The Individual will primarily be responsible for, but not limited to the following: • Develop, lead, and guide the development and implementation of Technical and Engineering Services strategy and plans in line with the NHBRC strategic objectives. • Development and implementation of Technical and Engineering Performance Plans as aligned to the organizational Performance Plans. • Accountability for the overall financial management of the Technical and Engineering Services. • Lead and direct Technical and Engineering Services staff in fostering a healthy work environment of high ethical standards and full compliance with laws, regulations, policies and procedures. • Accountable for providing leadership and communicating the vision/goals of the Technical and Engineering Services as aligned to the NHBRC mandate. • Lead and direct Technical & Engineering Services. • Division’s strategies, policies, procedures and/or frameworks to ensure the incorporation of digital innovation in the execution of the mandate. • Coordinate all projects for the NHBRC and align them with all other projects in other divisions. • Provide Research and Development advice and guidance to other divisions within the NHBRC. • Ensure that the applicable Health and Safety Regulations are adhered to. • Establish goals for warranty revenue growth against the revenue budget. • Improve cost effectiveness by implementing internal cost control measures. • Manage the budget, assess variances and implement remedial action within area. • Assess/review and authorize payments in line with the Delegation of Authority policy. • Develop sound strategic relationships with relevant stakeholders to server the interest of the organisation. • Establish and monitor healthy diverse workable internal and external relations and implement remedial actions where required. MINIMUM REQUIREMENTS: • Must hold an appropriate bachelor’s degree or equivalent (NQF 7) preferably in-Built Environment Engineering. • Ten (10) years’ experience in the Built Environment. • Minimum five (5) years in Senior Management or Executive role. • Registration as Pr. external factors. • Set medium to long term goals and objectives for the Human Capital Division and monitor progress of the achievement of objectives. • Oversee the investigation/ research and development of Employer of choice strategies. • Oversee the execution of Strategic Human Capital projects and successful implementation thereof. • Oversee the procurement of Human Capital related goods and services to ensure compliance with relevant legislation. • Develop and implement and appropriate Facilities Management Strategy aligned to the objectives of the NHBRC. • Responsible for the Oversee all organization wide Change Management initiatives. • Monitor and report on Change Management strategies. • Ensure the development of Change Management policies, procedures, and frameworks. • Develop and implement an appropriate Social Transformation and Training. • Strategy aligned to the objectives of the NHBRC. • Responsible for the compiling and Implementation of the Social Transformation and Training implementation plan and the execution of specific projects as outlined by the Facilities Management Plan in support of the achievement of the NHBRC objectives. • Implement a suitable Management Operating System by means of forecasting, planning, scheduling, review and improve regularly • Ensure effective and efficient delivery of projects. • Identify and pro-actively manage internal and external factors impacting on the projects. • Apply best practices in the delivery of the projects. • Ensure relevant governance structure for the projects. • Initiate and monitor improvement projects that will increase budget optimisation and/or protect against risks. • Regular reporting on projects in line with the governance structure. • Ensure compliance to internal standards by business units relating to good business practice. • Ensure that the governance gaps in areas of responsibility are addressed and aligned to the standards. • Respond to Audit findings and CHIEF FINANCIAL OFFICER CONTRACT TYPE : 5 YEARS FIXED TERM CONTRACT JOB GRADE : COMPETITIVE SALARY ALIGNED TO NHBRC SALARY GRADES REPORTING TO : CHIEF EXECUTIVE OFFICER LOCATION : CENTRAL OFFICE, SUNNINGHILL JHB KEY DELIVERABLES To lead and manage the Finance division by ensuring that long term financial soundness, growth, sustainability and return on investment is achieved in accordance with the principles, all applicable legislation and council policies. The Chief Financial Officer is further responsible to manage the NHBRC’s Warranty Fund, Technical provisions, budgeting, and strategic planning cycle of Council and ensuring that the internal control environment is regularly reviewed for effectiveness, compliance, and validity. The Individual will primarily be responsible for, but not limited to the following: • Control, review and manage the budget process of reporting. • Review annually the budget preparation for submission to the Department of Human Settlements, Council and National Treasury. • Review budget guidelines to incorporate into the NHBRC corporate strategy. • Plan, coordinate, and manage the annual NHBRC budget process, revised or any budget adjustments. • Communicate budgetary process through a participative process. • Analyse the capital budgeting process. • Review the annual budget packs and present to all committees and institutions and provide strategic direction in the budget preparation process. • Review all monthly budget variances. • Review monthly, quarterly, and annual variance reports detailing reasons for variances. • Conduct analysis of the major variances and the reasons for those variances. • Review reasons for over and under expenditure- monthly and year to date. • Complete the critical cost driver graphs and reports as required in the report to Finance, Fund and Council meetings. • Ensure the NHBRC financial sustainability by reviewing revenue streams and identifying cost drivers. • Determine and implement the investment strategy of the NHBRC’s Warranty Fund. • Determine the strategic vision and plan pertaining to the Fund and Finance Division. • Lead the process of determining the ideal institutional arrangements pertaining to the Fund and