NDLAMBE LOCAL MUNICIPALITY DIRECTOR: CORPORATE SERVICES (MINIMUM R 894 447 MIDPOINT R1022 226 MAXIMUM R 1133 463) (5 YEARS FIXED-TERM PERFORMANCE CONTRACT) as determined by the relevant Government Notice (25 March 2020) on Upper Limits of Total Remuneration Packages payable to Municipal Managers and Managers directly accountable to Municipal Managers, or as amended at the time of appointment. Negotiations with the preferred candidate outside the Upper Limits amount applicable are subject to the Minister’s (COGTA) approval. The appointment will be made in compliance with the provisions of the Local Government: Municipal Systems Act, 200 (Act No. 32 of 2000). The successful candidate will sign a 5 years’ performance-based agreement and employment contract. REQUIREMENTS: • A bachelor’s degree in Public Administration / Management Sciences / Labour Law or equivalent. • Minimum of Five (5) years’ experience at senior and middle management level, of which at least 2 years must be at senior management level in Local Government. • Have proven successful management experience in Human Resources and Administration. • Excellent facilitation and communication skills. • Proof of completion of the minimum competency levels as prescribed by Government Gazette No 29967 of 15 June 2007 and Government Notice No 91 of 3 February 2017 as promulgated in Government Gazette No. 40593 • A valid Code B/8 driver’s license. KNOWLEDGE • Good knowledge and understanding of relevant policies and legislations applicable to Local Government. • Good knowledge and understanding of institutional governance systems. • Good knowledge of Corporate Support Services, including Human Capital, Industrial Relations, Council Support Services, Communications and Customer Care Management. • Good knowledge of Supply Chain Management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000) • Good Governance. • Knowledge of coordination and oversight of all specialized support functions • Knowledge of local government environment, excellent negotiating skills at all levels of local government; and • Good skills in conflict resolution, problem-solving, and the ability to be decisive. CORE FUNCTIONS: Human Resources Management; Customer Relations Management; Records and Document Management; Council Support and Committee Secretariat Services; and Library Services and Corporate support to other departments. KEY RESPONSIBILITIES: The position operates at a strategic level to provide strategic support to all of the business functions within the Municipality with the main areas being: • Managing and controlling various line functions within the Directorate, such as Human Resources Management, Executive Support, Corporate Strategy, and General Administration. • Staff control and discipline. • Promoting sound labour relations, organizational development, change management and transformation. • Fulfilling all the legislative requirements of the directorate as prescribed in the Constitution of the Republic of South Africa and all the different legislations applicable to the Local Authority. • Assist the Speaker of Council on the welfare of Councillors, Ward Committee members. • Responsible for budgeting and expenditure monitoring of the Directorate. • Responsible for staff development, recruitment, dispute resolution, employment equity. • Management of access to information in accordance with PAIA and Archives legislations applicable. • Responsible for the Municipal amenities of Ndlambe Municipality. • Responsible for the effective and efficient functioning of the Library Services in collaboration with the Department of Sports, Recreation, Arts and Culture. • Manage the Directorate in a manner that adequately serves its purpose of being a support service to the core service delivery department in particular, and the municipality in general and • Exercising any other functions allocated by the Municipal Council or the Accounting Officer. REQUIREMENTS: • A, B Com Degree or equivalent in Financial Management and/or Accounting and applicants with a proven track record who have equivalent qualifications and extensive experience of not less than 10 years in the field will be considered. • Minimum of Five (5) years’ experience at senior and middle management level, of which at least 2 years must be at senior management level in Local Government • Membership in a professional body i.e., Chartered Institute of Government Finance & Risk Officers (CIGFARO) will be an added advantage • Proof of completion of the minimum competency levels as prescribed by Government Gazette No 29967 of 15 June 2007 and Government Notice No 91 of 3 February 2017 as promulgated in Government Gazette No. 40593 • A valid Code B/8 driver’s license. KNOWLEDGE • The Chief Financial Officer of the Municipality must generally have the skills experience and capacity to Assume and fulfil the responsibilities and exercise the functions and powers assigned in terms of the Act to the Chief Financial Officer of Municipality. • Traceable Good Track Record on financial management in the form of indicating capability to improve on Audit reports. • Core Managerial and Occupational Competencies as described in the performance regulations CORE FUNCTIONS: Revenue Management; Supply Chain Management; Expenditure Management; Budget and Treasury Management other relevant departments. KEY RESPONSIBILITIES: The position operates at a strategic level to provide strategic support to all the business functions within the Municipality with the main areas being: • Roles and responsibilities are as stipulated in section 81 of the MFMA 56 of 2003 and liberty to delegate as stipulated in section 82 and or municipal delegation register. • Implementation of the IDP as well as strategic goals of the Budget & Treasury Office/Department. • Provide support and advice to the Municipal Manager and Council. • Implement departmental Service Delivery Budget Implementation Plan • Develop and implement key strategic/business plans including Supply Chain Management, Revenue Management, Expenditure Management, and Budget and Reporting. • Prepare and implement Municipal Budget • Prepare annual financial statements and other mandatory financial management reports. • Perform duties and functions delegated to the Chief Financial Officer by the Municipal Finance Management Act and as delegated by Council and /or by the Accounting Officer. • Facilitate good intergovernmental relations for the department • Facilitate good inter-departmental relations as a support department • Create and be responsible for the audit action plan • Contribute towards the five underlying principles of the MFMA 56 of 2003 Candidates will be subjected to an interview and evaluation process and must be aware that previous employers and references will be contacted, and their qualifications, credit and criminal records will be verified.
