MANAGER: TRAFFIC AND COMMUNITY SERVICES TASK GRADE 14 OF A CATEGORY 3 LOCAL MUNICIPALITY (SALARY SCALE: R 467 388 – R 606 705 p.a) SUBJECT TO JOB EVALUATION. Applications are invited from persons who consider themselves suitably qualified for the abovementioned position on Task Grade 14 of a Category 3 Local Municipality. ESSENTIAL QUALIFICATION/REQUIREMENTS AND COMPETENCIES: • Grade 12 plus National Traffic Diploma/Policing National Diploma with a minimum experience of 3 - 5 years in management position. • Must be eligible to qualify as a Peace officer and have no criminal record. • Must be eligible to obtain a firearm competency. • Must have extensive knowledge of law enforcement policies – issuing of fines to successful prosecution. • Knowledge of applicable legislation i.e., Criminal Procedure Act. • Be available to work after normal working hours. • Have a valid category EB driver’s licence. • Must be computer literate, have good inter-personal and communication skills, be able to work under pressure and in all weather conditions DUTIES AND RESPONSIBILITIES: • Be responsible for the management and coordination of municipal traffic service functions – Law enforcement traffic transgression and municipal by-laws • Communicating with the supervisor on specific Key Performance Areas (Traffic Services) and/ or statutory requirements encapsulated in applicable legislation with a view to aligning functions and service delivery objectives against the capacity and capability of the Section. • Implement strict control measures when it relates to handling of money and ensure regular banking occurs • Analysing and reporting to the immediate superior the adequacy of coverage against loss and/ or damage arising out of accidents/incidents and negligence to departmental assets facilities, plant and equipment. • Defining/ adjusting the role boundaries, workflow process and job design against laid down service delivery requirements and statutory financial regulations referring to good and accountable financial management and governance. Conduct research and inspection – come with intervention initiatives in addressing the expansion of traffic demands in line with the IDP of the Municipality • Formulates, implements procedures, systems and controls to regulate specific work sequences and general practices/ processes as dictated to in Council policies and relevant Legislation and By-Laws. • Administering road accidents, road safety unit and supporting emergency and rescue personnel during major disasters • Conducting appraisals to measure performance against agreed objectivities, counselling and consulting with personnel on developmental goals, career path and short term targets and standards • Monitoring the adequacy of current training intervention through the evaluation competency demonstrated in workplace application and prepares assessment and progress reports for inclusion into the consolidated Skills Development Plan. • Develop short, medium and long-term traffic law enforcement strategies • Participating in various statutory meetings (Committees, Council, internal and external forums) and provides comments/ opinions. • Formulate and implement Policies relating to Traffic Services. • Prepare operational planning for Law Enforcement, MVRA, DLTC and Technical Services duties and ensure compliance at MVRA and DLTC's • Convene law enforcement workshops for communities and compile relevant data base (statistics) • Monthly/weekly/daily reporting procedures, where relevant To apply, please send your C.V, certified copies of qualifications, ID document, driver’s license and covering letter (including details of at least 3 contactable references) to the *Human Resource Unit*, Ndlambe Municipality, P.O.