Finance. • Provide visible, supportive, and effective leadership. • Motivate and empower staff to deliver Ensure appropriate Supply Chain Management Systems which are fair, equitable, transparent, competitive, cost effective and aligned to all relevant legislation and Treasury prescripts. • Lead all Supply Chain Management activities including implementing plans and processes to mitigate any risk. • Report on debtors to all committees on a monthly and quarterly basis. • Review long outstanding debtors and implement action plans with provincial accountants and or legal section to manage such debtors • Review monthly debtors outstanding/statements. • Maintain communication with business unit executives to ensure collection of due debtor’s book. • Oversee and lead the budgeting process in compliance with National Treasury guidelines and to monitor the utilization of budgets within the Organization. • Oversee the financial section and control the financial disciplines within the NHBRC. • Provide management accounting information to support efficient management of NHBRCs resources. • Review the Solvency valuation Report of the NHBRC’s Warranty Fund. • Review monthly, quarterly, and annual financial statements in accordance with GRAP. • Submit all reporting packs as required by the Finance and Fund, Council, Audit meetings, Department of Human Settlements and National Treasury in the prescribed format on time. • Review quarterly statistical returns. • Administer the commercial Bank mandate. • Ensure that Journal entries are correct and authorize them. • Review and sign-off monthly GL reconciliation pack. • Take corrective action if reconciliations have not been completed. • Control the cash flow of the organization. • Invest surplus funds with asset managers. • Manage accounts payable, banking, and fixed assets of the organization. • Maintain relationships with council, bankers, and investment advisors. • Actively manage problems with corporate banks, mortgage bonds, financial and other instruments. • Effectively lead and take appropriate steps to prevent unauthorized, irregular, and fruitless and wasteful expenditure. • Advice Council on the appropriateness of the Investment strategy adopted. • Review and analyse critical cost drivers as required to be reported to Council, committees of Council and shareholders. • Review and sign-off monthly general ledger reconciliation prepared by direct reporting staff. • Guide the Council and Executives to establish and communicate NHBRC’s Fund and Finance objectives and direction. • Provide sound financial management advice to the Chief Executive Officer, Executives and Senior Managers in terms of their financial management responsibility and Delegated Authority. • Implement appropriate Fund and Finance reporting to the Council, ARCO, FAFC, CEO, Executive Committee, and Senior Management, and facilitate for managers to develop reporting protocols, including quantitative and qualitative thresholds, and monitor the reporting process. • Provide input and oversee appropriate policies and procedures to guide the Fund and Finance and Supply Chain Management function. • Ensure compliance to Public Finance Management Act, Corporate Governance, and other relevant Treasury regulations requirements. • Develop and manage systems of collecting, analysing, and reporting regarding financial transactions and processes. • Lead and manage the process of preparing and submitting financial reports/ statements to relevant stakeholders within stipulated timeframes and quality requirements. • Analyse and evaluate cost management reports for all programmes and/or projects to support the review of performance of all functions within the NHBRC. • Develop and implement remedial plans related to audit and risk findings. • Manage the financial reporting process to ensure measurability, accuracy, validity, reliability, and timeliness of submissions. • Submit submissions and presentations to relevant stakeholders on the substantive details contained in the financial reports. • Implement Council’s strategic plan for the Finance and Fund Management section. • Ensure compliance with all relevant legislations (PFMA, Treasury and GRAP). • Ensure corporate governance and adherence to Council policies and procedures. • Provide year-end Audit packs. • Consult with external and internal auditors. • Prepare inputs for the annual report. • Comply and ensure compliance by management with procurement processes. • Implement sound governance principles. • Monitor authorized sectional expenditure. • Ensure appropriate office assets and equipment management. • Manage risks adherence to best practices and standards. • Communicate the Institution’s fund and Finance framework to all stakeholders in the Institution and monitor its implementation. • Create a Finance awareness culture within NHBRC and communicating the Fund and Finance policy, strategy, and methodology • Train all stakeholders in their risk management functions. • Initiate and maintain relationships with identified internal and external stakeholders in the provincial offices including provincial departments. • Participate with Internal Audit Management and Auditor-General in developing the combined assurance plan for the organization. • Interpret business plan and functional budget aimed at achieving the approved objectives (operational, capex and labour budgets). • Implement and effectively manage the approved budgets, report variances, and monitor the implementation of remedial actions to minimize impact. MINIMUM REQUIREMENTS: • A recognized Bachelor of Commerce Degree and must be a qualified CA (SA) as per SAICA framework. • A combined experience of 10 years experience in Financial Management • At minimum of 5 years working at Senior Management or Executive Management level in Finance. • Experience in the application, implementation and management of PFMA, Treasury Regulations, Division of Revenue Act, PPPFA and BBBEEA will be added advantage. • Understanding of various processes and streams within Supply Chain/Procurement process improvement discipline • Strong exposure and experience in investments and insurance business APPOINTMENT The above-mentioned position will be offered on a 5-year fixed term contract with a Total Cost To Company package.
