HEAD: STRATEGY PLANNING, MONITORING AND EVALUATION The NHC has a vacancy for a Head: Strategy Planning, Monitoring and Evaluation personnel who will be responsible in carrying out tasks to guarantee that the NHC’s organizational performance framework has the capability and capacity to support the strategic planning, monitoring and evaluation processes. The incumbent should be able to implement effective strategic planning and organisational performance monitoring and reporting processes, in line with relevant legislation. The position is a 5 year fixed-term contract, based at Hatfield, Pretoria. Key responsibilities: • Strategic advice to the CEO and provide analytical support to assess the strategic options for the NHC. • Capability to facilitate the implementation and monitoring of the NHC’s strategic and annual business plans. • Implement a planning, monitoring and evaluation system. • Responsible for the co-ordination of information in liaison with all business units to satisfy requirements of Annual Performance Plans (APP). • Manage the verification of reported performance data for auditing by Auditor General to reduce the risk of adverse audit opinion. • Strategically manage the processes and compilations of the organisation’s 5 year strategic plans, annual performance plan and annual operational plans, as well as it’s monthly, quarterly and annual performance reports. • Report gaps to management in relation to non-achievement of organisational performance targets and coordinate action plans to close performance gaps. • Manage risk within the division and recommend mitigation strategies • Produce and analyse quarterly reports on monitoring and evaluation findings. • Undertake research, where and when necessary, on issues of strategic importance and relevance to the implementation of the NHC’s Strategic Plan. • Business principles and techniques of administration, organisation and management to include an in-depth understanding of the key business issues an trends that exist in the heritage sector and the NHC in particular. • Ensure that all information systems and networks operate according to internal standards and legal requirements. • Coordinate and manage reporting needs and data analysis for the NHC. • Develop and maintain corporate policies and standards. • General understanding of Public Finance Management Act (PFMA), Treasury Regulations and the reporting cycle. • Provide support to the CEO in the management of stakeholders and all strategic programmers of the NHC Qualifications, skills and experience: • A Master’s Degree in Business Management, Monitoring and Evaluation, Public Administration or Organisational Development, Strategic Management, Project Management or a related field, NQF Level 9 as recognised by South African Qualifications Authority (SAQA). • A Doctorate degree will be an added advantage. • Minimum of twelve (12) years of relevant progressively responsible work experience in Strategic Planning, Monitoring and Evaluation functions out of which seven (7) years should be at Senior Managerial level. • Significant experience in strategy development, execution and experience in technology information system planning to support business goals. • Specialised qualification and training in project management. • Strategic advisory and organisational performance management; • Results-based measurement, monitoring and data analysis; • A valid driving licence is essential; • Selected candidates will be subjected to competency tests The following skills are essential: • Outstanding verbal and written communication skills • Excellent interpersonal skills • Excellent analytical, organisational, management and leadership skills, business acumen and the ability to deal with ambiguity, meet demanding deadlines and manage projects; • Advanced computer skills and high level of problem solving skills. COMPANY SECRETARY The NHC has a vacancy for a Company Secretary who will be responsible to provide professional and credible legal advice to the National Heritage Council and ensure that legal problems are avoided, risks are mitigated, and organisational effectiveness is enhanced. The Company Secretary should provide legal counsel to all NHC Business Units, whilst anticipating and acting against legal risks facing the entity and provide general legal support including litigation support to the entity. The position is a 5 year fixed-term contract, based at Hatfield, Pretoria. Key responsibilities: Governance and Policy Development: • Manage all Council Charter and Committee meetings, logistics, attend and record minutes of all Council and committee meetings and facilitate board communications and aid directors in implementing the decisions • Monitor corporate governance developments and assist the Council in tailoring governance practices to meet the Council’s needs and shareholder’s expectations • Guide the NHC in the development and implementation in good corporate governance and ensure that the directors adhere to the highest governance standards as detailed in the King Report (King IV) • Preparing the schedule of Council committee meetings for the year including the agendas for those meetings in conjunction with the Chairperson and the Accounting Authority • Identify training requirements for inexperienced or new council members and ensure that there is an ongoing programme to keep council members well informed of developments in the Entity and in respect of matters relevant to their responsibility generally • Develop and maintain a Council Charter to ensure that decisions can be measured against it • Comply with all the statutory provisions of the Companies Act, including the lodgement of all documents with the Companies and intellectual Property Commission and the maintenance and updating of the Company’s register of members • Ensure that Council Committee members’ charters and terms of reference are developed and maintained • Ensure compliance with principles of corporate governance and other relevant legislation • Draft and review Council Charter and Committee terms of reference • Identify changes in legislation and conduct periodic reviews on all organisational policies Legal Services: • Coordinate the litigation process including but not limited to providing ongoing support in relation to various litigious matters including litigation mitigations processes such as settlements • Provide professional and credible legal advice to all NHC’s units and to ensure that legal problems are avoided, risk is mitigated, and organisational effectiveness is enhanced • Anticipate legal risks facing the Organisation, provide the necessary legal recommendations and action accordingly • Monitor, comment and advise the NHC on national legislative initiatives and programmes and to assist all units with relevant legislation to ensure correct interpretation and application of legislation Financial Management: • Lead and manage the unit’s budget. • Submit monthly budget status. • Ensure effective corporate governance within the MFMA/ PFMA as a basis.
