angle Rescue 1. Higher Certificate in Fire Technology (fire services); and Code EC driver’s license with PrDP. Medical Test NFPA 1582, and No Criminal Record. Computer Literacy: MS Office. EXPERIENCE REQUIREMENTS: Four (4) years operational experience of which two (2) years must be at Fire Fighter Level II. DUTIES: Provide supervisory functions to members/team assigned. Drive and operate equipment and related apparatus when responding to alarms and conduct mitigation activities as directed. Assists in the suppression of fires, including rescue, advancing lines, entry, ventilation and salvage work, extrication and emergency medical care of victims. Conduct maintenance and statutory inspections on emergency and life support equipment, inspection for gas leaks, secure vehicle accidents, and inspection of chimneys at assigned facilities. Participates in continuing training and instruction programmes by individual study of technical material and attendance at scheduled drills and classes. Perform related tasks and any other duties that may be assigned from time to time. Linked to the term of Office of the current Executive Mayor Level: 5/9 QUALIFICATION REQUIREMENTS: NQF 3: Intermediate Certificate. Valid Driver’s License Advanced/ Defensive Driving Certificate Use of Firearm/ Control Certificate Computer Literacy (MS Word, Excel, and Power Point) and typing skills. VIP Protection/ and or Bodyguard Training will serve as an added advantage. EXPERIENCE REQUIREMENTS: The candidate must have a minimum of 1 – 3 years’ work experience. DUTIES: Provide driving/ chauffeuring/Protection to the Executive Mayor in the discharge of his official duties. Always ensure fitness and maintenance of the vehicle of the Executive Mayor or including washing and cleaning. Report damage and/ or vehicle defects to the Office of the Executive Mayor. Maintain a proper record of trips undertaken by the Executive Mayor. Always obtain trip authorization from the Office of the Municipal Manager for the trips being undertaken.
