NATIONAL LOTTERIES COMMISSION (NLC) The National Lotteries Commission (NLC), a Scheduled 3A entity in terms of the Public Finance Management Act (PFMA), is a statutory body established in terms of the Lotteries Act (Act 57 of 1997), as amended with the purpose of regulating South African Lotteries and administering the National Lottery Distribution Trust Fund (NLDTF). OPERATIONS DIVISION CHIEF OPERATIONS OFFICER (5 -YEAR CONTRACT APPOINTMENT) PURPOSE OF THE JOB: The incumbent will provide leadership and direction by ensuring that the grant funding, stakeholder relations, marketing and communication are conducted with all due propriety in accordance with the Act and applicable regulations and organisation’s strategic direction. Provide administrative support of the National Lotteries Distribution Trust Fund (NLDTF) and Distributing Agency (DA) on grant making process. Accountable to the Commissioner for the delivery of the annual operating plan (impact/financial) in order to achieve the NLC annual targets. SALARY SCALE: • Commensurate with qualifications and experience REQUIREMENTS • 8 years’ experience in Operations Management and Stakeholder, Marketing and Communications role with at least 5 years at Executive level in a strategic operation • Post Graduate Degree in Social Science, Business Administration, or relevant field • Master’s degree is a plus with professional membership KEY DELIVERABLES • Establish strategy and objectives for division in line with the NLC strategy • Ensure 100% Implementation of the Grant Funding Model • Ensure the NLDTF complies with all applicable legislation and turn-around times for Funding • Identifying and developing strategic relationships with internal and external stakeholders • Monitor the day-to-day delivery of the programmes and services of the NLDTF to maintain or improve quality • Provide support to the DAs • Ensure adequate distribution of funds in line with the Act • Develop and implement stakeholder relations, marketing, and communications strategy • Research funding gaps and align to the Amended Act and NLC APP • Develop and review Divisional Risk Registers • Ensure that Grant funding process including Monitoring & Evaluation of funded projects is implemented COMPETENCIES AND SKILLS • Strategic development, planning and implementation in line with NLC strategic objectives and mandate • In-depth knowledge of strategic planning • Knowledge of risk management • Strategic decision-making skills • Stakeholder Relations Management • Performance Management Skills • Strong Leadership skills and ability to manage and motivate team • Corporate Governance Skills • Ability to interface between government, regulatory authorities, the lotteries and gaming sector, the charities, sports, and education sectors • Knowledge of the Lotteries Act of 57 of 1997 as amended and regulations • Meticulous, business minded individual with strong leadership abilities • High level of integrity, result orientation • Knowledge and applications of NLC core values Note: Recommended candidates will be subjected to attend a generic managerial competency-based assessment. FINANCE DIVISION MANAGEMENT ACCOUNTANT MAIN PURPOSE OF THE JOB To develop, maintain, and analyse budgets, prepare periodic reports that compare budgeted costs to actual costs. SALARY SCALE • Commensurate with qualifications and experience REQUIRED QUALIFICATIONS • Completed Bachelor’s degree in Finance or Accounting • Post graduate degree in Finance or Accounting • Professional membership added advantage REQUIRED WORK EXPERIENCE • 3 years in related experience within the Finance environment • Knowledge and experience of accounting systems and standards in line with the GRAP, PFMA Treasury and related regulation / Acts. • Experience within the public sector finance is an added advantage KEY PERFORMANCE AREAS • Providing technical support and guidance to divisions in preparing their budgets • Conducting budget workshops • Developing budget guidelines • Ensure annual divisional budgets are compiled, approved, and implemented in line with NLC financial policies • Monitoring of expenditure against budgets • Developing and implementing cost-effective financial policies and procedures, as well as mitigating financial risks • Preparing budget information for submission to National Treasury and Minister • Preparing of monthly and quarterly management reports • Preparing of National Treasury reports as required by the PFMA • Preparation of Annual Financial Statements • Assisting during the audit process COMPETENCIES AND SKILLS • Strong quantitative and analytical abilities • Strong leadership and people management skills • Decision Making and Initiating Action. • Strategic Thinking Skills • Attention to detail • Team Player • Ability to manage multiple priorities simultaneously • Strong, problem solving and analytical skills • Strong written and oral communication skills • Knowledge of the PFMA requirement • Knowledge of GRAP JUNIOR MANAGEMENT ACCOUNTANT MAIN PURPOSE OF THE JOB To develop, maintain, and analyse budgets, prepare periodic reports that compare budgeted costs to actual costs. SALARY SCALE: • Commensurate with qualifications and experience REQUIRED QUALIFICATIONS • National Diploma or Bachelor’s degree in Accounting or Finance REQUIRED WORK EXPERIENCE • At least 2 years in related experience within the Finance environment • Knowledge and experience of accounting systems and standards in line with the GRAP, PFMA Treasury and related regulation / Acts. KEY PERFORMANCE AREAS • Distributing budget templates to divisions • Consolidating Budget Inputs • Assisting during the audit process • Processing of budget reallocations • Assisting with compilation of management reports/statistical information • Distributing monthly variance reports to divisions • Manage and coordinate data submissions in alignment with finance templates COMPETENCIES AND SKILLS • Understanding of budgeting and budget management • Strong writing skills including the ability to synthesize information into clear, concise messages both for detailed analytical reports and executive summaries. • Good understanding of accounting principles • Attention to detail Note: Correspondence will be limited to shortlisted candidates only.
