ENTERPRISE RISK MANAGEMENT DIVISION REF: HCERM01 CHIEF RISK OFFICER PURPOSE OF THE JOB: The Chief Risk Officer (CRO) holds the primary senior management position for identifying, assessing, measuring, monitoring, mitigating, and managing all types of risk arising from the internal and external organisation environment. To lead and direct the Risk Function, including the inspectorate function and to ensure effective strategic as well as operational risk management and assurance including fraud risk identification and management for the National Lotteries Commission. To manage the delinquency process within the NLC. SALARY SCALE: • Commensurate with qualifications and experience REQUIRED QUALIFICATIONS • A post-graduate degree in Risk Management and/or internal Audit • Member of the Institute of Risk Management of South Africa (IRMSA) REQUIRED WORK EXPERIENCE • Minimum 10 years’ combined experience, of which at least 7 years in risk management related roles. • Minimum 5 years senior management experience • In-depth understanding of regulatory compliance requirements. • Should be well versed with the regulatory environment. • Demonstrable experience in implementing combined assurance • Demonstrable experience in implementing an anti-bribery, corruption and fraud programme is an added advantage KEY DELIVERABLES • Provide strategic direction, leadership, and management to the Internal Risk Function. • Develop and implement the Enterprise Risk Framework as well as the strategic Plan and Risk Tolerance level as well as monitoring the Strategic Risk Register. • Maintain close liaison with the Commissioner, Board members, Risk Committee members and all other committee members and managers • Improve the NLC’s risk management readiness through communication and training programs, • Maintain systems of internal controls and participate in all forms of risk management. • Ensure that internal risk is managed and monitored in accordance with best practice and recognized standards • Manage and coordinate the activities of the Internal and External Risk function as well as the inspectorate function. • Reporting of all the Internal Risk activities at the Board and Board subcommittee meetings • Monitor and review all tools, methodologies, policies, and procedures developed by the risk management team and facilitate approval by the Board/Executive • Monitoring, evaluating, and reporting on the risk environment within NLC, including fraud risks • Oversee the Risk Audit team workforce to ensure teamwork and that they remain motivated through operational plans and performance evaluations • Provide decision making information to the National Lotteries Commission on all risk matters affecting organizational integrity and stability. • Manage the delinquency function within the NLC by establishing policies and procedures and reporting on this function. • Environmental risk analysis and reporting, corrective strategies and maturity model developed.
