MANAGER: FINANCE CONTRACT TYPE: PERMANENT JOB GRADE: PEROMNES 5 REPORTING TO: CHIEF FINANCIAL OFFICER LOCATION: SUNNINGHILL KEY DELIVERABLES: The purpose of the Manager Finance is to execute the business plan within the financial framework and provide business support to achieve the set targets. Manage the financial structures within the National Home Builders Registration Council (NHBRC) and ensure financial reporting is in accordance with the statutory requirements. The Individual will primarily be responsible for, but not limited to the following: • Manage the execution of the strategic business goals within the financial framework to ensure completion of the business plan • Manage the compilation, monitoring and updating accounting policies to ensure compliance to the compliance framework and tax legislation • Manage the reporting on the financial and statutory requirements, policies and systems to stakeholders and management to optimize end-user satisfaction • Manage the financial performance of the entity • Manage the expenditure within the approved budget to ensure effective cost control and savings • Manage service providers performing solvency valuation of the NHBRC warranty Fund • Manage the Asset Managers managing the warranty fund • Assist the Fund and Finance Committee with the selection of Asset Managers • Advise the Chief Financial Officer on performance against the set benchmarks • Review management accounts which include the investment reports to Chief Financial Officer for reporting to EXCO, Council and its committees • Review and sign off all monthly general ledger re-conciliations prepared by direct reports • Review and report on the risk profile of the Warranty Fund to the CFO • Prepare and review annual financial statement for submission to AG • Manage the audit samples provided to the AG • Handle all matters relating to Dept collection • Provide accounting advice and interpretations to ensure adherence to guidelines. • Provide financial advice on projects and feasibility studies to ensure compliance with different legislation • Approval of all journal entries prepared by subordinates • Review budget guidelines and advise all business units on the budget parameters • Compile and Manage the business unit budget and establish financial control mechanisms to enhance shareholder understanding and eliminate non value-adding activities • Review the materiality framework annually • Consolidate and submit the annual budget to Chief Financial Officer for submission to EXCO, Council and its sub-committees • Implement appropriate Fund and Finance reporting processes to the Chief Financial Officer and develop reporting protocols, including quantitative and qualitative thresholds, and monitor the reporting process • Develop and oversee appropriate policies and procedures to guide the Fund and Finance function • Ensure compliance to Public Finance Management Act, HCPMA, Corporate Governance and other relevant Treasury regulations requirements • Manage risk register and implement remedial actions for the fund and finance section • Ensure all audit requests are responded to timeously • Compile relevant and reliable Fund and Finance reports, submissions and presentations on the Fund and Finance as directed by the Chief Financial Officer • Ensure the accounting records of the NHBRC are maintained, reconciled and kept up to date • Ensure that the appropriate financial controls are implemented and monitored within the NHBRC • Ensure that internal controls on expenditure and income are maintained in order to contribute towards a clean audit report for the Stakeholder Engagement • Liaise with stakeholders and ensure collaboration to achieve strategic goals • Render effective financial service to internal and external clients to optimize client satisfaction and conform to relevant policies and procedures • Create a fund and finance awareness culture within NHBRC and communicate the Fund and Finance Policy, strategy and methodology • Attendance to development programs and interventions as per agreed Individual Development Plan (IDP) • Timeous submission of performance agreements and reviews • Conduct performance management and monitor performance on an ongoing basis through mentoring, coaching, and reviews and take appropriate steps to correct performance issues • Promote and implement a continuous learning culture • Deal with grievances, conflict and disciplinary issues and take appropriate actions in accordance with NHBRC Policy • Recruitment and selection of suitable candidates according to the recruitment and selection procedures and EE targets within Fund & Finance • Provide input into Workplace Skills Plan in conjunction with Human Capital for the Fund & Finance division • Ensure signed Succession Plans for all direct and indirect reports within the Fund and Finance division MINIMUM REQUIREMENTS: • A Bachelor’s degree (NQF 7) in Finance is Mandatory • Registered Chartered Accountant – CA (SA) is Mandatory • Minimum ten (10) years Financial Management experience • Minimum of five (5) years’ experience in a supervisory or managerial level role APPOINTMENT: The above-mentioned position will be offered on a Permanent basis with a Total Cost To Company package.
