NATIONAL HOME BUILDERS REGISTRATION COUNCIL (NHBRC) MANAGER: HOUSING INSPECTORATE & BUILDING TECHNICAL SERVICES CONTRACT TYPE : PERMANENT JOB GRADE : PEROMNES 6 REPORTING TO : EXECUTIVE MANAGER: ENGINEERING AND TECHNICAL SERVICES LOCATION : HEAD OFFICE, SUNNINGHILL. KEY DELIVERABLES: The purpose of the Manager: Housing Inspectorate & Building Technical Services is to oversee the inspection service offerings to reduce potential risk to the Housing Consumers and the Warranty Fund by conducting inspections and cost assessments on subsidy and non-subsidy enrolments. The Individual will primarily be responsible for, but not limited to the following: • Develop and implement, and monitor Inspectorate Operational Strategies • Develop and streamline Inspectorate operations, business processes and systems nationally • Ensure effective implementation of inspection risk management models for the subsidy and non-subsidy sectors • Align Inspectorate business processes to industry quality management standards • Ensure national Inspectorate operations systems are aligned to the overall NHBRC Strategy • Manage, monitor, evaluate and report on the implementation of the Inspectorate operational strategy plans, taking corrective actions where necessary • Manage the NHBRC Inspectorate section • Manage the Inspectorate input into the NHBRC ICAP Forum • Assist NHBRC Legal with prosecution of home builders • Training and presentation on Inspectorate • Establish and Maintain Risk Register for the Inspectorate Section • Respond to all audit queries both internal and external and implement remedial plans • Comply with all NHBRC Policies and Procedures • Develop policies, procedures and process flows for the Inspectorate Section • Ensure monthly and quarterly reports are submitted timeously • Develop and implement effective inspection risk management models for the subsidy and non-subsidy sectors • Encouraging and creating a risk awareness culture within Inspectorate • Build client relations by demonstrating professionalism, a facilitative communication style, and constructive response to client needs. • Maintain positive interpersonal relationships with team members and others by demonstrating productivity, initiative, and flexibility. • Communicate the NHBRC Inspectorate framework to all stakeholders in the NHBRC and monitoring its implementation • Participate in meetings and workshops with municipalities and department of Human Settlements • Participate in meetings with professional bodies, committees and financial institutions • Report on the activities of the Inspectorate Section to relevant stakeholders in line with requirements • Attendance to development workshops and interventions as per agreed Individual Development Plan (IDP) • Timeous submission of performance agreements and reviews • Deploy and manage the resource plan and ensure alignment to business needs • Conduct performance management and monitor performance on an on ongoing basis through mentoring, coaching, and reviews and take appropriate steps to correct performance issues • Promote and implement a continuous learning culture • Deal with grievances, conflict and disciplinary issues and take appropriate actions in accordance with NHBRC Policy • Recruitment and selection of suitable candidates according to recruitment and selection procedures and EE targets within Fund and Finance • Provide input into Workplace Skills Plan in conjunction with Human Capital for Fund and Finance division MINIMUM REQUIREMENTS: • Must hold a bachelor’s degree (NQF7) in Built Environment. • A minimum of ten (10) years’ experience in Inspection, ideally having worked in an environment where National Building Regulations and building standards enforcement. • Minimum five (5) years in a supervisory of management role APPOINTMENT The above-mentioned position will be offered on a permanent basis with a Total Cost To Company package.
